INTRODUCTION INTRODUCTION This composite brochure provides an overall guide to full time Further Education (FE)/PLC courses offered by Dublin and Dún Laoghaire Education and Training Board in its colleges and centres of education around the county. It provides information on the wide range of programmes available for school-leavers and others who wish to continue with, or return to, education. They may wish to learn a skill to enhance their possibilities in the job market, take professional training in a particular area, retrain in a new area for future employment or continue in further education. There has never been a better time for the Further Education sector in Ireland. We offer both full-time and part-time courses in a wide range of fields catering for learners needs. Courses are easily accessible in local colleges around the county and there is little or minimal cost involved. Dublin and Dún Laoghaire Education and Training Board is responsive and flexible in its provision. This brochure also gives information on the supports that are available for learners in the Further Education sector. Guidance and counselling is offered in our colleges and course co-ordinators are happy to provide information and advice to applicants. Many students are eligible for grants and other supports. In this time of life-long learning and employment opportunities, we would encourage more people to consider Further Education courses. The fact that these courses are available locally and of one year duration makes them readily accessible. Further Education courses are designed to enable people to enter an area of work where specific skills are necessary. They are also used as a bridge into 3rd level education for many students. Acceptance to courses is by application form/online and/or interview. Some courses require applicants to submit portfolios of work e.g. Art. PLC PROGRAMME PARTICIPANT CONTRIBUTION The Government in Budget 2011 announced the introduction of a 200 annual PLC programme participant contribution. This contribution took effect for the 2011/2012 academic year. This means that any learner who enrols on an approved Further Education course in September 2015 is eligible to pay the 200 PLC participant contribution. The contribution is an annual contribution. Eligible participants on Further Education courses of more than one year s duration must pay the contribution for each year of that course. The following categories of participants are exempt from paying the contribution: Full medical card holders in their own right or dependent children of medical card holders (dependent children applies to under 18 s only) Those who are eligible under the Student Grant Scheme Those in receipt of the Back to Education Allowance (BTEA) Those in receipt of Vocational Training Opportunities Scheme (VTOS) Allowance Please contact the college directly for further information on Fees. 3

QQI ACCREDITATION QQI ACCREDITATION QQI (Quality and Qualifications Ireland) is the single national awarding body for the further education and training sector in Ireland. It was formed from the amalgamation of FETAC (Further Education and Training Awards Council) and HETAC (Higher Education and Training Awards Council). QQI makes awards all ten levels of the National Qualifications Framework (see chart below). Dublin and Dún Laoghaire ETB provides a large number of Further Education courses at QQI Level 5/6 which are listed later in this booklet for students with Leaving Certificate standard of education (or equivalent qualification). Most courses are of either one or two years duration. Additional certification for specific courses has been obtained from many national and international examining and professional bodies. It is important for students enrolling on a particular Further Education course to check with individual college authorities as to whether that course leads to a QQI award in the 2015/2016 session and if it meets with the learner s progression requirements. These courses are of tremendous educational benefit to the individual and additionally can be used as a stepping stone into third level education. There is also an opportunity for advanced progression into third level from some Level 6 courses. Course coordinators can usually advise as to links individual courses may have with third level institutions both in the Republic of Ireland and the United Kingdom. STUDENT GRANTS STUDENT GRANTS NEW student grant applications for 2015/16 should be made to SUSI. RENEWAL STUDENTS 2015/2016 If you held a student grant in the academic year 2014/15 from Dublin & Dún Laoghaire ETB and are continuing on the same course in 2015/16, we will continue to process your applications until your course is completed. Renewal forms in respect of 2015/16 will be issued to students in July 2015. The closing date for submitting renewal forms is 28th August 2015. OPENING HOURS Our opening hours (phones and public office) are currently 9.00am to 5.00pm, Monday to Friday. BTEA (BACK TO EDUCATION ALLOWANCE) The BTEA allows those in receipt of certain social welfare payments to retain payments whilst participating in approved full-time courses in further education. People aged 21 years or over are in receipt of qualifying social welfare payment for at least 3 months. Qualifying social welfare payments include: Jobseeker s Allowance or Job Seeker s Benefit One Parent Family Payment Deserted Wife s Benefit of Allowance Carer s Allowance Disability Allowance Those 18 years or over who are at least 3 months in receipt of a qualifying social welfare payments. Qualifying social welfare payments include: Blind pension, Disability Allowance, Invalidity Pension, or Incapacity Supplement. The parent of a child in Ireland who has been granted leave to remain.(this right is not extended to siblings of the Irish-born child) Those asylum applicants covered by the terms of a Government decision of 26 July 1999 (i.e. those eligible to seek work) In practice the categories listed above are entitled to free access to Further Education courses, while any other categories should be charged the economic fee, which, for all future fees levied, should be 3,653 per annum. They provide young people and adults with an opportunity to combine a return to learning with family, work and other responsibilities. A wide range of accredited courses is available, including: Communications Information Technology Business and Office Skills Childcare/Healthcare Employability Skills ESOL (English for Speakers of Other Languages) Horticulture Sport & Fitness WHAT DOES IT COST? BTEI courses are free to those in receipt of an eligible Social Welfare payment and to everyone with less than upper second-level education (less than a full Leaving Certificate, QQI/FETAC Level 5 or equivalent).
