Context GEM Commissioning Intelligence Services are delivered through a hub and spoke delivery model. This role works within the hub information team whose purpose is to deliver internal corporate information services in addition to delivery of do once information analysis and reporting to support the information spokes working with customer organisations. The role is responsible for development and delivery of the systems to collect and analyse the internal corporate information required to support performance management and a continuous service improvement culture within GEM. The role will also be required to support development the GEM commissioning intelligence system. 2. Job Summary Design and deliver corporate information services that support the Executive team and Service Leads in GEM to measure, monitor and develop improvement plans in support of their function s strategic and operational objectives. To provide internal information services to GEM service leads to support their delivery of services to customers. To design and deliver services in a consistent and corporate manner aligned to the GEM CSU vision to design and deliver high quality, cost effective commissioning support valued by our customers. The role will work closely with Chief Operating Officers and Service Leads to develop and measure key performance indicators and implement systems and reporting to support performance management of GEM services developing systems to report to customers as well as internally. Pivotal to role will be development of the GEM corporate approach to using information to support a culture of continuous performance improvement, setting corporate approaches to KPIs, measurement, analysis and reporting. 3. Key responsibilities To deliver a high quality, responsive and efficient corporate information service supporting GEM Chief Operating Officers, wider Exec team and functional service leads through support for data collection and delivery of analysis and insight. To work with internal GEM teams, identifying opportunity to use information to support GEM s delivery of services to customer organisations. To developing systems to support monitoring to customers as well as internal service redesign plans. To develop and produce a range of corporate reports supporting performance management of GEM services, management of customer relationships and service level agreement monitoring reviews. 2
To contribute to an on-going programme of continuous improvement supporting the development of a robust performance management framework incorporating key performance indicators and ensuring the systems are in place for collection, analysis and reporting against those KPIs. To supervise the work of a small information team to deliver the agreed programme of work motivating the team to implement a culture of customer service and continual improvement. Deliver training to GEM staff and CCG / general practice users in use of GEM CI tools. To support measurement of the hub and spoke commissioning intelligence function in relation to key performance indicators through collection of relevant data. To be a proactive member of the extended senior management team for commissioning intelligence supporting strategic development of the service. 4. Staff Management Responsible for the day to day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters. Responsible for an individual s development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individual s performance and capability development. 5. Key Working Relationships Develop and maintain strong internal and customer relationships, working closely with the Executive and Senior Management Teams including developing good knowledge of the GEM organisational aims, objectives and initiatives so as to provide meaningful expert advice in development of its internal corporate information service. The post holder will be required to communicate and provide highly complex and specialist information to a wide range of internal and external stakeholders. Commit to working and engaging constructively with internal and external stakeholders on a range of complex, specialist and often contentious issues. Nurture key relationships and maintain networks internally and externally, including national networks. Support collaborative working across GEM CSU, customers and other stakeholder organisations as relevant Assist with public relations and marketing activities Assist with Freedom of Information requests, maintaining records as required within the framework and in accordance with the legislation.

Person specification requirements Factors Description Essential Desirable Assessment * Education / Qualifications Experience and Skills Degree in business, numerate / informatics subject or equivalent significant experience in delivery of the responsibilities described at senior management level Postgraduate study in relevant subject area e.g. business/corporate information management, MBA modules Evidence of relevant continued professional development in specialist area Management / leadership training (or experience) Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master s level equivalent Demonstrable understanding of the background to and aims of current healthcare policy in the NHS and local area Member of relevant professional body Experience of analysis of business / corporate information and data flows to support performance management Experience of application of statistical techniques in data interrogation, analysis and presentation of insight and intelligence Experience of supervision of a team Experience of supporting non specialist staff to interpret and apply results of information analysis to support continuous improvement Experience of developing and supporting performance management frameworks through KPIs Training and facilitation skills Experience of working in a pressured and complex environment requiring prioritisation of workloads and negotiation of delivery timescales Excellent verbal and written communication and persuasion skills Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious AF & C
