(TNS) invites yu r yur firm t participate in this cmpetitive slicitatin fr a tw part scpe fr wrk: develpment f a leadership and management training curse fr TNS staff wrldwide and develpment f a leadership prgram. INTRODUCTION TechnServe is a nnprfit ecnmic develpment rganizatin funded in 1968 that wrks with enterprising peple in the develping wrld t build cmpetitive farms, businesses, and industries. Our prgrams develp the capacity f individuals and businesses, strengthen market systems, and facilitate the develpment f emerging industries that can serve as ecnmic drivers in develping cmmunities. Our gal: t create sustainable ecnmic grwth that helps pr peple imprve their lives and secure a better future fr their families. TechnServe s emplyee numbers are grwing steadily. We have 1,410 staff f which 1,391 are fulltime. By cmparisn, TechnServe had 734 ttal emplyees in 2009. The rganizatin is cmprised f 90 percent Hst Cuntry Natinals (HCNs), 3 percent expatriates, 2 percent Third Cuntry Natinals (TCNs), and 5 percent US-based staff. Our headquarters is in Washingtn, DC. Our crprate budget fr 2015 is apprximately $100 millin. TechnServe is seeking a cnsultant r a firm with the capacity t design and deliver a ne-day leadership and supervisry management skill training sessin, and t design and deliver a yearlng leadership develpment prgram. The leadership and management skill training, while it is intended fr all managers and supervisrs in the rganizatin, will be first delivered t ur senir leaders: cuntry directrs, prgram directrs and senir managers, as well as directrs and senir leaders frm ur headquarters in DC. We will hld an annual leadership meeting in Washingtn DC in June, 2015 and wuld like t deliver this training t abut 90 participants frm Africa, Latin American and Caribbean, India and the US. The leadership develpment prgram will be develped separately t ensure an effective leadership pipeline and successin planning. GENERAL REQUIREMENTS & SCOPE OF WORK TechnServe wuld like t cntract with an individual r a firm t help us strengthen leadership, managerial and supervisry capacity at TechnServe.

A. Leadership and Supervisry Management Training Sessin 1. Develp and deliver ne-day Leadership and Supervisry Management Training Sessin fr senir level staff; cllect and integrate any feedback and input frm the sessin t the design f a final versin 2. Develp a final curse versin with a set f accmpanying materials including participant guide, trainer guide, PwerPint slides, wrkshp discussin tpics/case studies, etc. t supprt the supervisry management curse rll-ut t the rest f the rganizatin; additinal trainings will be dne by internal TechnServe staff Audience: Up t 90 TechnServe staff members frm ur field ffices and headquarters. Participants will include cuntry and prgram directrs, members f senir management team, and ther senir level staff frm ur cunty, prgram and HQ peratins. Participants will include expatriate, third cuntry natinal, hst cuntry natinal staff and DC-based staff frm varius functins in the rganizatin. Leadership Develpment Prgram Objectives f the prgram, which wuld begin in secnd half f 2015, (t be run fr a chrt f 25-30 participants and last fr apprximately 12 mnths): Systematically identify a pl f individuals wh have the ptential and aptitude t assume key leadership psitins in the rganizatin (leadership rles include: cuntry directrs/deputies, cuntry managers, prgram directrs/managers, functinal senir managers) Prvide staff with diverse learning and grwth pprtunities t enhance their skills and prepare them fr new rles in TechnServe Prvide aspiring leaders with an pprtunity t wrk n rganizatinal level prjects and manage cmplexity, change and brader relatinships Leverage individual strengths t create a learning cmmunity amng clleagues in varius rles r prfessinal paths The prgram shuld include the fllwing activities: Fur-day training prgram in Washingtn DC (r anther verseas lcatin TBD based n where participants are cming frm) using a mix f classrm training methds, including presentatins, reading materials, practical applicatin pprtunities, case studies and facilitated grup discussins 360 degree assessment using an ff-the-shelf prduct Psychmetric assessments t help participants understand hw their persnality and behaviral patterns influence and impact their leadership style Grup activities r crprate prjects t enhance leadership capabilities, build skills and address rganizatinal level challenges Develpment f an individual develpment plan that includes persnal and prfessinal gals t be shared with their manager upn cmpletin f the prgram Individual r grup caching Opprtunities fr senir management team members t meet with participants during the prgram Cntractr will be respnsible fr wrking with HR, senir leadership and the Prfessinal Develpment Advisry Cuncil t identify the verall apprach t develping the training sessin and the leadership prgram, pririty tpics fr the fur-day training; and designing and develping the abve activities. PERIOD OF PERFORMANCE The perid f perfrmance f any cntract resulting frm this slicitatin is anticipated t begin n r abut March 1, 2015. The supervisry capacity training prgram must be cmpleted and delivered during the annual leadership meeting scheduled fr June 22-24, 2015. Prpsals shall detail the estimated length f time required t accmplish all requirements, with detail n activity implementatin dates as referenced abve. 3

CRITERIA FOR SELECTION The evaluatin f each respnse t this RFP will be based n the requirements set ut in this slicitatin. At the sle discretin f TNS, the tp prpsals may be selected fr fllw-up questins r t prvide an ral presentatin. In evaluating the prpsals, TechnServe will seek the best value fr mney rather than the lwest priced prpsal. TechnServe will use a tw-stage selectin prcedure: The first stage will evaluate the Technical Prpsal. The secnd stage will evaluate the Cst Prpsal fr prpsals that pass the technical evaluatin. Specifically, the selectin cmmittee will evaluate each prpsal based the fllwing criteria with assigned weight factr: a. The skills, experience and training f the specified persn(s) wh will be perfrming the services requested (20%) b. The bidder understands f TechnServe s needs and perating cntext and the technical apprach (30%) c. Prir relevant experience and reputatin f the bidder in wrking with internatinal NGO s similar t TechnServe (10%) d. Past perfrmance references (10%) e. Cst (30%) TERMS AND CONDITIONS 1. The Request fr Prpsal is nt and shall nt be cnsidered an ffer by TechnServe. 2. All respnses must be received n r befre the date and time indicated n the RFP. All late respnses will be rejected. 3. All unrespnsive respnses will be rejected. 4. All prpsals will be cnsidered binding ffers. Prices prpsed must be valid fr entire perid prvided by respndent. 5. All awards will be subject t TNS cntractual terms and cnditins. 6. TNS reserves the right t accept r reject any prpsal r cancel the slicitatin prcess at any time, and shall have n liability t the prpsing rganizatins submitting prpsals fr such rejectin r cancellatin f the request fr prpsals. 7. TNS reserves the right t accept all r part f the prpsal when award is prvided. 8. All infrmatin prvided by TNS in this RFP is ffered in gd faith. Individual items are subject t change at any time, and all bidders will be prvided with ntificatin f any changes. TNS is nt respnsible r liable fr any use f the infrmatin submitted by bidders r fr any claims asserted therefrm. 9. TNS reserves the right t require any bidder t enter int a nn-disclsure agreement. 4

10. The bidders are slely bligated t pay fr any csts, f any kind whatsever, which may be incurred by bidder r any third parties, in cnnectin with the Respnse. All respnses and supprting dcumentatin shall becme the prperty f TNS, subject t claims f cnfidentiality in respect f the respnse and supprting dcumentatin, which have been clearly marked cnfidential by the bidder. FORM/CONTENT OF RESPONSE All prpsals shall be in English. 1. Technical Prpsal (n mre than 7 pages) a. Describe the bidder s technical apprach. b. Describe the qualificatins, experience and capabilities f yu/yur firm in prviding leadership, management, and supervisry skill develpment prgrams and training requested in this RFP. Resumes r CVs f key persnnel shall be submitted as an attachment. c. Include a cntact name, email address, and telephne number t facilitate cmmunicatin between TNS and the submitting rganizatin. 2. Cst Prpsal - The cst prpsal shuld be in a separate dcument clearly marked cst prpsals and shuld cntain: a. Detailed csts in US dllars, with applicable tax/charges. b. Prvide requested payment terms and cnditins. c.
