Pattull Bridge Update The Manager f Rapid Transit and Strategic Prjects prvided an update n Pattull Bridge. An extensive Discussin Guide that includes a full list f alternatives alng with a shrt-list f alternatives that shuld mve frward fr further review will be distributed t bth New Westminster and Surrey Cuncils. New Westminster staff is managing an in-camera meeting t discuss the details. Staff nted that the participatin by Surrey residents was brught up at the cnsultatins in February, 2012. Surrey needs t d utreach wrk and identify key stakehlders t increase public participatin. Rapid Transit Update File N. 8630-01 The Manager f Rapid Transit and Strategic Prjects prvided an update n Rapid Transit in Surrey. The lcal calitin f business and cmmunity grups advcating fr LRT called Light Rail Links is grwing and nw has 16 members. Membership includes Century Grup, Value Industries, Fraser Valley Real Estate, White Rck Chamber f Cmmerce and Surrey Citizen Transprtatin Initiatives. A Twitter accunt and website have been established. Surrey's City Centre Plan was apprved by Cuncil in July, 2011. Identified thrugh the public engagement prcess, was the existing highway riented cnfiguratin f King Gerge Bulevard (KGB) and the barrier it presented t creating a liveable City Centre. Staff has been examining design alternatives fr KGB t transfrm the crridr int a mre pedestrian riented street while acknwledging its arterial rad functin. Part f the design review prcess included the issue f jaywalking n KGB which needed t be addressed. Design wrkshps were held with staff and internatinal urban and street design experts which identified the key elements fr cnsideratin: Increase east/west cnnectins acrss the City Centre Enhance the pedestrian realm Segregate cycling facilities Prvide curb side parking Increase greening Any prject wuld likely include lking at reducing the speed limit frm 60 km t 50 km frm 94A t 108 Avenue. Tw ptins are being explred by staff: Optin A: Tw-way segregated bike lane n ne side f KGB Optin B: One-way segregated bike lanes n bth sides f KGB Staff's recmmendatins were as fllws: Cntinue with creating finer grained rad netwrk Pursue Optin A; Tw-way segregated bike lane Evaluate bundaries fr lwering the speed limit t 50 km/hr. Surrey Central Exchange The Manager f Transprtatin prvided a reprt n Surrey Central Exchange with a presentatin f ptins fr a transit village. TransLink has $10 millin dllars f funding fr the prject which is required t be used within a specific time perid. The planning study has identified that the new transit exchange at Surrey Central wuld be based n an n-street pick-up and drp-ff mdel lcated between 102 and 103 Avenue. This wuld replace the current bus lp which is cnsidered t be unsuitable within the cre f the City Centre. The current and ptential future lt wnership was presented. This includes pprtunities fr SFU has t acquire additinal lands fr future expansin. TransLink has a 399 year lease n the existing transit exchange and have indicated that this is functining effectively. Hwever, there is a heavy and increasing reliance by transit vehicles fr n street pick up and drp ff and layver n City streets in the area. The preferred ptins fr cnsideratin invlves: Buses n City Parkway and n a newly cnstructed 102 A Avenue (the lcatin f the current exchange) plus the new 103 Avenue being cnstructed in cnjunctin the New City Hall and Civic 3 Plaza prjects. An ff-street layver, the lcatin f which staff are still wrking n with TransLink and SFU. Staff nted that the intent n 103 Avenue was t have an at grade pedestrian crssing acrss 103 Avenue with gentle ramps fr traffic n each apprach. The Cmmittee was supprtive f the n-street bus pick-up/drp-ff alng 102A Avenue and 103 Avenue and staff cntinuing t wrk t find an ff-street layver lcatin. Staff will prvide a further update t the Cmmittee as the planning prcess cntinues. 3. Highway 15 Crridr Intersectin Review The Manager f Transprtatin prvided a reprt n the Highway 15 Crridr Intersectin Review. The crridr review was initiated in respnse t the recent fatal cllisin at 32 Avenue and Highway 15 (176 Street). cmpleted in cperatin with the Ministry f Transprtatin and Infrastructure (MTI). The review examined the histry f cllisins bth at the intersectin itself as well as ther intersectins alng the crridr. The review als included an Advance Warning Flasher Warrant Assessment. Staff presented the cllisin histry at five selected intersectins alng Highway 15. The crash rates were cnsiderably less than verall average crash rates in the Fraser Valley and within the City. The MTI did a full traffic review at the intersectin f 32 Avenue and Highway 15 (176 Street) and the intersectin was cnsidered apprpriately safe and the signal was perating as intended the day f the fatal cllisin. Subsequent t the cllisin, the driver wh ran the red light at the intersectin died in hspital and there are indicatins that he may have been suffering frm an underlying medical cnditin that culd have cntributed t the cllisin. Based n the analysis and warrant review fr advance flashing lights, n further wrk is planned t be undertaken at this lcatin as a result f the cllisin. E. ITEMS REFERRED BY COUNCIL F.
