Preamble As the peak representative organization solely representing the professional interests of Anaesthetic and Post Anaesthetic Nurses, ASPAAN aims to promote the highest standards of perianaesthetic care, based on available evidence, consultation, and expert consensus. Aligning with this objective, ASPAAN shall administer a clinical fellowship program that shall inform stakeholders of nurses credentialed to an elite level in perianaesthetic practice. ASPAAN is the first Australian specialty nursing college to offer a fellowship program based not on longevity and subjective criteria but on attaining a standard of education, training and experience as such to provide expertise in anaesthetic and post anaesthetic care. It is envisaged that college fellows will be sought after for advanced practice roles, leadership and educational positions within the specialty and ASPAAN will encourage this position through lobbying the health departments in each jurisdiction. Post Graduate Qualification Graduate Certificate in Nursing (Anaesthetics & Recovery) H5F, UTAS. One of the key components of our fellowship program is the commitment to increase the number of nurses with post graduate qualifications practicing in the perianaesthetic specialty. Through our partnership with the University of Tasmania, fellowship candidates will automatically be enrolled in the Graduate Certificate in Nursing (Anaesthetics & Recovery). Course commences on 22/2/2016 & ends on 14/10/2016. The course modules are: Foundations of Perioperative Nursing Theory (CNA756) This unit focuses on exploring the theoretical components of perioperative nursing. The content of this unit will include principles of surgical asepsis, anaesthesia, perioperative nursing roles; and the social, ethical and legal issues relating to perioperative nursing. Applied anatomy, pathophysiology and surgical techniques for endoscopic and general surgery are also explored. Applied Nursing Science (CNA772) This unit explores physiological theories underpinning complex patient conditions. Students gain knowledge in the pathophysiology of respiratory, cardiac, haemodynamic problems including advanced supportive therapies. The unit prepares the student to apply knowledge in some specialty areas of nursing. Anaesthetic & Recovery Nursing 1 (CNA532) This unit builds upon theories explored in CNA772. Principles of anaesthesia in the perioperative and non-operative setting will be further developed through exploration of evidence based literature. Advanced concepts underpinning emergency and supportive care will be examined as applied to the post-anaesthesia environment. Anaesthetic & Recovery Nursing 2 (CNA534) This unit is designed to be experiential and practice focused. It will focus on the complex health care needs of patients requiring specialised anaesthetic and recovery room nursing care. The practice skills required to address complex nursing situations in the anaesthetic and recovery room environment will be covered in this unit. Students will examine potential complications and/or emergencies requiring nursing intervention, coordination and management during the patient's anaesthetic and recovery phase of their operative procedure. Adult & Paediatric Life Support As elite clinical leaders of the anaesthetic and post anaesthetic departments, fellows are required to undertake and maintain nationally recognised Adult and Paediatric Advanced Life support annually. This applies irrespective of the predominant practice environment. Ie. exemptions will not apply even if clinical practice is exclusively paediatric or exclusively adult. From 2016 ASPAAN will provide programs in both ALS & PALS that fellowship candidates can enrol at no cost during their fellowship year. The course will be offered in the week leading up to the ASPAAN National Conference in the Host city. Management of Perianaesthetic Crises Crisis recognition & management is an important element of the fellow s clinical capability. Fellowship candidates are fellows are required to successfully complete either of the following programs in order to qualify for admission as a fellow: -ANZCA Anaesthetic Crisis Resource Management -ASPAAN Management of Perianaesthetic Crises The ASPAAN program covers: Incomplete reversal of neuromuscular blockade. Local toxicity Emergence failure Can t intubate can t ventilate Tension pneumothorax, Cardiac taponade, Malignant Hyperthermia Massive Transfusion Machine failure Myocardial infarction under anaesthesia Anaphylaxis Fellowship candidate Existing Fellow College member (non-fellow) Non college member Management of Perianaesthetic Crises (1 day) Complimentary $250 $300 $350 The course will be offered in the week leading up to the ASPAAN National Conference in the Host city. ANZCA Core Competencies To meet the ever-expanding knowledge and skill attainment required to proficiently assist with the delivery and recovery of safe & patient-focused anaesthesia requires, now more than ever, a structured program delivered by a credible and passionate provider. With the Australian medico-legal community establishing that safe & clinically responsible care is achieved by virtue of education, training and experience and that no single element is a substitute for inadequacies in the others, our program not only ensures attainment of the ANZCA core competencies, it provides a credentialing scheme designed to deliver consistent proficiency in our fellows. Fellowship Candidate Logbook of Workplace Activity As a fellowship candidate you will be required to undertake a logbook of workplace experiences, learning and multisource feedback. This will be an annual requirement to maintain fellowship. The Fellowship Portal accessed through out website contains your electronic fellowship logbook. Mid-Term Exam In July each year a 50 question multiple choice exam is to be undertaken by each fellowship candidate. Exam centres are (currently) available* in NSW VIC WA SA TAS QLD NT Sydney Wollongong Newcastle Dubbo Wagga Wagga Melbourne Geelong Perth Adelaide Burnie Launceston Hobart Brisbane McKay Rockhampton Bundaberg Gladstone Emerald Darwin The fellowship candidate is responsible for travel to and from the examination of there choosing. *Additional centres may be added as the program evolves and based on demand. The Oral Viva The final assessment item of the Fellowship Program is the completion of an oral viva. In preparation for this, the oral viva study guide will be available for free download from the fellowship portal. The guide consists of 30 cases. Applicants will be notified 30 days from the date of the oral viva of the 10 cases that have been selected for the current year s oral viva. The procedure for the oral viva is outlined in the oral viva study guide, as are tips for optimising your oral viva performance. The examining panel comprising of 2 credentialed Perianaesthesia Nurses, one of which shall act as the Chair. The panels will be selected by the Chief Examiner, and will have sufficient professional background and experience and training to assess fellowship candidates. The examination panel will unanimously agree on one of the following results for each candidate: pass unsure with or without a recommendation to the chief examiner that the candidate be offered a re-examination unsuccessful. Every candidate who receives an unsuccessful outcome has the opportunity to appeal the results of their examination. The appeal process will be in accordance with the steps are outlined below. Grounds For Appeal The candidate will notify the Chief Examiner within 48 hours of the day of examination, that they wish to make an appeal and will provide the chief examiner with a written request for an appeal outlining the grounds of the appeal no later than seven days after the examination. Grounds of appeal For example: Lack of due process on the part of ASPAAN Lack of information about exam requirements and preparation process Lack of correct examination procedure Lack of understanding of the criteria for assessment Lack of sufficient feedback after the examination Perceived bias from the examination panel to the candidate Evidence of discrimination, eg reference to issues of race, gender, age. Insufficient clarity of communication with candidates where English is the second language. Lack of accommodation of a candidate s disability, eg deafness, physical disability. Candidate s illness If the candidate is ill on the day of examination or the time immediately prior to the examination. Bereavement within the Candidate s immediate family Bereavement related to the candidate s parent, child or sibling. Exclusions: The following are not grounds for appeal: The candidate was nervous at the time of examination. The candidate did not attend a study group. The candidate did not read material provided to him/her in relation to the examination requirements and process. Appeals Panel The following procedures will be followed in establishing an Appeals Panel: upon receipt of the written appeal the chief examiner will establish an Appeals Panel consisting of three ASPAAN examiners not previously engaged in the candidate s oral viva and will nominate one of the panel members to be the chair the Appeals Panel. the Appeal Panel will include two past examiners (but not necessarily of the current examination panels) and will be balanced in terms of gender, jurisdiction, culture and professional background Clinical Fellowship Program 11 Australian Society of Post Anaesthesia & Anaesthesia Nurses

the Chief Examiner will not be a member of the Appeals Panel. the panel will meet face-to-face or by teleconference and will review the written appeal the panel will meet no later than three weeks after the appeal was lodged and may choose to speak with the candidate, the original examination panel and the Chief Examiner in conducting their review the Appeals Panel will recommend to the Curriculum & Credentialing Council (CCC) via the chief examiner that either: the appeal has been successful the candidate should be offered the opportunity to be re-examined or the appeal has been successful the CCC should be advised that the candidate has been deemed to have passed the examination, or uphold the original decision from the examination panel that the candidate was unsuccessful. The Chair of the CCC will report the results of the appeals process to the Chief Examiner will advise the candidate as soon as possible of the Council s determination. Confirmation of Fellowship The successful candidates will have their Fellowship conferred at the ASPAAN National Conference in the opening ceremony, which will usually be the day following the examinations. This allows sufficient time for those candidates with an undetermined outcome to have their situation resolved. Cost of Fellowship Candidature The fee on application for participation in the Fellowship program and to undertake the Fellowship examination in 2016 is $1,500+GST. This fee contributes to the costs of administering the program and the examination. The following procedures relate to the payment and refund of the entry and examination fee Payment is due with the application; the application will not be processed unless the payment is received All travel expenses related to the fellowship program are the responsibility of the fellowship candidate. Refund Policy If candidates withdraw from the program due to circumstances beyond reasonable control in the months outlined below that percentage will be refunded back to them.
