Job Description Recruitment and Selection Team Leader Band 5 Job Title: Band: Reports to: Recruitment and Selection Services Centre Team Leader 5 ( 21,388-27,901 per annum) Service Delivery Manager Accountable to: Head of Service Location: St Luke's Site Armagh Job Summary The Recruitment and Selection (R&S) Team Leader will be responsible for leading a team dedicated to Recruitment & Selection within specific areas of Health and Social Care (HSC) recruitment, in a busy and fast paced service centre. He/she will ensure the delivery of an efficient and effective Recruitment & Selection service to Health and Social Care (HSC) organisations. He/she will ensure the Recruitment & Selection service is delivered in accordance with the Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). He/she will co-ordinate with direct reports and other Team Leaders to ensure the policies & procedures set by the Service Delivery Manager are implemented appropriately and to the correct standard. He/she will provide advice and support to direct reports across a range of Human Resource services e.g. recruitment, employee relations, workforce planning or advice in a specific area. Key Result Areas Service Delivery Deliver Recruitment & Selection services to HSC organisations based upon managing Key Performance Indicators (KPI) and Service Level Agreements (SLAs), maximising efficiency, overall effectiveness and manage team to ensure they are being met Oversee workload distribution & all activities undertaken by direct reports, ensuring all end-toend Recruitment & Selection lifecycle activities are delivered meeting SLA/KPI requirements and HSC expectations Take responsibility for resolving any service requests/queries/escalations as referred to him/her by direct reports and escalate to Service Delivery Manager and/or HSC senior managers as required. Lead, train and develop direct reports & implement appropriate performance management activities. Conduct regular team briefings, meet and discuss any issues with direct reports which may affect Recruitment & Selection policy/protocols which have arisen as a result of enquiries.
Responsible for providing direction and improvement on R&S operational processes and technology, as well as partnering others on the strategic direction Lead and/or contribute to Recruitment and Selection projects in co-ordination with other Team Leaders and Service Delivery Manager. Manage a fair and transparent Recruitment & Selection process which is in line with equality monitoring guidelines. Produce ongoing reporting information and regular dashboard data, ensuring accuracy and timely production whilst adhering to strict deadlines. Provide advice & support to direct reports and make judgements on a range of HR issues, e.g. absence, special leave entitlement, redeployment, IWL or judgements in a specific area of HR Coordinate activities which include multi-disciplinary meetings, disciplinary hearings, training programmes, workforce planning, medical staffing Manage the development and maintenance of recruitment online & offline files e.g. workforce planning, staff development, spread-sheets and maintains HR records system/s Quality Ensure optimum staff performance, create development plans for areas of improvement, and provide recognition for exceptional performance. Contribute to the regular review of policies and procedures in order to determine required changes and take corrective action where appropriate. Contribute to BSO s overall corporate and integrated governance processes to ensure compliance with public sector values and codes of conduct, operations and accountability Monitor SLA compliance, reporting and discrepancies to the Service Delivery Manager as necessary Responsible for carrying out audits ensuring that direct reports are aware of audit outcomes and any required improvements & changes to process/procedure. Works within HR policies and procedures; operates on own initiative, takes advice from manager if required Financial and Resource Management In conjunction with the Service Delivery Manager anticipate the financial implications associated with the operational performance of the centre ensuring that business risks are identified, documented, controlled and mitigated. Be accountable for the verification of the accuracy and integrity of financial records, ensuring adherence to HSC and HMRC policies. Provide system support with knowledge about Recruitment & Selection processes and systems
Ensure all Recruitment & Selection processes are accurate, timely, and meet HSC data integrity requirements and audits. Understanding or relevant legislation, e.g. employment law, data protection plus HR knowledge acquired through relevant training and experience to degree equivalent level Authorises payments for HR materials and publications/staff overtime payments Collaborative Working Maintain excellent working relationships with HSC customers, external stakeholders, Head of Service, Service Delivery Manager, Team Leaders and direct reports. Communication and Information Management Contribute to the development and delivery of a range of communication interventions, including reports for senior management, Service Delivery Manager and other Team Leaders, based upon information provided by direct reports. Maintain appropriate communication with Service Delivery Manager to ensure the needs of BSO customers and HSC Organisations are being met. Communicates complex/sensitive information, e.g. redeployment, grading appeals, disciplinary matters People Management and Development Participate personally in the organisation s Performance Review Scheme and review individually on a regular basis the performance of any direct reports, providing guidance on personal development requirements and advice on appropriate action. To contribute as an effective member of the Recruitment & Selection Service Centre team To take responsibility for his/her own performance and take action to address identified personal development areas. Take responsibility for a small diverse team of staff and maintain good staff relationships and morale amongst the staff reporting to him/her. Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results. Participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures laid down by BSO. Take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the BSO. Participate as required in the development and delivery of Recruitment and Selection Training.
