SAFETY Impacts Defects and Deficiencies in NJNG s Petition & Preferred Route The pipeline will be significantly closer to many homes and businesses than represented by NJNG. NJNG s Petition Plans fail to accurately depict the required location of the pipeline per County and NJDOT utility requirements. NJNG s route crosses the driveways of the Chesterfield Police Station, Firehouse & EMS Station, which will impact their ability to respond in the event of an emergency. NJNG has failed to address anticipated impacts to traffic safety during pipeline construction.

SAFETY Impacts Defects and Deficiencies in NJNG s Petition & Preferred Route NJNG s Route is NOT the SAFEST route for the pipeline By routing the pipeline within a narrow road, NJNG will be exposing a 30-inch 700 psi pipeline to a high risk of accidental damage by third parties engaged in road and utility construction, including maintenance.

Public Roads Both Routes 528 & 664 are old roadways that do not conform to current roadway design standards. Routes 528 & 664 are limited by a narrow right-of-way established in the 1800 s with no plan for accommodating pipelines. The use of County Roads by NJNG will negatively impact the primary purpose of the ROAD PUBLIC USE

PUBLIC ROAD Impacts Defects and Deficiencies in NJNG s Petition & Preferred Route The pipeline location depicted on the Petition Plans does not conform to NJDOT and County utility requirements and is in violation of State statutes. Right-of-Way lines as shown on the Petition Plans, at many locations, are grossly inaccurate. Use of the narrow road ROW for a pipeline, impairs/condemns the County's ability to design and construct future road improvements.

PUBLIC ROAD Impacts Defects and Deficiencies in NJNG s Petition & Preferred Route Use of the narrow road right-of-way for a pipeline significantly increases the County s future roadway construction and maintenance costs. NJNG has failed to address construction related traffic impacts, including road closures and detours. NJNG has failed to address how the construction will impact safety and access to area homes and businesses.

Local Utilities The existing County Road right-of-way for both Routes 528 & 664 is occupied by various utility companies to provide LOCAL utility service. Routes 528 & 664 are limited by a narrow right-of-way established in the 1800 s with no plan for accommodating a HIGH PRESSURE gas transmission pipeline. LOCAL utility service expansion for gas, water and sewer has been planned but not yet fully constructed to service existing communities.

LOCAL UTILITY Impacts Defects and Deficiencies in NJNG s Petition & Preferred Route LOCAL homeowners and businesses will incur significantly increased connection costs. The loss in usable right-of-way due to hosting a HIGH PRESSURE gas pipeline will make providing LOCAL utility service very complex, costly and will discourage future expansion.

NJ Natural Gas Company NJNG s Goal in selecting a Preferred Route $$$$ Lower project costs for NJNG $$$$ At the expense of Taxpayers Local Residents Local Businesses SAFETY

NJ Natural Gas Company How is NJNG achieving this goal? Avoid land purchases. Avoid regulatory approvals. Shift the cost of pipeline construction impacts onto OTHERS. Prioritize cost savings over SAFETY.
