JOB DESCRIPTION POST Senior Project Manager LOCATION Royal Victoria Hospital (However duties may require travel to various locations) GRADE REPORTS TO: 8B Co-Director, Capital Planning & Redevelopment RESPONSIBLE TO: Director of Finance & Estates JOB SUMMARY/ MAIN PURPOSE The Senior Project manager will be responsible for leading the redevelopment of the Children s Hospital and associated infrastructure development on the Royal Hospital site and other redevelopment projects where appropriate. To provide strong leadership and direction to ensure that strategic planning and development processes fully reflect the priorities of the Trust. To provide specialist advice to the Co-Director, Capital Planning & Redevelopment, Trust Board, Chief Executive and the senior executive team ensuring corporate objectives are met. To be responsible for providing strong professional leadership ensuring capital planning; re-development and reconfiguration of services fully reflect Trust priorities and will have responsibility for ensuring effective project management arrangements 1
MAIN DUTIES/RESPONSIBITIES Setting direction To act as Assistant Project Director on the Children s redevelopment supporting the Project Director (Co-Director for Capital Planning & Redevelopment) by leading the client management team in the development of project briefs and, through the application of sound professional practice, implement projects within agreed constraints of time quality and cost to a high level of user satisfaction. To ensure that the Trust s interests and project objectives are being achieved through the application of sound project management through all stages from inception to completion/handover and clinical commissioning. To establish and lead the project team comprising of Health Estates investment group, external consultants, Trust Stakeholders ensuring that aims and objectives are delivered within agreed parameters, legislation and procedures. Ensure the project brief is translated accurately, developed and delivered by the design and construction To set up, lead and co-ordinate each project's communications between the user clients, external consultants and internal service providers. Ensure lines of communication are understood and that all necessary consultations take place at the appropriate stage. Ensure that regular reports are available on all aspects of the project including cost control and clinical commissioning and service transfers are considered, planned and implemented as required. To contribute to the Trust s corporate planning, policy and decision making processes as required and ensure the Trust s objectives and decisions are effectively communicated Service Delivery To deliver a complex capital redevelopment scheme that supports the modernization, reconfiguration and delivery of safe, high quality services. To lead the development of the Children s hospital and associated projects through capital planning, re-development and reconfiguration services in partnership with key stakeholders ensuring that the priorities and the expectations of the Trust s corporate plan and delivery plan are met. To provide design advice and act as a challenge function with design team clinical teams and support services during the design phase. To co-ordinate the work of all staff, including Care Professionals, who have lead responsibility for parts of the planning, design, construction and commissioning of each of the capital schemes, to ensure that each scheme is managed to timescale and budget as part of the overall redevelopment programme. 2
To deliver Personal and Public Involvement Programme in partnership with key stakeholders for the Redevelopment of the Children s Hospital in line with the Trust PPI strategy and ensuring compliance with relevant legislative / statutory requirements. To manage the procurement of external consultants and main contractors within the boundaries set by European procurement legislation in conjunction with the Health Estates Centre of Procurement Excellence To facilitate seamless handover of completed projects to clients and ensure that formal presentation of facilities and engineering is demonstrated to Estate Services To undertake the Gateway review process (or equivalent) as appropriate to ensure the successful delivery of capital projects Contribute to the Trust s corporate planning, policy and decision making processes as required and ensure the Trust s objectives and decisions are effectively communicated. Performance Management To develop and implement systems to monitor progress of all capital redevelopment programmes and prepare progress reports for Co-Director Capital Planning & Redevelopment To advise and report to the Co-Director of Capital planning & Redevelopment on all aspects of performance and planning to include the preparation of the Service Delivery Plan, and performance reports against targets. To advise and report to the Co-Director of Capital Planning & Redevelopment on the achievement of the Directorates performance management plans identifying any risks and taking corrective action where necessary. To build and maintain effective working relationships with the HSCB on all service commissioning, service delivery and performance management issues. To monitor the performance of the design team and contractor in conjunction with HEIG and implement corrective action where necessary Quality 3 To ensure that the needs of patients, clients and their carers are at the core of the way that the Trust delivers services and that capital and financial resources are effectively deployed to meet those needs. To ensure that capital infrastructure design and building solutions deliver service objectives and that their planning, design and commissioning is
informed by user perspectives and the need to advance modernisation and reform in service models. To provide expert advice and interpretation of all aspects of current and proposed legislation, guidance and standards an good practice for design and construction To work within the requirements of the Trust s integrated governance framework, ensuring that all elements relating to the delivery of capital redevelopment meet legislation requirements. Financial and Resource Management To be responsible for the management of redevelopment of the children s hospital and associated infrastructure budget circ 230 million To be responsible for advising DHSSPSNI on a six monthly basis of any funded service development bids relevant to the project. To work with the head of capital finance in monitoring of CRL allocations against budgetary spend and ensure appropriate reporting systems are in place to inform DHSSPSNI and take corrective action where appropriate COMMUNICATION AND INFORMATION MANAGEMENT To meet with, present to and communicate with a wide range of clinical and non-clinical staff in the Trust, DHSSPS and with staff of external organisations. To articulate and communicate the vision and strategy for the Redevelopment of the children Hospital throughout the Trust To maintain a communication and information system to ensure the engagement and commitment of key internal and external stakeholders in the design and delivery of facilities. To chair and facilitate meetings with internal and external stakeholders to ensure that all relevant issues are raised and recorded. The post holder will assist the Senior Managers in identifying and where possible resolving conflicts which arise in the development process. To develop and maintain detailed information for the projects to support the design process and delivery of project and manage the day-to-day implementation of project To contribute to the production of a full post project evaluation following completion of all capital development projects. 4

To ensure full engagement of all professional staff working in multidisciplinary teams. Infection Prevention and Control The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen.
