Purpose and scope of your position: Purpose To develop, implement, evaluate and manage the Employee Relations requirements of the Association in accordance with Association strategies, policies, objectives and legislative requirements. Responsibilities Recruitment and Selection Initiate, coordinate and undertake all staff recruitment activity, liaising with relevant managers and team leaders Develop and utilise appropriate recruiting resources, both internal and external Manage applicant flow, ensuring that all applicants are responded to in a timely manner Ensure applicants are appointed in a timely manner and in accordance with EEO principles Workforce Planning Initiate the development and monitoring of effective position descriptions at all levels, identifying skill requirements, succession planning, training needs and performance issues Assist Senior Leaders Group in developing and implementing effective staffing and succession ER Manager Page 1 of 8
plans Instigate and ensure relevance and consistency of a regular performance appraisal system and ensure increments are processed in a timely manner Provide advice on organisational restructure issues such as staff retention, realignment of existing positions and responsibilities, staff relocation and development of new opportunities Conduct exit interviews and provide proactive advice on issues and trends identified Employee and Industrial Relations Assist in negotiations with workplace union representatives regarding the NSWNMA Terms and Conditions of Employment Act as a resource for Managers and staff on all Employee Relations related issues Provide advice and guidance on all Employee Relations matters to senior management Assist in the grievance resolution process when required Workers Compensation, Injury Management and Workplace Health and Safety Ensure all injuries are reported in line with legislative requirements Ensure all relevant documentation is maintained in relation to workers compensation claims Assist injured employees return to work, where relevant Develop Return-to-Work Plans in consultation with the ER Officer and relevant Manager Participation as Management representative in the WHS Committee Human Resources Information Systems and Policies and Procedures Establish and oversee the development and maintenance of the HRIS and ConnX database Ensure appropriate keeping of personnel records In accordance with best practice and with due regard to statutory requirements develop human resource systems, policies and procedures Ensure policies and procedures are regularly updated ER Manager Page 2 of 8
Devise a program for tendering of Employee Relations related contracted services Employee Relations Reporting Provide end of month reporting on ER matters such as training, headcount, turnover, workers compensation and leave liabilities Prepare and submit a monthly ER report for Council to report on headcount, recruitment, staff changes, turnover and workers compensation Induction and Orientation Oversee the development and implementation of an orientation program for all new staff in consultation with relevant manager Define Induction/Orientation program needs for new employees and internal secondees Training and Development Identify learning needs of staff and facilitate appropriate training &/or education as required Oversee the development and maintenance a database of development needs and participation in education/training programs Plan and coordinate Mandatory Officer Briefings Plan and coordinate in-services as requested In conjunction with Elected Officers and Managers, determine, plan and implement training and development needs Prepare annual staff education budget for approval and ensure effective allocation of training and development resources Develop and communicate training and development policy and practices Define training needs for all employees as requested through the performance appraisal process Participation in the NSWNMA Employee s Scholarship Committee Payroll Oversee the full payroll function Ensure that payroll deadlines are adhered to in conjunction with the Payroll Coordinator ER Manager Page 3 of 8

Specify critical competence (skills) requirements for this position: The successful candidate should demonstrate exceptional skills in the following: Essential Recognised qualification in Human Resources/Industrial Relations or equivalent Micropay Meridian or similar HRIS system Intermediate to Advanced Excel Demonstrated knowledge of contemporary Employee Relations practice and legislation 5-7 years experience in human resources with the ability to work autonomously Supervisory experience Demonstrated level of highly developed written and verbal skills Ability to work under pressure and to meet strict deadlines Must be numerate, analytical and have an excellent attention to detail Must be task focused, reliable, energetic and positive Excellent written and verbal communication skills The ability to work as part of a team as well as autonomously Commitment to the trade union movement Desirable NSW Drivers Licence 3. Define and develop critical competencies for all positions with the NSWNMA in conjunction with Senior Leaders and Team Leaders with approval from the General Secretary. Assist the Senior Leaders Group with the performance appraisal process. Act as a resource for Managers and staff on employee relations and industrial relations issues. Ensure that all employees are working in a safe environment. Ensure all workers compensation claims are submitted to the insurer in accordance with WorkCover standards. Establish and oversee the development and maintenance of a HRIS database and ensure policies and procedures are developed and updated. Provide a quality service: Provide a quality employee relations service by: - Completing employee relations tasks in a timely manner - Keeping up to date on legislation and statutory requirements - Ensuring all employee queries are dealt with in an efficient and correct manner 8. Improve own professional knowledge and skill relevant to position: - Regular attendance at training courses relating to employee relations - Attend courses in relation to HR software and their updates (i.e. Micropay). - Regularly read journals in relation to ER matters (i.e. CCH journals and updates) I have read and understand the requirements of this position.
