14 % Screening 14 Background: The US legislation passed a law (House Regulation 1 / HR 1) introducing a 100% screening requirement for US-bound maritime cargo by July The containers are due for screening in the port of loading Inspection for conventional and radioactive hazards
15 % Screening 15 Port of Bremerhaven: In Germany the Port of Bremerhaven is the most important port for US-bound cargo Under the current legislation in containers have already been screened in Bremerhaven. That means 13 containers per day. In Bremerhaven containers have been loaded in 2009 in Bremerhaven destined for the US market. That means app containers per day which in turn means the demand for screened containers.
16 % Screening 16 Concerns: The European Commission (EC) has published 3 studies about the impact of H.R.1 legislation on European ports Result: 100% screening would result in unacceptable high costs and create significant delays in the transatlantic trade. This evaluation will be shared by the affected port industry
17 % Screening 17 Cost estimation in European Ports: Purchasing and provision of technical devices and the demand for infrastructure : 430 Mio EUR Annual working costs: 200 Mio EUR Against this background the 3 studies come to the conclusion that the costs bear no relation to the generated gain in security.
18 % Screening 18 Not 100% Security: Container screening will basically improve security in the transport chain but 100% screening will not mean 100% security Examples: - 100% screening will not detect biological and chemical hazards - 100% screening does not give any input about the security situation before and after the process - 100% screening just pictures and monitors a time frame of 15 minutes on a container voyage which basically takes several weeks.
19 % Screening 19 Open issues: Standardised screening technique? How to deal with transhipment containers? Who is bearing the cost burden? International accepted standard?
20 % Screening 20 Conclusion: This legislation has too many weak spots If the legislation will come in force it will: - Create high financial burden - Increase transportation costs tremendously - Create additional transportation (carbon footprint) - Not give 100% security - Create potential trade barrier Eurogate firmly believe that the SecureSystem technology invented by Astrium gives an high degree of security throughout the whole transport chain.
