1 NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION Vallecitos Water District Rock Springs Sewer Replacement Project Vallecitos Water District has prepared a Draft Mitigated Negative Declaration (MND) in accordance with Section of the California Environmental Quality Act (CEQA) Guidelines for the proposed Rock Springs Sewer Replacement Project ( proposed project ). A Draft MND has been prepared based upon the assessment of potential environmental impacts outlined in the Initial Study (IS) prepared for the proposed project. Proposed Project. The proposed Rock Springs Sewer Replacement Project is located in northern San Diego County, within the City of San Marcos (City), California. The City occupies approximately 24 square miles, and is located approximately 5 miles inland from the coast, east of the City of Carlsbad. Regional access to the project area is via State Route 78 and Woodland Parkway from the south west, and via Interstate 15, El Norte Parkway, and Nordahl Road from the northeast (Figure 1, Regional Map and Figure 2, Vicinity Map). The project site is within the public right-of-way and within areas owned by three private homeowners, and two homeowners associations. The project alignment crosses APNs , , , , , , , , , and The proposed sewer installation is approximately 3,075 linear feet and would replace existing sewer pipelines within Rock Springs Road, Matthew Lane, and in a greenbelt located just south of homes along the south side of Rock Springs Road (Figures 3a and 3b, Site Plan), and in an area between residences known as Hannigan s Way. The initial section of the proposed project would involve relining a 303-foot segment of existing vitrified clay pipe (VCP) pipeline located south of Rock Springs Road immediately west of Hannigan s Way to eliminate an existing inflow and infiltration condition. The proposed new pipeline would then be installed in segments for the remaining project alignment, first south within Hannigan s Way, then easterly within the greenbelt for approximately 1,420 feet, then north within Matthew Lane, and then mostly east within Rock Springs Road for approximately 743 feet to Bennett Avenue. The project involves the replacement of approximately 3,075 linear feet of sewer pipeline and associated connections including the following: Approximately 1,870 linear feet of sewer pipe along Hannigan s Way south of Rock Springs Road, within a private greenbelt, and south of Rock Springs Road between Hannigan s Way and Matthew Lane Approximately 850 linear feet of sewer pipe along Matthew Lane south of Rock Springs Road and on Rock Springs Road between Matthew Lane and Bennett Avenue Extension of the three existing lateral connections spanning 200 linear feet, Three existing sewer main connections to the new parallel sewer in the greenbelt area and one sewer main connection in Rock Springs Road that total approximately 153 linear feet
2 Rehabilitation of 303 linear feet of existing sewer with in place pipe lining in an easement west of the greenbelt area Installation of approximately 275 square feet of turf reinforcement for sewer access in the greenbelt area. The proposed project would increase capacity to accommodate peak wet weather flows for existing and ultimate build out conditions and in accordance with District design standards. The proposed project is included within the Vallecitos Water District 2008 Master Plan as SP-5, a Phase 1 Capital Improvement Project. Environmental Effects of the Project. Analysis within the Draft MND concludes that the proposed development will not result in any significant impacts. Based on analysis provided in the Draft MND, it was determined that there will be less than significant impacts related to aesthetics, agricultural resources, air quality, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, and utilities and service systems, and no mitigation is required. The proposed project would have less than significant impacts to biological resources and cultural resources with mitigation incorporated, as proposed in the Draft MND. Public Comment Period.
