Introduction is a sector level methodology designed and developed by ILO that provides strategic guidance for the integration of skills development in sectorial policies. In Myanmar, the STED Project is co-funded by Swedish International Development Agency (SIDA) and the ILO-Japan SSN Fund. The Project aims to apply the methodology in two export-oriented sectors to support the improvement of skills training and link them to the sectors export growth for more and better jobs. Tourism is one of the sectors selected. 1.1 STED Methodology and Process Chain Applying the STED methodology typically involves a combination of research, policy analysis, social dialogue and collaboration between stakeholders, and policy formation. The STED process chain (Figure 1) covers selection of sectors, skill needs assessment and anticipation of the enterprises in the sectors, capabilities assessment of current training providers to meet new needs; and recommendations for improving the local employment impact of trade and globalization. At each step along the chain, the ILO will ensure the involvement of tripartite partners and sectoral stakeholders in order to lay a foundation for dialogue on skills and better policy coherence based on a strategic vision for a sector s future. A key step in the process is the preparation of a comprehensive assessment report with recommendations on sectoral interventions that are agreeable by all stakeholders for further implementation.

STED Process Chain 1.2 General Guidance for the Assessment The Comprehensive STED Assessment (hereafter referred as the Assessment ) involves both desk review and field research, including collection of relevant data and structured interviews with key informants. The ILO developed a Practical Guide in this regard which describes the entire process by six different analytical stages (figure 2). To start, the Assessment needs to analyse a sector s characterization and the environment in which it operates, it also envisions how the sector can develop into the future with respect to the business capabilities required by firms; with this, it then anticipates the skills needed to build up such future business capability. A series of indicators need to be analysed at this stage: e.g. how many workers will be required by skill type, with the possibility of modelling the demand for workers if the necessary data is available. It then moves on to the stage where the gap between the skill requirements of the future and current skills availability is examined, in both qualitative ( Gap between Skills Supply and Types of Skills Needed ) and quantitative ( Gap between Skill Supply and Numbers Needed ) terms. Finally, the Assessment concludes by developing a full STED report containing all the findings along different stages as well as proposals for responding to the skill gaps identified. In this final stage, practical solutions are proposed regarding among other things: How existing training and education institutions can be used to better meet demand; What other sources of skills supply can be used; How skill demand can be better anticipated in the future; How enterprises can improve the skills of their workforce. The final STED report on the Myanmar tourism sector will follow this framework, and intermediate outputs produced under this consultancy should contribute coherently towards this eventual reporting approach. 1.2 The components of the Assessment The Assessment will follow the aforementioned STED analysis guidance and will contain three components: 1) Investigate, through a Tourism sector needs survey, the employers perception of the skills demand and trends in relation to the sector s major export subsectors that are in need of skilled workers; and explore the corresponding requirements of skills levels, competencies and employability of graduates and workers from the training system in Myanmar; 2) In reference to the survey results, examine the current outlook and characteristics in the Tourism Sector (particularly in the identified subsectors); and make projections on the future growth of the sector in the aspect of major export activities. Meanwhile, investigate the implications for both current and future skill needs, both in terms of skills demanded by tourism enterprises and identifying the skills that are most important for the future performance of the sector in international markets; and, 3) Analyze the current training system s capacity to meet current and future industry skills needs necessary for fostering export competitiveness in the selected sectors. Whilst the Assessment will give a broader overview on the tourism value chain, the tour guide and tour operators will be the two focus areas in particular. In addition, it is good to keep in mind that as most official statistics are based on ISIC classifications, it is advised that Assessment (as well as the survey) operates within the framework of statistics based on ISIC statistical categories. Here below is an example of a tourism value chain based on ISIC. Objectives and Scope of Work The national consultant is expected to provide statistical and analytical support to the comprehensive assessment mentioned above with the view to enhance the statistical rigor of the overall STED Report in tourism which will capture a clearer picture of the sector s structure, the skills and competency levels necessary to foster the sectors ability to create productive jobs and to effectively compete in targeted export market. Outputs 1) A detailed work plan outlining tasks and timelines; 2) Myanmar Translation of the Sector Needs Survey questionnaires in collaboration with international expert and the ILO National Project coordinator; 3) A draft table of contents of the statistical requirements for the STED tourism assessment and a sample of data coding and analysis sheets that can be used for the research;

4) Preliminary statistical findings for the overall STED assessment including the skills supply, sector needs surveys, presented in tables and charts in collaboration with the assessment team; 5) A draft consultancy report, with basic analysis charts and tables on work done with the assessment team; 6) Final Consultancy report outlining all the statistical support provided to the assessment team and the statistical analysis conducted during the entire consultancy, prepared to the satisfaction of the ILO. Tasks To produce the above outputs, the national consultant will be undertaking the following tasks. These tasks will be aligned with the tasks for the international experts under the Assessment and as such, the national consultant is expected to collaborate closely with the international experts. 1) Collect and analyse national trade, labour, skills, and related statistics through desk review in consultation with the assessment team; 2) Assist in identifying interview subjects, prepare relevant materials and participate in stakeholder interviews and meetings with the assessment team; 3) Summarize interviews as required and maintain accurate records of interviews; 4) Assist in developing appropriate sampling methods for surveys and determining samples sizes that are statistically representative of the defined populations; 5) Assist in designing data analysis forms, research data entry, and basic analysis of survey findings supported with charts and tables; 6) In collaboration with international expert, provide initial analysis on the future skills demand for the tourism sector; 7) Prepare inputs to the main STED reports and presentations in collaboration with the assessment team; and, 8) Provide any other statistical and analytical support required by the STED team. 3. Qualifications requirements This consultancy opens to Myanmar nationals only. Required skills: 1) Excellent verbal and written skills in Myanmar and English languages; 2) Bachelor level degree and academic and/or work experience related to the field of applied research; 3) Ability to operate a personal computer and Microsoft Office and, in particular, experience with Excel sheet files, data entry and production of basic analysis charts and tables; 4) Competent in various editorial duties; writes, reviews and edits materials for reports; 5) A team-player: Good interpersonal and human relations skills; 6) Ability to follow oral and written instructions and tend to details Desired skills: 1) Master s level or higher degree and academic and/or work experience related to the field of applied research 2) Tourism and hospitality industry experience and networks 3) Illustrates personal motivation, self-management and detail orientation 4) Takes responsibility for meeting deadlines 5) Flexibility to respond to project opportunities and challenges as they arise.
