CLIENT The clientele fr this training mdule are Key Functinaries and Prgram Officers f Natinal Service Scheme. This design can be adpted by ther vlunteer rganizatins such as NYKS if the rles and respnsibilities assigned are similar at varius phases f disaster management. 2. AIM The aim f this training prgram is t imprve the perfrmance f the Key Functinaries and Prgram Officers f NSS in disaster management. 3. CONTEXT The Natinal Service Scheme (NSS) has been setup with an bjective f prmting the mtive f scial service amng the citizens f the natin. Since its inceptin, the NSS, which becme a kind f mvement in itself, has undergne changes in its frm and design fr suiting t the changing needs f the natin. Tday, the NSS rganizatin has mre than 24,000 NSS fficers (Key Functinaries r Prgram Officers) acrss the cuntry which has been playing a vital rle in NSS activities. These Key Functinaries are invlved in rganizing lcal NSS training prgrams and camps fr carrying ut NSS activities at cmmunity level. There is a need fr re-rienting the rles and respnsibilities f NSS Key Functinaries. It has been envisaged that this large cntingent f Key Functinaries culd prve resurceful if they are trained t train NSS vlunteers n varius aspects f disaster preparedness and mitigatin and encurage the vlunteers in disaster risk reductin. The fllwing disaster management rles have been identified fr NSS Key Functinaries: Training f NSS vlunteers n disaster respnse, preparedness and mitigatin. Advise the state level disaster management mechanism by being part f district/state disaster management cmmittees and authrities. Organize NSS vlunteer frce during the times f disasters, depending n the available skills amng the vlunteers, t help the lcal administratin in rescue, evacuatin, and relief peratins. The NSS Key Functinaries and Prgram Officers needs t be trained n varius aspects f disaster management t make sure that these new rles are perfrmed in a prfessinal manner. This training mdule design wuld help the trainers and training institutins f NSS in cnducting such a training prgramme.

4. ENTRY BEHAVIOUR Age grup: 25-45 yrs Educatin: M Sc and abve Expsure t knwledge and skill areas f DM: Nil/limited 5. TRAINING NEEDS The fllwing training needs have been identified fr the NSS Key Functinaries and Prgram Officers. The needs are ranked n 1-5 scale t priritize the knwledge and skill areas t be cvered in the training prgram. 7. TARGET POULATION A ttal f 24000 NSS Key Functinaries and Prgram Officers need t be trained as trainers wh can further train NSS vlunteers n disaster management. 8. IMPLEMENTATION MODALITIES This training design prpses t be implemented in tw parts i.e. in Distance Educatin mde and in Cntact Prgram mde. 8.1. Distance Educatin mdule The Distance Educatin mdule is aimed at prviding learning experience t the participants. This mdule, delivered either thrugh nline Virtual Learning Envirnment (VLE) r thrugh sending the curse material, wuld prvide a gd platfrm fr interactin amng the participants thrugh cmmunicatin mdule prvided in the VLE. The Distance Educatin mdule prvides knwledge n varius aspects f disaster management with useful exercises/assignments fr the participants. Distance Educatin mdule culd be hsted at NIDM r NSS website with tw fcal pints representing NIDM and NSS as curse rganizers. Reginal mdules culd be designed based n the need. T facilitate the distance learning prcess, varius institutins (ATIs, SIRDs, TOCs, Universities, Rajiv Gandhi Institute f Yuth Develpment etc) culd act as lcal level facilitatrs by cnducting interactin sessins as per the nline learning schedule in the institutin every weekend. The details f Distance Educatin mdule are prvided in the Learning Units sectin. 8.2. Cntact Prgram The Cntact Prgram f the training mdule wuld be used t impart disaster management skills where instructrs frm varius specializatins wuld train the participants n skills such rescue and evacuatin, relief distributin, first aid, basic survival skills etc. Refer t the Learning units sectin fr mre details. ATIs, SIRDs, District headquarters, NSS training institutins (TOTs), Training & Orientatin Centers, Universities, NIDM (TOTs), Rajiv Gandhi Institute f Yuth Develpment wuld hst the Cntact Prgrams. 9. DURATION Distance Educatin: 3 weeks Cntact Prgram: 4 days 3

10. TIMINGS Cntact Prgrams have t be cnducted twice in a year, immediately after the cmpletin f Distance Educatin mdule. The Cntact Prgram schedule wuld be infrmed t the participants at the beginning f the Distance Educatin mdule. 11. EVALUATION Bth internal evaluatin and external evaluatin is pssible. It is suggested that the trainees be evaluated fr their knwledge befre initiatin f the Cntact Prgrams t make sure that they imbibed the principles and practices f disaster management in India. 17. VALIDATION OF TRAINING Internal Validatin Tests/ Assessments designed t ascertain whether this training prgramme has achieved the utputs specified culd be used fr the internal validatin. Participants will be given prgramme assessment questinnaire fr each f the learning event and fr the entire prgramme. External Validatin The external validatin is dne by the rganizatin frm where the trainees have cme. Hwever, sme guidelines will have t be prvided t the institutin fr ding this external validatin. Tests/assessments designed t ascertain whether this training prgramme has achieved the bjectives specified will be used. 18. TRANSFER OF LEARNING Official rders frm NSS t facilitate the functins f NSS Prgram Officers and Key Functinaries as a trainer/facilitatr f NSS vlunteers in disaster management and t take active participatin in disaster management initiatives at varius levels. Financial and administrative prvisins fr facilitating regular training cycle t cntinue. 19. COST OF TRAINING Cst t be ascertained based n the number f fficers t be trained, availability f infrastructural facilities etc. 6
