1 GENERAL TRAFFIC REGULATIONS 1. 1 HEAVY GOODS VEHICLES TRAFFIC Both single vehicles and combination vehicles whose maximum authorised weight (MAW) exceeds 3.5 tonnes, with the exception of Public Service vehicles, are prohibited from driving in Monaco between 8 a.m. and 9 a.m. However, vehicles may leave the Fontvieille district in the direction of the Rainier III tunnel at any time of the day, using the following itinerary: - Avenue Albert II - Tunnels under the Rocher (exit towards Nice / Cap d Ail) - Boulevard Charles III East / West - Boulevard Rainier III uphill - Rainier III Tunnel Furthermore, vehicles whose maximum authorised weight (MAW) exceeds 7.5 tonnes are banned throughout Monaco, with the exception of certain approach roads leading to the Fontvieille and Larvotto districts. 1 GENERAL TRAFFIC REGULATIONS 1. 3 OVERSIZE VEHICLES Heavy goods vehicles for which one of the geometric characteristics exceeds: a length of : 18.75 metres, a width of 2.60 metres or a height of 4.30 metres are banned. The Driver and Vehicle Licensing Department may issue special dispensation for oversize vehicles. 1 GENERAL TRAFFIC REGULATIONS 1 1. 4 TRAFFIC DISPENSATIONS Dispensations concerning the restrictions on times, weight and size may be obtained from the Driver and Vehicle Licensing Department. Dispensation requests, together with the DDC form duly completed, must be submitted to the Driver and Vehicle Licensing Department, at least 3 working days prior to the required date. Dispensation may only be obtained if the dimensions of the vehicle are compatible with the geometrical characteristics of the roads concerned. The driver of the vehicle must be able to show the dispensation upon request. 1 GENERAL TRAFFIC REGULATIONS 1. 5 SPECIAL PROVISIONS: ROCHER DISTRICT (MONACO-VILLE) All vehicles are prohibited from entering the Rocher district, except for vehicles registered in the Principality or in the Maritime Alps, unless special dispensation has been issued by the Monaco City Council. Deliveries are authorised exclusively between 7 a.m. and 10 a.m. Two-wheel motor vehicles are banned from 10 p.m. to 7 a.m., except for electric vehicles, or those belonging to the Law Enforcement and Public Safety Authorities. For all other special requests (deliveries with a vehicle exceeding 7.5 tonnes, crane ) dispensation may be obtained from the Driver and Vehicle Licensing Department or Office of Public Safety. 1 GENERAL TRAFFIC REGULATIONS 1 1. 6 SPECIAL PROVISIONS : COMBINATION VEHICLES CONSISTING OF ONE OR MORE TRAILERS Vehicles towing a trailer, caravan, several trailers or combinations consisting of an articulated vehicle and a trailer are prohibited. In the event of an emergency or duly justified urgent need, dispensation may be granted by the police. In such cases, please contact the Office of Public Safety. 1 GENERAL TRAFFIC REGULATIONS 1. 7 SPECIAL PROVISIONS: TOURING COACHES Except for special dispensation, touring coaches are prohibited from using any routes other than those: - giving access to the special parking areas and facilities (Chemin des Pêcheurs car park, esplanade des Pêcheurs, Grimaldi Forum car park (ex Portier)); - enabling them to leave the Principality from the above areas. A route map for touring coaches is given to coach drivers on their arrival in Monaco. This map is also available in appendix 6.3 Coach Traffic - Regulations. 2 USE OF THE PUBLIC HIGHWAY 1 2. 1 MARKED OUT PARKING BAYS (PAY & DISPLAY OR OTHER, TWO-WHEELS, DELIVERIES AND PICKUPS) Installation of motorised vehicles (removal van, delivery of indivisible goods, furniture hoist, construction camp ). Requests for the reservation of a space must be sent to the Monaco City Council at least 4 working days prior to the required date. Signs for individuals and companies outside Monaco are put into place by the City Council. Installation of non-motorised equipment (such as skips, scaffolding ) A request must be made to the Monaco City Council at least 3 calendar weeks prior to the required date stipulating: - The geometrical features of the equipment (length, width, height ) - When (time and date) and where the equipment shall be installed. - The area occupied on the public highway (a location plan including measurements should be enclosed with the request indicating the area to be occupied in red). - The type of work. Authorisation for this type of operation may be obtained from the Driver and Vehicle Licensing Department upon request. Authorisation requests, together with the PUVP/IC form duly completed, must be submitted to the Driver and Vehicle Licensing Department, at least 8 working days prior to the required date, giving details of: - The geometrical features of the vehicle (length, width, height, gross vehicle weight) - The registration number - When (time and date) and where the operation is to take place - The area of public highway to be occupied by the operation (a location plan must be enclosed with the request). 3 GOODS DELIVERY AND COLLECTION AREAS 1 3. 1 PUBLIC DELIVERY BAYS The use of public delivery bays (delivery areas), whose list can be found in the appendix below, is restricted to 15 minutes. These areas may only be used by commercial vehicles with a maximum authorised weight (MAW) of 7.5 tonnes between 6 a.m. and 6 p.m. except for Sundays and public holidays. However, between 8 a.m. and 9 a.m., delivery drivers may use delivery bays for parking purposes. To use these delivery bays, delivery drivers must be able to show a purchase order or any other written proof upon request. Delivery drivers, while carrying out their deliveries, may only transfer goods with the exclusion of any handling within the premises of the receiving agent. They must place a parking disk, as stipulated in the following chapter, behind their windscreen. 11
3 GOODS DELIVERY AND COLLECTION AREAS 3. 2 USE OF PARKING DISK Provisions concerning the use of delivery bays in the Principality of Monaco. These areas are restricted to vehicles displaying a parking disk which must be placed behind the windscreen so that it is clearly visible. These measures enable commercial vehicles in operation for delivery purposes, whose maximum authorised weight (MAW) does not exceed 7.5 tonnes, to park for a maximum of 15 minutes between 6 a.m. and 6 p.m. every day of the week except for Sundays and bank holidays. A parking disk can be obtained free of charge for such purposes from : - the Driver and Vehicle Licensing Department - the Office of Public Safety - the Municipal Police However, from 8 a.m. to 9 a.m. the period during which vehicles over 3.5 tonnes are banned from driving, the vehicles concerned may park in delivery bays beyond 15 minutes. 3 GOODS DELIVERY AND COLLECTION AREAS 1 3. 3 THE FREIGHT PLATFORM Heavy goods vehicles with a MAW exceeding 7.5 tonnes are prohibited from collecting or delivering goods on the public highway. A freight platform is available on the third underground level in Fontvieille in order to carry out such operations. The platform is open from: - 6 a.m. to 5.30 p.m. from Mondays to Fridays. - 6 a.m. to 2 p.m. on Saturdays. See access map in the appendix (route with no weight restrictions). The freight platform may be used free of charge. The concessionary company responsible for operating the platform, approved by the Administration, is required to take delivery of the goods and to inform the final consignee when they arrive, who may either collect them directly, or pay the company to deliver them to him/her. 3 GOODS DELIVERY AND COLLECTION AREAS 3. 4 THE PARC D ACTIVITES LOGISTIQUES (P.A.L) This is a modern tool which optimises the transport chain, consisting of 18 buildings spread over 24 hectares. It is a platform for freight consolidation / break-bulk for companies enabling: - The transit and short-term storage of equipment and goods for industrialists in the Principality. - The consolidation and carriage of products manufactured or processed in Monaco. - Monitoring of goods and stock management. 3 GOODS DELIVERY AND COLLECTION AREAS 1 3. 5 CAR DELIVERIES The delivery and unloading of light vehicles by means of a car carrier may only be carried out in the Exotic Garden coach parking area, provided that such operations take place strictly between 8 p.m. and 8 a.m. Receiving agents must ensure that the areas used are cleared as quickly as possible. Under no circumstances may these delivery operations be carried out during the day on the public highway. 15
4 RECOMMENDATIONS 4 TO FACILITATE THE PROCESS For handling operations on the public highway, you should provide adequate signage for the vehicle or work area. If the handling operation is carried out on the road, a lane at least 3.5 metres wide (7 metres for a two-lane carriageway) must be maintained for traffic. Should this not be possible, traffic must be guided manually. Should a change be made to the pedestrian walkway, a passageway at least 1.2 metres wide must be provided for.
