1 Tower Hamlets Education Business Partnership JOB DESCRIPTION Project Manager National Number Partners (12 Month Fixed Term) MAIN PURPOSE OF JOB 1. The post holder will increase the Number Partner schemes within Tower Hamlets, with a particular push on new schemes for secondary schools. 2. The post holder will manage the National Number Partner Consortium and deliver its new strategy. 3. The post holder will increase the number of new schemes outside of Tower Hamlets, with a focus on regions with high levels of social or economic deprivation. 4. The post holder will increase the collaboration across nationwide schemes and raise the profile of numeracy as an essential life skill. CONTEXT Tower Hamlets EBP is a charity that supports the education, training and development of young people by forming mutually beneficial partnerships between businesses, employers and schools. Bringing business and schools together to help young people Learn more, Do more, Become More. Tower Hamlets EBP delivers a range of projects and programmes to: Raise the aspirations and confidence of young people to help them develop a broader sense of future careers beyond those offered by the disadvantaged economic and social context of Tower Hamlets. Through engagement with successful working adults and exposure to local employers, equip young people with the knowledge and skills necessary to gain access to the World of Work. Support and encourage student academic achievement. Foster and support productive links and partnerships between businesses/employers and schools.
2 Number Partners is a THEBP-led project that aims to improve attainment, confidence and motivation in numeracy by providing weekly volunteers in schools. Regular interaction with volunteers helps young people to develop interpersonal skills and provides a positive insight into the world of work and business. Number Partners is led by a consortium of organisations from the business and community sectors. The post holder will act as the key contact for the project on a national level and maintain relationships with consortium members. The post holder will work with the Curriculum Team, as well as part of the overall Tower Hamlets EBP team with specific responsibility for the areas outlined in the Job Description. These areas may change through negotiation with the EBP senior management team. QUALIFICATIONS & EXPERIENCE Essential: Educated to degree level. A minimum of 3 years work experience preferably in a teacher, trainer, facilitator role and/or working with children or young adults. Familiar with education and have knowledge of business education activity and or/employability skills agenda. Experience of working with schools. Experience of managing a project or programme with multiple stakeholders, preferably across different geographical regions. IT literate with experience of Word, Excel and PowerPoint. Understanding/knowledge of databases and how they can be utilised. Good understanding of social media channels e.g. Twitter and LinkedIn. Be able to: write persuasive and accessible printed and online copy; make our social media and website thrive; represent us with our partners from director level down; manage your own workload. An understanding of, and commitment to, equal opportunities. Desirable: Experience of supporting community organisations or individuals. Experience of working with volunteers and knowledge of volunteering good practice. Knowledge of the youth employment agenda and the labour market opportunities for young people.
3 Awareness of Corporate Social Responsibility and employee volunteering. Understanding of the new National Curriculum with particular awareness of numeracy. COMPETENCIES & SKILLS Communication: Confident and engaging public speaker; able to present complex information in a simple and concise way. Creative: Ability to create activities and workshops that engage, up-skill and inform young people using principles of experiential learning. Project management: Strong project management, planning, administrative and organisational skills. The ability to organise a large scale event desirable. Prioritise: Ability to work under pressure and identify priorities and schedules of own or others daily work. Must be able to effectively deliver against set targets to agreed deadlines. Interpersonal skills: - Ability to relate to young people from all walks of life and a passion to help them reach their potential. - Able to negotiate, persuade, problem solve and be flexible. Be able to form good relationships with a range of people from different types of background and at different levels of hierarchy. - Show self-motivation and drive for promoting and developing links between businesses/employers and schools in Tower Hamlets. - Friendly and approachable with a can do positive outlook. Team work: Strong team player, sharing knowledge and experience with colleagues, able to collaborate and support. Initiative: A self-starter with ability to direct own work in an organised and motivated way. Solution focused and able to resolve issues independently. Writing skills: Ability to articulate messages clearly and concisely in an engaging style consistent with Tower Hamlet s EBP brand. Ability to write for a variety of audiences. Customer care skills: Excellent people skills with the confidence to respond to positive or negative feedback from young people, volunteers and businesses/employers in a professional and diplomatic manner. People Management: Ability to manage administrative staff supporting the Enterprise, Employability and Financial Skills programmes and events. Thorough: Displays an attention to detail. Punctual and reliable.
4 DUTIES & RESPONSIBILITIES Main duties: The post holder will co-ordinate with regional and national organisations to deliver the National Number Partner strategy. In addition they will enhance the offer in Tower Hamlets. The specific targets for the project manager would be: Set up a minimum of 10 new Number Partners schemes outside of Tower Hamlets in areas of high levels of deprivation. Set up a minimum of 5 new secondary schemes within Tower Hamlets. Set up a minimum of 5 new primary schemes within Tower Hamlets. Recruit a minimum of 100 new Number Partner volunteers. Instigate new relationships with regional brokers and promote the benefits of Number Partners. Assist regional brokers with setting up schemes in their area. Providing ongoing support and regular communication with regional brokers. Seek funding and create the proposal for the detailed research project into the benefits of a Number Partner. Recruit 3 new businesses to become members of the consortium. Relationship management of Consortium Members. Regularly maintaining the NNP website and Twitter account. Administration support to NNP volunteers, schools and companies across the UK. Administration of NNP Consortium Meetings including minute taking, agenda setting and room bookings. Develop the training programme for volunteers. This will include introducing an online training option, piloting webinar training for national volunteers and holding train the trainer sessions for regional brokers. They will also deliver face to face training sessions for volunteers in Tower Hamlets. Deliver the marketing and PR strategy seeking national coverage, whilst supporting regional brokers with local press and PR opportunities. Develop a social media presence to promote the programme nationally and locally. Lobbying the appropriate influencers to keep numeracy on the agenda. Review and refresh the National Number Partners brand and messaging, working with a designer to ensure consistency across the resources and the messaging.
5 Working in partnership with other maths focused organisations to ensure more young people are reached and to increase the profile of maths and numeracy skills. Keep abreast of STEM policy and work with schools to promote maths as a subject for success. Deliver one off events such as networking events, national maths competitions and themed activity sessions to ensure the profile of National Number partners remains high. General duties: Update Tower Hamlets EBP database and maintain project/programme records. Adhere to Tower Hamlets EBP staff handbook procedures and participate in the annual appraisal system of staff development. Be aware of the need for self-development in line with Tower Hamlets EBP s business priorities, and to liaise with line manager to explore ways in which these needs can be best met. Support other Tower Hamlets EBP project managers with their duties as and when directed by line manager. Contribute to general office responsibilities such as ensuring a clean and safe working environment and answering the switchboard when necessary. Contribute to the overall strategy of Tower Hamlets EBP. Outcomes: Success of the National Number Partners strategy will be measured in the following ways. Achievement of the targets set out above for new schemes and new volunteers. Questionnaires are issued to business volunteers, pupils, teachers and business coordinators to determine qualitative and quantitative impact. Numeracy levels will be measured and benchmarked against National averages and age appropriate levels. Regional differences can be noted. Data from evaluations is then collated into reports and disseminated to the relevant Steering Groups, businesses and schools. All evaluations are aligned to the JET (journey to employment) methodology designed by New Philanthropy Capital. This framework measures the reaction of students to the sessions, improvements to their capabilities and how they intend to apply what they have learnt.
6 Evaluations form a vital part of developing the ongoing business strategy of THEBP. Annual planning review days led by the senior management team involving all staff, provide an opportunity to evaluate the effectiveness of existing programmes as well as providing the opportunity to develop new projects in response to schools needs. If funding is secured for the wider research project, this will be conducted by the Education & Employers taskforce with support from a relevant academic institution. Number of hits on the National Number Partner website will be recorded. Contacts: Liaise with people from businesses/employers at all levels. Liaise with other charities and third sector organisations involved in the promotion of numeracy. Liaise with teachers, senior teachers and head teachers. Work directly with groups of students. Work as part of the Curriculum Team and be line managed by the Senior Project Manager. Other: Must be prepared to travel throughout the UK as project demands. Last updated: 27 th May 2015
