1 Specificatin fr Oxfrd t Cambridge Expressway Strategic Study 1. Intrductin The Oxfrd t Cambridge Expressway Study is a strategic study spnsred by the Department fr Transprt. The requirement fr this study was set ut in the first Rads Investment Strategy (RIS), published in December 2014, which annunced a prgramme f new Strategic Studies t explre ptins t address sme f the Strategic Rad Netwrk s large and cmplex challenges. The results f these highlevel studies will infrm the develpment f the next RIS. The Department fr Transprt has cmmissined Highways England t undertake the study n its behalf. This specificatin is fr the transprt-related technical and engineering advice, research and cnsultancy services required fr delivery f the Oxfrd t Cambridge Expressway Strategic Study. 2. Definitins Brain Belt : the brad ark t the Nrth f Lndn frm Didct Oxfrd Miltn Keynes Bedfrd Cambridge. Expressway: as defined in the RIS Investment Plan (p7), a cnsistently gd rad which is largely r entirely dual carriageway, with grade-separated junctins, giving mst users a mtrway-quality jurney. 3. Purpse f the Strategic Study The RIS Investment Plan published last year describes the purpse f this study as fllws, examine the case fr creating an Expressway t cnnect the twns and cities f the Brain Belt tgether. It will als lk at ther enhancements n existing rads alng the rute, including the A34 arund Oxfrd. The strategic aim f the Oxfrd t Cambridge Expressway Study is t cnsider ptins fr imprving cnnectivity between the twns and cities in the Brain Belt. It shuld identify and prvide an initial appraisal f the imprvements t the rad netwrk which can supprt the grwth in this area. Fr the better ptins, this will include preparatin f strategic utline business cases which can be cnsidered in develping future Rad Investment Strategies. Versin 1.0 Page 1 f 16 August 2015

Backgrund Transprt-related Technical and Engineering Advice Framewrk Sme f the fastest grwing twns in England are lcated in a belt t the nrth f Lndn, and imprved infrastructure can supprt the grwth f these twns, bringing wider ecnmic benefits t the UK as a whle. Hwever transprt cnnectins between cities such as Cambridge, Miltn Keynes and Oxfrd are ntably pr and create an artificial barrier between hubs f knwledge-based grwth. With better links between Oxfrd and Cambridge the synergies between these cities wuld be strnger. In turn, imprved cnnectins fr the cmmunities alngside this crridr culd further t drive grwth in ther twns alngside this rute, such as Bicester. Majr husing grwth is prpsed at Twcester (2750 hmes), Brackley (1900 hmes) and emplyment grwth is expected at Silverstne racing circuit (4000 jbs). Further East, the rute als bypasses St. Nets, where there are majr grwth prpsals, and Camburne, where cnsiderable grwth in husing and emplyment is planned. T the Suth, there are develpment pressures n the A34 in the Didct area (incrprating the Science Vale sites) and ther significant develpments at Oxfrd and Bicester twards the nrth f the A34 in Oxfrdshire. In ttal, the Suth East Midlands LEP alne is predicting almst 100,000 new huses and the creatin f 135,000 jbs in its area. The ther LEPs alng this rute are als predicting grwth in bth jbs (Oxfrd: 7,000, Thames Valley Berks: 15,000, Greater Cambridgeshire: 32,000) and hmes (Oxfrd: 16,000, Thames Valley Berks: 29,000, Greater Cambridgeshire: 35,000). Such develpments are likely t cngestin and subsequently increase traffic cngestin n the SRN in this area. Much f an Expressway thrughut this area culd be created thrugh imprving the existing rad netwrk. Hwever, there is a gap in the SRN between the M1 at Miltn Keynes and the M40 near Oxfrd: traffic travelling the 30 miles between the tw cities by dual carriageway has t take a 60 mile rute. Filling this gap shuld be the main fcus f this study. The current dual carriageway rute travels alng the A43 and a large prprtin f the junctins are nt grade separated. The shrtest rute alng majr A rads requires drivers t jurney alng a 16 mile single carriageway, the A421, which incrprates nly nn-graded junctins. On the Eastern side f the study area, delays and slw speeds are currently experienced at a number f pints, such as n the M40 at junctins 9 and 10, appraching the A421 n the A43 Nrth f Bicester and appraching the M4 n the A34 Suth f Oxfrd. There are plans t make technlgy imprvements t the A34 between the M4 and the M40 and make imprvements t the Oxfrd junctins n the A34 planned in the current Rad Perid. On the western side f the study area, the RIS investment plan cmmits t widening the A428 frm Caxtn Gibbet west f Cambridge t the Black Cat Rundabut at the junctin f the A1, which will create an Expressway frm Cambridge t Miltn Keynes. Hwever, there are a number f junctins and rads alng the rute between Miltn Keynes and Cambridge, which experience capacity issues. The junctin between the A1 and A421 at the Black Cat rundabut experiences severe and frequent cngestin and the A428 between the A1 and A1198 in Cambridgeshire is reliably and heavily cngested during peak perids. Imprvements t the A428, the A34 and the A14 have als been planned fr the current Rad perid. At Cambridge, the study will include Girtn Interchange, a cmplex and heavily-trafficked intersectin between the M11 mtrway, the A14 and A428 and an arterial rute int Cambridge. 3 The study area has three f the Tp 75 cllisin lcatins at M40 J9 (N 21), M1 J13 (N 52) and Black Cat Rundabut (N 69). There are als AQMAs alng the A421 arund Bedfrd and the A34 alng the Suthern by-pass in Oxfrd (als a Nise Imprtant Area). Details f specific areas f cultural and eclgical sensitivity fund alng the rute can be fund in Highways England s rute strategies. 5. Requirements The study will identify imprvements t the transprt netwrk in the Brain Belt t supprt grwth, the benefits, and impacts f imprving transprt; and will identify ptins that can feasibly be cnstructed. It will prvide a high-level assessment f the strategic, ecnmic, safety, envirnmental and peratinal perfrmance f each f these ptins. As set ut in the Transprt Investment and Ecnmic Perfrmance Reprt and the Department fr Transprt s respnse n Understanding and Valuing the Impacts f Transprt Investments, the study will need t reach an understanding n hw ptins impact n the lcal and reginal ecnmy. This includes understanding hw ptins: affect lcal labur markets, wages, emplyment and skill frmatin; What the impact wuld be n firms frm bringing them clser tgether, such as reduced csts f supply, greater c-peratin benefits, ecnmies f scale (agglmeratin benefits); whether there wuld be any land use changes and what that means; whether increased investment wuld likely t be brught int the regin and what frm that wuld take; t what degree impacts are truly additinal (particularly in light f planned imprvements t East-West rail in the area) and which areas/grups gain and lse. Related t this it will be imprtant t understand whether ptins have a negative impact n ther areas eg. reducing investment and grwth in thse areas Objectives The bjectives f the Oxfrd t Cambridge Expressway Strategic Study are t: assess and frm a preliminary strategic case fr imprving the transprt netwrk in the regin based n the strategic and ecnmic benefits; define the transprt bjectives that this nging study shuld seek t identify ptins fr; identify a lng-list f ptins which culd meet the transprt bjectives, and undertake a high level assessment f the ptential VfM, benefits and impacts f the different ptins using the Early Assessment Sifting Tl (EAST). shrt-list the better ptins t be carried frward. prepare a Strategic Outline Business Case fr the better ptin(s) fr cnsideratin in the develpment f future RIS Principles Delivery utputs have been explicitly designed arund Highways England s Prject Cntrl Framewrk (PCF), simplifying the prcess t submit the findings and pursue the findings t subsequent stages. At least ne ptin fr creating an Expressway, as defined in sectin 2, between Oxfrd and Cambridge shuld be identified. As required by Highways England s Licence, this study shuld nt exclude identifying additinal wrk which wuld achieve a higher specificatin expressway (eg that described in the RIS Strategic visin) where it might be pssible t reduce r eliminate lng-term csts r disruptin t the netwrk; all Expressway ptins shuld be cmpatible with the definitin f Expressway included in the Strategic Visin, shuld future imprvements be prpsed. 5 5.3. Wrk Required Research and cnsultancy is required t cmplete three key tasks which are set ut belw. The study will be reviewed at the end f each task t cnfirm the value f prceeding and review the scpe f the subsequent phases f wrk. Task 1 Review existing materials and prepare a preliminary strategic case fr transprt imprvements Objective: Review previus study wrk, ther relevant data, and current investment plans t understand current and anticipated future perfrmance and cnstraints f the transprt infrastructure (taking accunt f cmmitted future imprvements), and prepare a preliminary strategic case fr cnsidering further investment t the transprt netwrk in and arund the Brain Belt. Task specific requirements and instructins: This review shuld cnsider the apprach set ut in Steps 1 t 3 f DfT s 2014 publicatin Transprt Analysis Guidance: The Transprt Appraisal Prcess Further guidance n preparatin f a Strategic Case can be fund at dft-transprt-business-case.pdf The Cnsultant will summarise the evidence and infrmatin btained t reach a preliminary view n the strategic and macr-ecnmic benefits fr imprving the transprt crridr between the twns and cities f the Brain Belt. This will invlve referencing wider ecnmic evidence including the reginal ecnmy, labur markets and the current business envirnment in the regin and its sub-regins, cmmunity and scial factrs, and the impacts f the seaprts and airprts n transprt and trade. Existing transprt and traffic mdels will be identified and reviewed in the cntext f this study and any gaps in mdelling infrmatin will be reprted t Highways England. It is assumed that n additinal traffic mdelling will be required within the scpe f this study but the Cnsultant will advise if additinal mdelling is required t achieving study utcmes and, if this is the case, the implicatins n the timetable fr and cst f the study. Deliverables: Initial reprt, based n the relevant sectins f a Strategic Case, t determine whether r nt an investment is needed in the transprt system within the study area, either nw r in the future. It shuld demnstrate the case fr change that is, a clear ratinale fr making investment; and strategic fit, hw an investment will further the aims and bjectives f the rganisatin(s). T include supprting annexes and datasets as required. Cmmence preparatin f an Optins Assessment Reprt (PCF Prduct), cvering Steps 1 t 3. A Prduct Checklist (PCF Prduct) will be prduced t track the prgress being made n each PCF Prduct. Task specific requirements and instructins: This review shuld cnsider the apprach set ut in Steps 4a t 5 f DfT s 2014 publicatin Transprt Analysis Guidance: The Transprt Appraisal Prcess The identificatin f a lng-list f pssible transprt imprvements shuld build upn wrk dne in previus studies and identifying any additinal ptins wrthy f further cnsideratin. It is assumed that between eight and ten ptins will be identified at this stage althugh the Cnsultant will advise Highways England if it believes that a greater r lesser number f ptins shuld be lng-listed. Rad imprvements are nt limited t enhancements f the existing strategic rad netwrk. Imprvements t lcal rads r the cnsideratin f building new rads are nt excluded frm the scpe f this study. In additin t ne r mre Expressway ptins, ptential ptins using ther mdes must be cnsidered. Deliverables: Add t the Optins Assessment Reprt (PCF Prduct), started in Task 1 cvering Steps 4a t 5. Cnsideratin f air quality effects f the ptins is required and will need t g beynd the apprach utlined in EAST, but shuld make use f available infrmatin and n mdelling is expected. Air quality as a cnstraint t the deliverability r delivery timescale f the ptins shuld als be identified. Task specific requirements and instructins: Further guidance n preparatin f a Strategic Outline Business Case can be fund at dft-transprt-business-case.pdf The Cnsultant shuld appraise transprt benefits using the WebTAG methdlgy and wider ecnmic benefits using an apprach cnsistent with the apprach utlined in Transprt Investment and Ecnmic Perfrmance Reprt 1 and the Department fr Transprt s respnse tgether with Understanding and Valuing the Impacts f Transprt Investments 2 in additin t the assessment methds required by Highways England s Prject Cntrls Framewrk (PCF) system. This shuld include an assessment f the impacts, benefits and csts f each transprt imprvement ptin, cnsidering its strategic and ecnmic case tgether with its effects n traffic and cngestin, rad safety, and the envirnment; cnsideratin f the impact f each ptin n lcal and reginal labur markets, wages, emplyment levels, and skills; n the cst f supply and n the benefits f greater cllabratin and ecnmies f scale; cnsideratin f the impact f each ptin n current and future land use and what this means t the lcal and reginal ecnmy as well as t the envirnment and cmmunities; cnsideratin f the cnsequences f the scheme in terms f increased investment in the regin and the mst likely frm which this wuld take; an assessment f the degree t which impacts and benefits are truly additinal and whether ptins will have a negative impact n ther areas in terms f reduced emplyment, investment and grwth; calculatin f the estimated cst f each ptin and the apprximate time fr its delivery, giving regard t any ptin that will be a Natinally-Significant Infrastructure Prject (NSIP) and will therefre be delivered under Planning Act 2008 pwers; and identifying the risks and pprtunities assciated with each ptin, including thse relating t the develpment prcess, cnstructin, cmmissining, peratin and use, maintenance, security and safety. The cnsultant will advise if it is nt pssible t develp full strategic utline business cases in the time, and set ut what level f detailed and rbust appraisal can be achieved within the timescale. If strategic utline business case level culd nt be reached in the time available, they shuld als dcument the further wrk necessary t develp prpsals t the stage t which Gvernment wuld be able t take an investment decisins Deliverables: Fr each f the shrt-listed better perfrming ptential ptins A Strategic Outline Business Case dcumenting the appraisal f the ptin and refining any assumptins made in the Optins Assessment Reprt. An Appraisal Specificatin Reprt (ASR) (PCF Prduct) will be prvided which will state hw the further appraisal wrk will be undertaken. An Order f Magnitude Estimate (PCF Prduct) is required t identify the csts incurred fr each f the ptins. An Appraisal Summary Table (PCF Prduct) is required t summarise the csts and benefits assciated with each f the ptins identified. An Investment Submissin (PCF Prduct) will be prduced t submit the evidence fr a PCF Stage 0 Gateway Review. An Envirnmental Assessment Reprt will be prduced which will identify the high level envirnmental risks and impacts as a result f each f the identified ptins. A Value Management Wrkshp Reprt (PCF Prduct) will be prduced which will summarise the pinins expressed by each appraisal discipline. 10 6. Study Gvernance The Oxfrd t Cambridge Expressway Strategic Study is being undertaken by Highways England. The Senir Respnsible Officer (SRO) fr the study is Len Ple, Plicy Advisr at the Department fr Transprt. Gvernance f the study will be prvided by the Central and Suthern Studies Prgramme Bard and the Oxfrd t Cambridge Expressway Prject Bard. The Prgramme Bard will set the verall directin f the study at each f its stages and will review and apprve the utputs f study wrk, and the Cnsultant will be expected t reprt t, and prvide infrmatin fr, this Bard. The Prgramme Bard will include representatives frm the Department fr Transprt and Highways England. There is n requirement fr cnsultant attendance at Prgramme Bard. The Prject Bard will prvide strategic versight t the study and will cnfirm that the terms f reference fr the study are being addressed in the delivery f the Services. It will be chaired by Len Ple, SRO fr the study and will include ther representatives frm the Department fr Transprt and Highways England. The Cnsultant s prject manager and prject directr will attend the Prject Bard, which will initially meet n a mnthly basis. Fr the purpses f preparing yur tender returns and fee estimates; assume Prgress and Prject Bard Meetings are t be held in Bedfrd. Gegraphic scpe The gegraphic scpe f the study will include the brad ark frm Didct Oxfrd Miltn Keynes Bedfrd Cambridge the A34 between the M4 and the M40 Girtn Interchange between the A428, A14 and M11 A map f the prpsed apprximate gegraphical scpe f the study is included at Figure 1 belw. Mdal scpe The study is primarily aimed at explring the case fr imprvements t the rad netwrk in the study area, but this shuld be in the cntext f prpsed prjects in ther mdes, eg the East-West Rail Link. 12 Rad imprvements are nt limited t enhancements f the existing strategic rad netwrk. Imprvements t lcal rads r the cnsideratin f building new rads are nt excluded frm the scpe f this study. This study must cnsider ptins fr imprving cnnectivity in the study area thrugh ther mdal ptins fr cmparisn with rad imprvements. Where there is the ptential fr ther mdal ptins t perfrm better in meeting transprt bjectives, the fit with lcal, reginal, natinal strategies, r key viability and acceptability criteria they shuld be taken frward. 9. Stakehlders There are a cmparatively large number f stakehlders with an interest in this study, ranging frm lcal authrities and Lcal Enterprise Partnerships t private businesses and trade assciatins and Envirnmental NGO s. Prir t the prcurement specified by this dcument, a list f key stakehlders fr the study has been prduced by the Department fr Transprt. The Department fr Transprt will retain verall respnsibility fr stakehlder relatinship management. A Stakehlder Reference Grup will be established by the Department fr Transprt. The Grup will be chaired by a representative frm the Department fr Transprt and will meet frm time t time during the study perid. The Grup will ensure that stakehlder views are understd and will give stakehlders the pprtunity t review and prvide feedback n study utputs and utcmes The Cnsultant shuld nt cst fr hsting stakehlder events r prducing materials; hwever, the Cnsultant shuld cst fr attending 4 N. Stakehlder reference grups s as t ensure that there is brad representatin f views and pinins in the study utputs and t supprt Highways England in the develpment and management f these. Fr the purpses f preparing yur tender returns and fee estimates, assume Stakehlder Reference Grups are t be held in Bedfrd. 10. Skills/Experience The Cnsultant shall have, r have access t, a full range f skills, experience and facilities needed t cver the scpe f this brief. The Cnsultant will manage any sub-cnsultants. The Cnsultant shuld als pssess: An understanding f Highways England business and plicy bjectives, and the strategies develped t supprt their delivery, Gd cmmunicatin, presentatin and reprt writing skills. The Cnsultant shuld als be able t demnstrate: Previus Strategy and Plicy Develpment fr the Highways England; Previus strategy and plicy develpment wrk fr ther strategic infrastructure authrities; Experience f majr strategic rad netwrk study wrk; Ecnmic Impact assessment using bth WebTAG and nn-webtag (HMT Green Bk / GVA) methdlgies. 13 The Cnsultant shuld als be able be able t initiate quickly, and be able t respnd t develpments and client requests during delivery f this high-level study. 11. Lcatin The Cnsultant will prvide the services required t deliver this study frm its wn ffices within the United Kingdm but will be required t attend meetings and wrkshps at the ffices f Highways England and at ther lcatins in England frm time t time at the request f the client and t perfrm its duties under the Cntract. 12. Timescales A wrk prgramme and initial Cnsultant s Mnthly Reprt is t be submitted within 2 weeks f the award f this cntract. All tasks are t be cmpleted by 30 Nvember 2016, with specific milestnes t be agreed with the Highways England Prject Manager. The Cnsultant shall submit a Cnsultant s Mnthly Reprt t reach the Prject Spnsr n later than the penultimate wrking day f each mnth. The Reprt template will be prvided. The final cntract reprting and invicing shuld be cmpleted by 31 December Evaluatin Criteria The Cnsultant shall submit utline prpsals (nt mre than 5 pages, 10 sides f A4) f the methd and apprach fr carrying ut the wrk tgether with an utline prgramme shwing all the key activities invlved and clearly stating any caveats r exceptins. The Cnsultant shall submit mnthly spend prfiles fr each phase f wrk with his tender which shall relate t the submitted prgramme f wrk. Tenderers are t prvide details f the prject team with a shrt summary f their experience and suitability t undertake this wrk. The quality f the tender will be evaluated using the fllwing criteria: Tenders will be scred n an apprpriate scale, the matrix belw shws scres n a scale f 1 10, with a scre f 5 representing an acceptable level. The assessment panel will use the marking system as shwn belw, t award marks fr apprach r evidence, as relevant t the sub-criteria in the fllwing table. Additinal sub-criteria may be added under the primary criteria headings, if there are particular attributes that need t be assessed, althugh the framewrk bard recmmends that these are kept t a minimum. Scre Reasn Mark Weak Acceptable The prpsed apprach fails t demnstrate an adequate understanding f the prject bjectives and fails t address adequately the risk management issues. There is little evidence that the prpsed apprach has been influenced by experience n ther prjects. The prpsed apprach demnstrates an adequate understanding f the prject bjectives; it addresses the success factrs and risk management issues t an acceptable standard.
