2 Efficient freight transport is an opportunity for increasing the economic and social welfare of local communities. Modern industry requires reliable and on-time delivery distribution networks and service trips, resulting in higher and higher: value growth per unit transported; increase of just in time operation. Long term structural trends focused on higher ratio among time / quality / cost of transport are needed by improving logistics efficiency as factor for enhancing competition of the European cities.

4 In Italy there is a wide debate on how to approach traffic management, whenever insists on push measures or in some cases move to pull measure. Among the open issues has been evidenced that at local level new models have being consolidated and are now able to: outlining the system of last mile market regulation; properly manage freight demand; improve network management system (i.e. ITS) To allow public and private stakeholders to increase the level of understanding on dynamics and suitable policy scenarios for implementing concrete, effective and tailored measures, there is the need for a clear involvement of Central Government meaning coordinated approach promoted by the Ministry of Transport.

5 Establishing the framework agreement (NFQP) represented the first important step undertaken by Ministry of Transport. This voluntary agreement had as main objective sharing most significant practices in urban freight transport among Italian cities. NFQP key drivers are: harmonization of regulations in order to simplify distribution and service trips operation better use of ITS for vehicles and infrastructures, to improve network management changing behaviour of stakeholders Better lawfulness Increased transparency

9 Italian cities policy and decision makers joined to the NFQP in order to implement a pioneering (for Italy) governance model of urban logistics; the new model is based on 3 pillars: Eco-sustainability: low-polluting vehicles and congestion reduction) Financial/Economic-sustainability: robust business model able to reduce costs and generate revenues (e.g. coming from higher commercial speed and reduced number of trips) Transparent: no more dumping by introducing tracking of vehicles and transported goods.

10 Minimum requirements are the following: Low Emission Vehicles compliant to Euro 5 standards or higher, having gross vehicle weight lower then 3,5 tons (raised up to 7 tons for ZEVs) Embedded electronic devices able to detect and transmit data regarding the vehicle location (i.e. GPS)

11 Minimum requirements are the following: Position in areas with primary urbanization Distance within 18km from city center Equipped of areas dedicated to operational services implementation (i.e. reverse logistics, etc.) Deliveries serving the city within 12 hours First "round" of deliveries consistent with the shopkeepers availability Use of technology for the identification of goods and matching to specific operator Compliance with ISO quality standards

12 Extended access time window to LTZ (from 6:00 to 24: 00); free of charge access permission for two years; exclusive use of loading / unloading bays; exclusive use of main road corridors from outskirts to the city centre.

13 The URBeLOG project aims at developing a Smart platform overseeing the delivery of added value integrated services, interfaces for transactions in the use of logistic resources and safe, dynamic tariff-based payments. The platform will facilitate use of the most advanced forms of trading encouraging certification and accreditation systems for the urban goods transport.
