1. GENERAL REQUIREMENTS 1.1 The merchant shall undertake to enable the client to pay for goods and/or services by means of the terminal or cash register system. 1.2 Only the client shall have the right to make transactions with a card. The merchant shall be obliged to refuse to accept the card if the transaction is not made by the client. 1.3 The merchant shall be obliged to authorise the transaction in the presence of the client. 1.4 The merchant shall not be permitted to divide the amount to be paid into several transactions and sales slip, except if the cardholder wishes to pay for the transaction partially by card and partially in cash. 1.5 The merchant shall not have the right to make cash transactions by card. 2. USING THE CARD IN A POS-TERMINAL Cards that are accepted are specified in a contract between the merchant and the bank or Nets Estonia AS (hereinafter the Card Centre). 2.1 Upon making a transaction by a magnetic stripe card, the merchant shall be obliged to do the following: 2.1.1 Take the card and not return it before the transaction is finished. 2.1.2 Visually check the authenticity of the card and its conformity with the description of the card specified in clause 6 of these requirements. If the card does not conform to the requirements, the transaction must be interrupted and the card cannot be accepted as a means of payment. 2.1.3 Authorise the transaction pursuant to the user manual of the terminal or cash register system. Call the Card Centre on 671 1444, if automatic authorisation is not successful, and ask for the authorisation code, notifying them of: the merchant s membership number and name; card number; expire date smart card ; transaction amount; check digit. The Card Centre gives the merchant a permitting or prohibiting authorisation code. The merchant shall be obliged to forward other information to the Card Centre upon its request. The explanations of the codes and further instructions are provided in clause 5. The positive authorisation code must be entered in the terminal or cash register system pursuant to the manual. 2.1.4 If the terminal or cash register system notifies that the four last numbers entered for checkup do not match the information on the magnetic stripe, not to return the card, identify the person and call the police. The printed sales slip must be preserved. 2.1.5 If the numbers printed on the sales slip do not match the numbers on the card, not to return the card, identify the person and call the police. The transaction must be cancelled and sales slip preserved. 2.1.6 In the event of a negative or prohibiting authorisation code, interrupt the transaction and act pursuant to the instructions on conduct specified in clause 5. 2.1.7 Check that the card number and card type displayed on the screen of the terminal or cash register system and printed on the sales slip correspond to the number of the submitted card. 3
2.1.8 If the transaction amount exceeds 100 (one hundred) euros (unless otherwise specified in the contract) or you have doubts about the authenticity of the card or the client, identify the person who submitted the card pursuant to the requirements specified in clause 4. 2.1.9 Give the sales slip to the client for signing. 2.1.10 Check the identity of signatures on the card and the sales slip. If the signatures do not match, identify the person who submitted the card pursuant to the requirements specified in clause 4. If the card has not been signed the merchant must authorise the transaction, identify the client and ask the client to sign the card. The merchant shall not be permitted to perform the transaction if the client refuses to sign the card. In the latter event, the merchant must cancel the authorisation. 2.1.11 Give a copy or duplicate of the sales slip, the card and identity document back to the client. 2.2. Upon making a transaction by a smart card, the merchant shall be obliged to do the following: 2.2.1. Enable the cardholder to personally enter the card in the smart card reader. 2.2.2. Enable the cardholder to enter the PIN when the respective notice is displayed on the screen of the terminal. 2.2.3. If more than one payment function has been saved on the card chip, enable the client to choose a suitable payment function when the respective notice is displayed on the screen of the terminal. 2.2.4. Perform the transaction pursuant to the manual of the terminal. If the terminal is not able to read the chip, the transaction must be performed pursuant to the manual of the terminal by using the card s magnetic stripe (See clause 2.1.). 2.2.5. If the client is identified by PIN and the identification is unsuccessful because the PIN locks itself, the transaction must be interrupted and the card cannot be accepted as means of payment. 2.2.6. If the client can be identified by PIN, a copy or duplicate of the sales slip must be given to the client. Please note! It is not required for the client to sign the sales slip and to check the document if the transaction is PIN-based. 2.2.7. If the transaction is accepted by the client by signature, the sales slip must be given to the client for signing. Check the identity of signature on the card and the sales slip. If the signatures do not match, identify the person who submitted the card pursuant to the requirements specified in clause 4. 2.2.8. Give a copy or duplicate of the sales slip and the card back to the client. 2.3. Installation requirements of PEDs (PIN entry device) for the point of sale: 2.3.1. PEDs cannot be in the visual field of video surveillance cameras and must be located on the client s side of the service counter. 2.3.2. PEDs must be directed at the cardholder and have a protective shield around it in order to guarantee that the PIN can be entered privately. 2.3.3. The merchant cannot remove the protective shield of PEDs, which are attached to the device. No third party is not allowed to see or find out the PIN in any other way. 2.3.4. The merchant must ensure that PEDs are protected against stealing or replacement. Upon any suspicion that there are additional devices or possible damage to a PED, the merchant shall be obliged to immediately inform the Bank thereof. 4
3. RETURNING A PURCHASE 3.1. If the client returns a purchase, the transaction must be cancelled pursuant to the manual of the terminal or cash register system. 3.2. If the cancellation of the transaction cannot be performed by using the terminal or cash register system, an application must be submitted to the Card Centre requesting the cancellation of the transaction along with the sales slip that is subject to cancellation. The application must be sent to fax no. 671 1420. 3.3 If during the Card Authorisation the Retailer receives negative notice from the Bank (the Transaction can t be the Retailer must give to the Cardholder respective slip. 4. IDENTIFICATION OF PERSONS 4.1. Upon identification of persons the following must be checked: whether the photo in the document is the person who submitted the card; whether the name of the person who submitted the card corresponds with the name on the document or, if no name is given, whether the signature on the sales slip matches the signature in the document and card; whether the signature of the person who submitted the card on the sales slip matches the signature in the document and card; whether the document is still valid; whether the document is damaged; the merchant may refuse the performance of the transaction if there are any doubts about the authenticity of the documents. 4.2. If the person is identified on the basis of an identity document, the following details of the document must be written on the sales slip: name of the document; document number; personal code if possible. 5

Repeats the transaction If the terminal gives a number not included in the list, the following must be taken into account: the transaction cannot be performed if the code starts with 1, the card must be taken away if the code starts with 2, it is a system mistake if the code starts with 9. 5.1. The merchant shall be obliged to take the card from the person who submitted it if the card has been stolen, lost or has fallen in the possession of a third person any other way or it is forged, and inform the bank of the card and call the police. The person who submitted the card must be identified, if possible. The merchant must return the card that has expired to the client. 6. DESCRIPTIONS OF ACCEPTED CARDS A card cannot be accepted as means of payment if: the card does not meet the description; the information on the front side of the card is not visible; the signature stripe on the overleaf is damaged, scraped and/or the word VOID is visible; the client has not signed the card on the overleaf and refuses to do so. If the card has not been signed, the merchant must authorise the transaction, identify the client and ask the client to sign the card. If the signature in the signature stripe of the card matches the signature in the document and sales slip, the merchant may perform the transaction upon positive authorisation. 6

MasterCard 1. MasterCard logo The MasterCard logo is located in the upper or lower right corner of the card. The MasterCard logo is located below or above the hologram and is surrounded with a line including also the hologram. The logo must be printed on the card. A card that has been issued in the United States or Canada might have a Diners Club logo with the phrase Diners Club International located in the upper right corner of the card. 2. Hologram The MasterCard hologram Two hemispheres of the Earth is located on the front or back side of the card. The hologram is multidimensional. From one angle, the two hemispheres of the Earth can be seen with MasterCard printed in the background. If the hologram is located on the front side of the card, the four last digits of the card have been relief printed on the hologram. 3. Card number The MasterCard number starts with 5 and has 16 digits. Card numbers have been relief printed on the card. The four digits of the relief printed card number have also been printed below the card number. 4. Cardholder The name of the cardholder (and the company s name if it is a company card) has been relief printed on the card. 5. Term The term of the card has been relief printed on the card. E.g. the term 12/12 indicates that the card is valid until the end of December 2012. 6. Symbols visible under ultraviolet light The letters M and C are visible under ultraviolet light. 7. Signature panel In the background of the signature panel the word MasterCard has been written in blue, red and yellow. The check digit (in italics to the left) must be printed on the signature panel. The signature panel cannot be damaged-scraped and the word VOID cannot be visible. 8. Check digit A check digit is the last three digits in the signature panel; it can be separately marked in the white stripe. 9. Chip 8

VISA 1. Logo Logo is located in the upper or lower right corner of the card. 2. Hologram The Visa hologram The dove may be located on the front or back side of the card or be integrated into the magnetic stripe. If the Visa hologram is located on the front side of the card The dove is located on the right side of the card in the middle. If you tilt the card, the dove seems to move. The last four digits of the card number have been relief printed on the card. 3. Card number The card number starts with 4 and has either 13 or 16 digits. Card numbers have been relief printed on the card. The four digits of the relief printed card number have always been printed below the card number. 4. Cardholder The name of the cardholder (and the company s name if it is a company card) has been relief printed on the card. 5. Term The term of the card has been relief printed on the card. E.g. the term 01/12 indicates that the card is valid until the end of January 2012. 6. Symbols visible under ultraviolet light The dove like that on the hologram is visible under ultraviolet light in a card with the old logo. The letter V is visible under ultraviolet light in a card with the new logo. 7. Signature panel In the background of the signature panel the word VISA has been written diagonally. In a card with the new logo, the word Visa has been written horizontally many times, which can be seen under ultraviolet light. The check digit (in italics to the left) must be printed on the signature panel. The signature panel cannot be damaged or scraped and the word VOID cannot be visible. 8. Maestro 1. Logo The Maestro logo is located in the upper or lower right corner of the card. 2. Card number The card number starts with 5 or 6 and has either 12 or 19 digits. Card numbers have been engraved or relief printed on the card. 3. Term of the card The term of the card has been engraved or relief printed on the card. E.g. the term 01/12 indicates that the card is valid until the end of January 2012. 4. Cardholder The name of the cardholder (and the company s name if it is a company card) has been engraved or relief printed on the card. 5. Back side of the card The card may have trademarks of international card systems on it. The signature panel cannot be damaged, scraped. 6. Chip 12

Visa Electron 1. Visa Electron logo The renewed Visa Electron logo may be located in the upper left, upper right or lower left corner of the card. Letter V of Visa that can be seen under ultraviolet light is in the new logo. 2. Visa Electron card may include The flying dove hologram located either on the front or back side of the card. The visa hologram The dove may be integrated into the magnetic stripe. 3. Card number Card numbers have been engraved on the card. The card number starts with 4 and has 16 digits. The four digits of the card number have also been printed below the same engraved numbers. 4. Term The term of the card has been engraved on the card and is located on the front or back side of the card. E.g. the term 01/12 indicates that the card is valid until the end of January 2012. 5. Cardholder The name of the card has been engraved on the card and is located on the front or back side of the card. 7. Signature panel In a card with the old logo the word ELECTRON has been written in italics in blue, red and yellow in the signature panel, in a card with the new logo the word Visa has been written horizontally many times, which can be seen under ultraviolet light. The signature panel cannot be damaged or scraped and the word VOID cannot be visible. 8. The card is market with the text ELECTRONIC USE ONLY. 9. There might be a check digit on the back side of the card, which might be located in the signature panel or be marked separately in the white stripe. 10. Chip 14

American Express 1. Logo The American Express logo may be located on the front or back side of the card. The registered trademark symbol has been marked next to the logo in Blue Box Line cards. 2. Hologram The American Express hologram is only in Blue Box Line cards. 3. Card number The card number starts with 37 or 34 and has 15 digits. The number group has four digits, the second has six digits and the third digits. Card numbers have been relief printed on the card. 4. Cardholder The cardholder s name has been relief printed on the card. 5. Term The term of the card has been relief printed on the card. Valid thru indicates the validity term of the card. 6. Batch number / security code A four-digit number has been printed on the front side of the card. 7. Signature panel In the background of the signature panel there are wavy lines bordered with a white edge. The card number printed on the signature panel must be the same as on the front side of the card. The signature panel cannot be damaged or scraped and the word VOID cannot be visible. 8. Special sign AX A special sign AX may be printed on the front side of the card. 9. Member Since A double-digit year number indicating the time the cardholder has been a member of American Express may be relief printed on the front side of the card. 10. Chip 16
