4 This document is designed to help complete the online application process. You should refer to this guide when completing your online application. Objective Section 1: Introduction As part of the Department of Transport s () commitment to improving the safety standards of Abu Dhabi s Freight and Logistic sector, the has implemented the No Objection Certificate (NOC) for Road Freight Transport Commercial Licences. The s minimum safety standards, aim to improve the safety on Abu Dhabi roads and raise the professionalism within the Abu Dhabi Freight and Logistic sector. The company information that you provide as part of this NOC will form a database that will allow the to positively and effectively communicate with the Freight and Logistic companies registered in Abu Dhabi. This will include information on new regulations, best practice and helpful advice. Who does this NOC apply to? This NOC applies to any company who intends to apply for or renew an Abu Dhabi commercial licence for one or more of the following commercial activities listed in Table 1. 2

However, the strongly recommends that if you have access to a computer that you use it to complete the application. It is a simple application and it will take less time if the applicant applies online. All of the information required is clarified in this document so the applicant can prepare beforehand. 3

6 Format of the Document The purpose of this document is to provide guidance to companies who are required to obtain a NOC for the aforementioned Abu Dhabi Commercial Licences. This guide provides step by step instructions of the following processes: Creating a profile account; Completing the NOC application; Managing your application; and Managing your account. This guide should be referred to when completing your application to ensure that you provide the correct information and to avoid delay in receiving your NOC. Definitions A list of definitions used in the application can be found in Appendix A. Data Protection The data you provide in this application will be used to fulfil the s obligations in law. This may include sharing this information with other government agencies during the course of our work. 7 Section 2: The NOC Application Process The NOC application process is outlined in Figure 1. The has sought to create and implement a simple and efficient process for the ease of applicants. Guidance for each Stage of the process is detailed in the following chapters of this document. 8 Section 3: Create a Profile Account This section details how to create a profile account. You will need to create a profile account before you can complete your NOC application. To create a profile account, please complete the following steps. STEP 1 Visit the Department of Transport Freight 2030 website. STEP 2 Click NOC and then click the Register / Login button in order to access the registration and login page. CLICK HERE Figure 2 Accessing the Register/Login page STEP 3 Click Create User Account. CLICK HERE Figure 3 Create User Account STEP 4 Fill in the required fields in the Create Profile Account, see Figure 4. All fields with an (*) are mandatory. If you do not complete all mandatory fields you will not be able to submit your account. Further guidance for completing specific fields is provided in the following pages. 6

9 Figure 4 Create Profile Account Commercial Licence Number A commercial licence is issued by the Abu Dhabi Department of Economic Development (ADDED) through their Business Centre. Any existing business will have a commercial licence. If you already hold a commercial licence please enter the licence number. If you are applying for a new commercial licence please enter N/A. Leaving this field blank will not allow you to proceed. 7

10 Traffic Code Number If you already operate goods vehicles you need to provide your Traffic Code Number (T.C. No.). This can be found on your company s vehicle registration cards, see Figure 5. Figure 5 Vehicle Registration Cared - Highlighting Traffic Code Number If you currently operate goods vehicles please enter your Traffic Code Number. If you do not currently operate goods vehicles please enter N/A. Leaving this field blank will not allow you to proceed. Position in Company The position in the company must refer to an Authorised Company Representative who has been given official power to execute such responsibilities. The person elected for this position must provide proof of their Power of Attorney unless the person is the company owner. Supporting Documentation Please upload all supporting documentation. Documents which can be uploaded include pdf and word documents (.pdf,.doc,.docx). To upload a document please click Add, select your document and double click. Your document will then be uploaded onto the system. These documents will be checked so please take care to ensure they are correct. You can delete an uploaded document by clicking the X. 8

11 STEP 5 Once you have completed all the fields please click Submit. If you click Submit without completing all fields, your account will not be submitted and you will see an error message at the top of the page indicating what information is missing. Once you have rectified the error please complete the required information and click Submit. STEP 6 Please click Acknowledge to finalise your account submission, see Figure 6. Your account information will then be reviewed by a representative. Figure 6 Acknowledge Success Submission Page Once your account has been reviewed you will receive a SMS and regarding the status of your account. The content of the SMS will indicate if your account has been approved or decline, see Figure 7. Figure 7 Customer SMS Notification 9

12 The content of the will provide your login details if your account is approved or it will provide reason(s) why your account was declined, refer to Figure 8. Declined Account: If your account was declined you will need to complete Steps 1 to 6 again, making sure to address the reasons for rejection as provided in your . If you do not complete these steps correctly you will not be able to gain a NOC or commercial licence. 10

13 Section 4: The NOC Application This section provides guidance on how to access applications, how to complete the application and receiving feedback from. 4.1 The Application Once you have received your account details you can complete the NOC application by following these easy steps. STEP 1 Visit the Department of Transport Freight 2030 website - STEP 2 To complete the NOC application, you must login to your account with your login details provided in your . STEP 3 Following your first login you will be asked to change your password. Please change your password to something memorable as you will be required to use this password each time that you log into your account. STEP 4 Once you have logged into your account you will see your homepage, as shown in Figure 9. To start a new application, click Applications at the top of the page. 14 The Applications page provides the following menu options: Application History, Guidance Document and Start New Application as presented in Figure 10. Figure 10 Menu Option Provided on the Application Page Application History: This menu option allows you to view all applications relevant to your account including, the status of your application and approval letter. Refer to Section 5.2 for information regarding your Application History. Guidance Document: This menu option allows you to download a copy of this guide. Start New Application: This menu option allows you to start a new application. STEP 5 Click Start New Application. STEP 6 Select the transport activities that will apply to your commercial licence, as presented in Figure 11. Please note that these transport activities must match those listed in your commercial licence application to the ADDED. If they do not match, your NOC for will be declined. 12

16 STEP 7 You must answer yes or no to Question 2 and then select Next, see Figure 12. Answer yes if you currently or intend to operate good vehicles above 2.5 tonnes unladen weight during the licence period. Answer no if you do not currently and do not intend to operate goods vehicles above 2.5 tonnes unladen weight during the licence period. If you answered yes you will need to complete the remainder of the application, refer to steps 8 to 12. If you answered no you will be asked to sign a declaration, refer to steps 13 to 15. Figure 12 Vehicle Unladen Weight Question You can check the unladen weight of your goods vehicle by checking your vehicle registration card. The unladen weight (shown as empty weight on vehicle registration cards) is recorded in kilograms. Therefore goods vehicles over 2500 kilograms should be indicated. This is shown in Figure 13. 17 STEP 8 Please fill in the required fields within the application, see Figure 14 and 15. All fields with an (*) are mandatory. If you do not complete all mandatory fields you will not be able to submit your application. Further guidance for completing specific fields is provided on the following pages. Position in Company The position in company must refer to the Transport Manager. The person nominated should be responsible for, the practical management of your company s goods vehicles. It is important to put the right persons contact details as we will send important regulatory and operational information to them. Figure 14 Application - Company and Transport Manager Details 15

18 Vehicle Details Figure 15 provides an example of how to fill out the vehicle details section of the application. This example shows that the company currently operates 85 rigid goods vehicles and wishes to be authorised to use an additional 5 in the next 12 months. Therefore this application accounts for a total number of 90 vehicles. It is important that you accurately provide the number of goods vehicles over 2.5 tonnes unladen weight that you currently operate. You must also indicate the maximum number of additional goods vehicles you wish to be authorised to operate under this licence over the next 12 months, if any. Table 2 outlines examples of goods vehicles within each category. Identify your vehicles within the category that appears most suitable to your vehicle/s. Figure 15 Application Vehicle Details 16

If you leave a field blank it will not let you proceed. Please note, if all fields are left as 0 then you will be referred back to Question 2 which asks if you currently or intend to operate goods vehicles above 2.5 tonnes unladen weight. Alternatively you may select Back. STEP 9 Once you have completed all fields please click Next. Alternatively you may select Save at any Stage of the application and complete at a later date. If you clicked Next please refer to the Declaration in step 10. If you clicked Save please refer to Section 5.1 for instructions to access your saved application. STEP 10 If you selected Next in Step 9 you will be directed to the declaration page. Please take the time to read and understand the information within the declaration, see Figure 16. By ticking the boxes you are confirming that you will comply with the declarations of the application and that all information provided is truthful and accurate. Failure to abide by these requirements could lead to the restriction, suspension or cancellation of your commercial licence. If you agree to abide by the declarations please tick the boxes, provide your full name, your Emirates ID number and date. Then click Submit. 17

An Authorised Company Representative is an individual that has been given official power to sign the declaration on behalf of their company. You will have already provided a Power of Attorney when you set up your profile / account. 18 ii. iii. You must comply with legislation that has not been referred to such as traffic law or regulations from the Police. All vehicles have a design weight set by the manufacturer. This is the maximum weight that the vehicle can operate safely on the roads. The maximum design weight includes the weight of vehicle, driver, fuel, equipment and load. Operating a vehicle over its maximum design weight is dangerous and leads to accelerated vehicle wear and tear. The weight of each vehicle for each trip must therefore be accurately calculated to ensure that the maximum design weight is not exceeded.

21 iv. A judicial court judgement is when you are prosecuted for committing a criminal offence. It does not need to be related to driving. STEP 11 Please click Acknowledge to finalise your application submission, see Figure 17. Once your application has been submitted, a representative will review your application. This may take a maximum of 3 business days. Refer to Section 4.2 for information regarding feedback on your application status. STEP 13 If you answered No in Step 7 you will be directed to the declaration page. Please take the time to read and understand the information within the declaration, see Figure 18. By ticking the boxes you are confirming that you will comply with the declarations of the application and that all information provided is truthful and accurate. Failure to abide by these requirements could lead to the restriction, suspension or cancellation of your commercial licence. If you agree to abide by the declarations please tick the boxes, provide your full name, your Emirates ID number and date. Then click Submit. Further explanation for each undertaking is provided. 19

This may take up to 3 business days. Refer to Section 4.2 for information regarding feedback on your application status. 4.2 Receiving Feedback will provide feedback regarding the status of your application via SMS and . The will communicate with customers and licence holders through the contact details provided in their account. As such it is important that your account profile is updated with current and correct contact details. Refer to Section 6 to learn how to update your account details. The feedback from will comprise of the following: SMS: The content of the SMS will indicate if your application has been approved or declined, refer to Figure 20. Please ensure you address the reasons why your application was declined, which was provided to you in your . Once you have completed your amendments please resubmit for review by. Refer to Section 5.1 for instructions regarding accessing your existing application. Approved Application: If your application was approved you will have received an with your approval letter attached. Please submit your approval letter to the ADDED. Refer to Figure 22 for an example of the approval letter. 22

26 Section 5: Managing Your Application During the application process you may need to access and amend existing applications and/or view historical applications. This section provides guidance on how you can do this. 5.1 Access and Amend Existing Applications STEP 1 Visit the Department of Transport Freight 2030 website. STEP 2 Login to Your Account STEP 3 Select Pending Tasks from the menu, see Figure 23. CLICK HERE Figure 23 Pending Task Menu Option on Homepage STEP 4 Select the pending application by clicking the item, see Figure 24. STEP 5 Amend application as required and click Save or Submit. If you saved your application you may access and amend your application at a later date by following the steps above. If you submitted your application it will be sent to for review. You will receive feedback regarding your application as per Section

30 Section 6: Managing Your Account This section details how to manage your online account. It is important that your account contact information always remains correct and current throughout the duration of your licence period. The will communicate with licence holders via the contact details provided in your account. The may need to communicate with companies to provide important information that may affect the Freight and Logistic sector such as new regulatory requirements. It is the responsibility of you and your company to ensure that contact details remain up to date. 6.1 Forgot Your Password If you forget your password you can still access your account by generating a new password. To generate a new password please complete the following steps: STEP 1 Visit the Department of Transport Freight 2030 website. STEP 2 Click Forgot your Password? on your login page, see Figure 28. CLICK HERE Figure 28 Forgot Password STEP 3 Please provide your Company Name and Authorised Company Representatives . Once completed click Request New Password. STEP 4 A new password will be sent to the provided in your account profile. You can login to your account using this password. You will be asked to change your password once logged in. 28

31 6.2 Update Profile Account Overtime your company details are likely to change. It is the responsibility of you and your company to ensure that your account information remains current and complete. You can update any part of your profile account at any time by completing the following steps: STEP 1 Visit the Department of Transport Freight 2030 website. STEP 2 Login to Your Account. STEP 3 Select Profile from the menu options, see Figure 29. CLICK HERE Figure 29 Profile Menu Option on Homepage STEP 4 Update fields as required. Once complete click Update. Your changes will be sent to a representative for review. Refer to Figure

32 Figure 30 Update Profile Account STEP 5 You will be contacted via SMS and of the status of your changes. Please note that you will not be able to submit an application until your contact details have been approved by, this may take up to 3 business days. 30

33 Section 7: What Happens Next Once your application has been approved the will you your approval letter. If you cannot locate your containing your approval letter you can download a copy from the Application History page in your online account, refer to Section 5.2. For your application to receive NOC approval you must provide a copy of the approval letter to ADDED along with your commercial licence application. Following the submission of your approval letter you will receive your NOC for Road Freight Transport Commercial Licences within 3 business days. This NOC application forms the initial Stage of the implementation of the minimum safety standards for road freight operators. In the future, the will request further information relating to the operation of goods vehicles in Abu Dhabi. This may include, but not limited to: vehicle parking, vehicle maintenance, fatigue management and record keeping. The may also contact companies to provide updates on regulatory requirements, guidelines and best practice for operations. 34 Appendix A: Definitions Term Abnormal Loads Definitions A heavy goods vehicle used to carry loads outside typical weights and dimensions. Articulated Vehicle Commercial licence or Licence Competent/Qualified Person Department A heavy goods vehicle consisting of a separate trailer head and trailer, connected via a single pivot or pin. It s primary role is to transport goods (Maximum of 6 axles). Your commercial licence giving you authorisation to conduct the business operations declared on your application. A person that through qualification from an appropriate body is deemed suitable to undertake the described role, or failing a qualification can demonstrate a minimum of 12 months experience in the described role, without incident. e.g. court judgement. The Abu Dhabi Department of Transport. Forms Heavy Goods Vehicle No Objection Certificate (NOC) Off Road Operator Other Vehicle Rigid Vehicle Truck Vehicle Unladen Weight Paper or electronic forms issued by the Authority. A motorised platform for transporting goods on the road with an unladen weight of more than 2.5 tonnes. Document from the authority to state their acknowledgment of the operator s adherence to minimum safety standards as set out in the Abu Dhabi Freight Master Plan. Not within the boundaries of the highway, including but not limited to carriageway, pavements, and verges. Any natural or legal person or organisation practicing land transport activity of goods. Any heavy goods vehicle, not included in the Rigid or Articulated Category and is used for the transport of goods (Maximum of 6 axles). A heavy goods vehicle with it s body fixed to the chassis and cab. It s primary role is to transport goods. A Heavy Vehicle with unladen weight over 2.5 tonnes.
