7 Recommendations of «Mediterranean Plan Bleu»: Perform a transports Mediterranean diagram to analyze the real needs of new «hubs» and deepwaters ports (risk of over-capacity). Hubs are economically profitability only for large distances, but in the presence of a more integrated context the distances O/D are smaller and access points must be better allocated.
