Job Description Job Title: Industry business analyst Division/Company: Industry Policy/Payments UK Reporting To: Director of Industry Policy Salary and: C Purpose of Job To provide thought leadership and practical guidance to the members of Payments UK focusing on the implementation of policy or regulatory driven change impacting the payments industry using a mix of analytical and business experience to deliver expert advice, analysis (business and economic) and strategic recommendations. Focus of the role will be on the implementation of the Payment Services Directive (PSD2) proposals (particularly as they relate to payment initiation and account information services) and UK government s expectations for an open API in UK banking. Market engagement and clear guided communication will be crucial to the role, both at a senior level with Payments UK members and across a range of external stakeholders in order to advocate and influence. Main Activities and Responsibilities 1. Implementation thought leadership, analysis and guidance Analyse, articulate and advise on the on the practical, tactical and strategic dimensions of business and operational change arising from investment in regulatory change. Determine the business and market impact of the PSD2 and UK government s API proposals, especially where they overlap. Understand the change management implications of regulatory and policy change landscape for the UK and Europe in terms of key business issues. Provide business analysis and solutions recommendations working with Members and industry. Own and manage a programme of activity focusing on industry change to progress and lead industry decision making and investment. Industry engagement and communication. 2. Facilitate engagement with Payments UK members and other stakeholders Lead and manage the practical engagement with Payments UK members and other stakeholders. Organise, facilitate and lead engagement with industry and members as appropriate, including conferences, meetings and workshops; as well as bi-lateral engagements. Provide expert input and guidance. Engage with Payments UK members and other stakeholders to understand their different requirements and expectations and help to build consensus.
Work as part of a team with to the Head of European Developments and Head of Regulatory and Government Engagement, participating in the open anking Working Group and PSD Working Group and any associated activities as required. 3. Influence and communications Influence change and investment decisions by developing clear recommendations and advocacy positions. Provide a clear and structured handoff to the Design and Delivery capability of Payments UK. Formulate industry recommendations for change investment focusing on PSD2 and the UK government API proposals. Ensure alignment with and input to industry policy at Payments UK Provide input and thought leadership to enable clear communication on the change agenda, such as writing white papers, speaking at conferences and engaging with European counterparty organisations. Input into consultation responses as appropriate. Develop and maintain a matrix approach to stakeholder engagement. Scope Member of the Industry Policy Division, reporting to the Director of Industry Policy. Internal Contacts colleagues within Payments UK, in particular the Head of European Developments and Head of Regulatory and Government Engagement. External Contacts Payments UK members, Government, regulators and key industry stakeholders at UK and EU level, experts within different business areas relating to the implementation of the open API standard. London based with some occasional travel nationally and in Europe. Possible Working Styles Occasional Mixed Working Work can effectively be done at home or remotely on an occasional basis (e.g. personal circumstances, completing project work). Contractual terms will remain office based. Regular Mixed Working Work can be carried out effectively at home or remotely on a regular basis (e.g. once a week, once every two weeks). Job Specific Competencies: Graduate with a strong analytical skillset anking and payments industry knowledge and experience, ideally gained from working within a bank, supplier or industry body. Knowledge of the revised Payment Services Directive (PSD2) legislative proposals
