The Colombo Plan was conceved at the Commonwealth Conference on Foregn Affars held n Colombo, Ceylon (now Sr Lanka) n January 950 and was establshed on July 95 as a cooperatve venture for economc and socal advancement of the people of South and Southeast Asa. t has grown from the foundng group of seven Commonwealth natons - Australa, Brtan, Canada, Ceylon, nda, New Zealand and Pakstan, to 26, ncludng non- Commonwealth and countres belongng to the Assocaton of South-East Asan Natons(ASEAN) and South Asan Assocaton for Regonal Cooperaton (SAARC). Current Colombo Plan member countres are Afghanstan, Australa, Bangladesh, Bhutan, Brune, Fj, nda, ndonesa, ran, Japan, Republc of Korea, Lao PDR, Malaysa, the Maldves, Mongola, Myanmar, Nepal, New Zealand, Pakstan, Papua New Gunea, the Phlppnes, Sngapore, Sr Lanka, Thaland, Unted States of Amerca and Vetnam. n December 977, the Colombo Plan for Cooperatve Economc Development n South and South-east Asa was changed to The Colombo Plan for Co-operatve Economc and Socal Development n Asa and the Pacfc, to reflect the expanded geographcal composton of ts enhanced membershp and the scope of ts actvtes. Through the 57 years of ts operaton, the prmary focus of all Colombo Plan actvtes remans human resource development of ts member countres. Over the years, the programme content of the Colombo Plan has been adjusted to respond to the needs of member countres n a fast changng economc envronment. n the early years, the tranng programmes were more of a longterm nature whlst the current programmes are establshed to provde advance sklls and experence sharng, amed at best practces n dfferent felds of economc and socal actvtes for effectve polcy makng and governance.
Fundng A sgnfcant characterstc of the Colombo Plan s that the admnstratve costs of the Councl and the Secretarat are borne equally by all member countres and all member countres have an equal status n Colombo Plan s functons and actvtes. However, programme actvtes are funded by voluntary contrbutons by member countres based on the phlosophy of self-help and mutual help. n addton, non-member countres, other nternatonal and regonal organsatons and other donor agences are also sourced for fundng. Current Programmes n 995, Colombo Plan restructured ts programmes to emphasze on three permanent short-term tranng courses n prorty areas and promotng South-South cooperaton. The current programmes of the Colombo Plan are n the areas of Publc Admnstraton and Envronment ncludng post-graduate long-term scholarshps, Prvate Sector Development and Drug Demand Preventon n member countres. n ths regard, Colombo Plan has establshed three programmes for capacty buldng, namely, Drug Advsory Programme, Programme for Publc Admnstraton & Envronment and Programme for Prvate Sector Development. Programme for Publc Admnstraton & Envronment (PPA & Env.) The man objectve of the Programme for Publc Admnstraton s to develop human captal n the publc sector of the developng member countres (DMCs) through provson of tranng programmes n prortzed areas such as poverty reducton, leadershp development, economc management, strategc management, food securty and envronmental ssues ncludng clmate change. The PPA has establshed good partnershps wth centres of excellence n the member countres as well as wth ntergovernmental organsatons to delver tranng programmes n crtcal ssues of development to mddle and senor level publc offcals from DMCs, many of whom hold key postons n ther respectve countres. n 2009, had 7 short-term tranng programmes for government offcals of the CPS member countres. A total of 6 partcpants were traned. For 200, PPA has scheduled 6 Tranng Programmes and total of 95 partcpants are
expected to be tran. PPA s ntroducng new programmes lke Postal Servces Course n Pakstan, Tranng Course on Energy Effcency Emsson Reducton n Sngapore and Tranng Programme on Poverty Reducton and Tranng Programme on Empowerng Women n ndonesa. LONG-TERM SCHOLARSHP PROGRAMME (LTSP) The Long term Scholarshp Programme (LTSP), whch was the hallmark of the Colombo Plan durng ts early years of establshment, has been rentroduced n 2005 n response to the stated needs of member countres. Pror to that, the programme was put to a halt n 989. The LTSP programme provdes opportuntes for qualfed canddates from CPS member countres to pursue ther study at Masters degree level at prestgous unverstes n Korea, Malaysa, Sngapore and Thaland. n 2008, the LTSP recorded several new achevements. Frstly, the Government of Sngapore offered two new postgraduate scholarshps tenable at three prestgous unverstes n Sngapore namely, Natonal Unversty of Sngapore (NUS), Nanyang Technologcal Unversty (NTU) and Sngapore Management Unversty (SMU). Currently, the CPS s sponsorng one post graduate scholar from Nepal at the Sngapore Management Unversty. Secondly, the CPS had sgned a MOU wth Unversty Scence Malaysa (USM) and Unversty Putra Malaysa (UPM). Wth fundng from Malaysan Techncal Cooperaton Programme (MTCP), 20 scholarshps, 0 for each unversty are avalable for nomnated government offcers from the CPS member countres. The USM offers post graduate programmes, at Master level n varous feld hosted by School of Socal Scences whle the UPM, known for ts expertse n agrcultural studes offers Master degree n agrculture and agrculture-related felds such as botechnology. Thrdly, the CPS has establshed an understandng wth the nternatonal slamc Unversty of Malaysa (UM), n whch, the unversty wll offer 0 students the opportunty to pursue ther Master degree n scence and arts streams. The CPS expects ts frst batch of scholars to begn ther post graduate programme at the unversty n md 2009. The CPS wll endeavour to expand ths programme so that many more tertary educaton opportuntes wll be avalable for ts developng and least developed member countres.
Programme for Prvate Sector Development (PPSD) The Programme for Prvate Sector Development (PPSD), establshed n 995, provdes short-term tranng programmes and workshops for the development of the prvate sector. The focus of PPSD s on capacty buldng of small and medum enterprses (SMEs), whch n many economes drve economc growth and create employment opportuntes for a large segment of the labour force. The Programme`s scope covers technology transfer, SME development, busness management and sharng of best practces, World Trade Organzaton, productvty and trade ssues and ndustralzaton polcy. PPSD also plays an mportant role n promotng a busness frendly envronment through buldng up of capacty of those relevant government offcers who are responsble to put n place supportng nsttutons, laws and polces as well as regulatons whch affect the prvate sector. To obtan the best outcomes for these programmes, PPSD collaborates wth member governments and ther centres of excellence to mplement the programmes. Our current partner agences are Korea nternatonal Cooperaton Agency (KOCA), Malaysa Productvty Centre (MPC), CMC Ltd under the ndan Mllennum Fund, Asa Productvty Organzaton (APO) and Sngapore Cooperaton Programme (SCP). Snce ncepton n 995, Korea has been contrbutng to the PPSD programmes. More than,000 partcpants have benefted from ths tranng. n 2009, PPSD traned total partcpants of 22 through tranng programmes. For year 200 PPSD has scheduled 5 tranng programmes for 226 total number of partcpants are expected to be traned by those programmes. Drug Advsory Programme (DAP) The Colombo Plan Drug Advsory Programme, establshed n 973, was the frst n the Asa Pacfc regonal programme to address the drug problem. From ts ncepton, DAP has been contrbutng to the development of human resources n member countres by enhancng the capabltes of offcals n government and non-governmental organzatons nvolved n drug demand and supply reducton. DAP has played an nstrumental role n the establshment of natonal drug focal agency n member countres. Respondng to the changng needs of member countres, whch are facng mult-faceted problems due to llct drug producton, traffckng and abuse, the DAP has embarked on several nnovatve strateges ncludng fath-based approach to drug demand reducton, establshment of outreach and drop n centres and
ntroducton of lfe sklls to youths. DAP also moblzes communty n ts drug demand reducton actvtes, as well as provde advsory servces and capacty buldng to member countres. n front-lne countres lke Afghanstan and Pakstan, four (4) outreach and drop n centres were establshed n 2005 whch contnue to be supported by CPDAP. n the specal programme for Afghanstan, fve (5) treatment centres and transt shelter for women were set up n June 2007. DAP s operatng the only Treatment Centre for women n Kabul, Afghanstan. UNVERSTY SCENCE MALAYSA Unversty Scence Malaysa (USM) was establshed n 969, n response to the need for a conducve academc envronment, approprate to the future needs of Malaysa. Today, t has become a leadng research unversty wth a hgh reputaton for provdng excellent postgraduate programmes. Snce ncepton, USM has mplemented a school system. The unqueness of the school system s that each school could fulfl the needs of a focused degree n the chosen area of study. USM has three campuses. The Man Campus s located n the sland of Penang whle the Engneerng Campus s located n the manland sde of the state of Penang. The thrd campus, whch houses three-health related programmes (Medcne, Health and Dentstry) s n the State of Kelantan--on the east coast of Pennsular Malaysa. Presently, the unversty has a graduate student populaton of 6,687 students, whch consttutes more than 20% of ts total student populaton. Foregn student populaton s,424. These students are enrolled n the areas of Medcne, Scence and Technology, Engneerng and Arts and are workng towards ther Masters or Doctorate degrees. Englsh Language Requrements Canddates must demonstrate a capacty to pursue a graduate level course n Englsh by submttng 550 scores of TOEFL or 6 band of ELTS scores. Perod of Study The programme wll be conducted on a full-tme bass, startng n July 200. t requres one year of course work n resdence. Duraton of the programmes wll be 8 months or three academc semesters. The fnal semester s for students to complete ther dssertatons. Medcal Certfcate Applcant must be n good health to study n abroad for one year. Pregnancy durng the perod of applcaton and selecton wll dsqualfy the applcant. Language Requrements The programmes wll be taught n Englsh. However, as a matter of polcy, all foregn students are requred to pass LKM 00 to satsfy Bahasa Malaysa (natonal language of Malaysa) language requrement. Student Evaluaton Students wll be assessed on the followng general crtera, whch are appled n all the academc courses: a. Attendance b. Class partcpaton, submsson of term papers, assgnments etc.. c. Grades Grades n the programme range from A (4.0), A- (3.67), B+ (3.33), B (3.0), B- (2.67), C (2.0), C- (.67), D+ (.33), D (.0), D (0.67) and F (0). Numercal equvalents for the grades are gven n brackets. Degree Requrements Students wll be conferred the Master degree accordng to the feld enrolled after they have successfully accumulated 44 unts from the core and electve courses at the School of Socal Scences. To graduate, students must obtan a mnmum CGPA of 2.50.
