REQUEST FOR QUALIFICATIONS Respnse Date: 3:00 PM lcal time, June 8, 2015. Qualificatins will be received by frm firms interested in prviding design services fr the Ridgeway Gamma prject. Services are t include: Cnceptual design, cst estimating, develpment f a design meeting Owner s prgram, bidding thrugh cnstructin clseut services. Firms must have an established recrd f excellence in design, cst estimating, and cnstructin administratin, and a strng backgrund in institutinal facilities. The prpsed maximum allwable cnstructin cntract (MACC) is apprximately $2,500,000.00. At the discretin f the University, firms that are nt physically lcated in the State f Washingtn will be required t affiliate with a qualified, in-state firm acceptable t the University. PROJECT INTENT Cmplete cnsultant services including services as described in the latest Washingtn State Department f General Administratin Guidelines fr Determining Architect/Engineer Fees fr Public Wrks Building Prjects, http://www.fm.wa.gv/budget/instructins/capinst/aeguidelines.pdf. The services shall be in effect fr the perid as specified in the attached Prject Schedule. The prject will need t prvide the fllwing fr the existing building: Hazardus Material: Assessment and abatement. Building Envelpe: Rf (including gutters and dwnsputs), wall (reseal), and windws. Interir Finishes: Bathrm and student rm flrs, external flrs (as needed), painting (all), and windw cverings. Bathrms: Fixture replacement (shwers, bathtubs, sinks, tilets, partitins, applicable dispensers, and ventilatin (as needed). Student Rms: Wardrbe and ther amenities as defined via student input (t be prvided at kick-ff meeting). Resident Directr (RD) Apartment: Rm expansin and envirnment enhancement (scpe t be prvided at kick-ff meeting). Structural: As apprpriate. Mechanical: Heating and ther system as apprpriate. Plumbing: Perfrm feasible destructive analysis as apprpriate t verify varying piping systems, (dmestic, waste, and steam as needed), integrity and remaining life cycle parameters. Add hydratin statin in main lunge. Electrical: Lighting (interir and exterir within cmplex), distributin (verify lading supprts 20+ year prjected needs, and fixtures accmmdating student needs). Life Safety: Emergency respnder, access cntrl, mass ntificatin as apprpriate (t be discussed at kick-ff meeting). Seismic Mitigatin: As apprpriate. Schedule fr a cnstructin phased prject is t cmplete the design by the end f January, 2016 fr bidding in February, 2016, and fr Bard f Trustees apprval in April, 2016. The preliminary maximum allwable cnstructin cst (MACC) is $2,500,000.00. Cnstructin will be accmplished in tw phases. Cnstructin fr Phase 1 is t begin in June, 2016 with Phase 2 starting in June, 2017. The prject will be substantially cmplete in August, 2016 (Phase 1) and August, 2017 (Phase 2). The University wants t minimize the disruptin t ccupants in surrunding facilities by minimizing nise and maintaining cntinuus access fr vehicular and pedestrian traffic t all facilities during and after cnstructin.

SUBMITTAL REQUIREMENTS Letter f interest. Cmpany prfile/brchure illustrating the planning/prgramming capabilities f the firm necessary t cmplete a design. A clear respnse t each selectin criteria item. Cmpleted Standard Frm 254 and 255 r Standard Frm 330. Insurance frms indicating the firm s ability t prvide insurance in the fllwing amunts: Prfessinal Liability Insurance: Each claim limit f $2,000,000, annual aggregate f $2,000,000. General Liability Insurance: Each ccurrence limit f $1,000,000, annual aggregate limit f $2,000,000. Aut Insurance: Each accident limit f $1,000,000. Wrkers Cmpensatin Pllutin Liability Insurance, if applicable t prject. References: Prvide a list f up t six prjects, similar in size and scpe, which have been successfully cmplete by yur firm. Als prvide references and qualificatins f persns that will perfrm duties n this prject. References shall include all pertinent prject infrmatin, names, and telephne numbers.

SELECTION CRITERIA The fllwing Selectin Criteria will be used t shrtlist and select firms: Prximity f the cnsultants t the prject site. Qualificatins and expertise f cnsultants relating t similar institutinal prjects in existing facilities f similar age and cnstructin. Experience with remdeling and majr system upgrades t existing institutinal facilities. Familiarity with State f Washingtn Public Wrks prcedures. Quality f cnsultant s service received by previus clients including Western Washingtn University. Key persnnel experience relating t design/prject management/cnstructin management fr prjects f this type and cmplexity. Familiarity with relevant cdes and standards. Ability t meet schedules and knwledge f schedule impacts related t university settings. Cst estimating skills related t design and planning prjects.
