Leading Local Government Service Providers to showcase sustainability and financial management solutions Over the past few years there has been an ever increasing focus on sustainability and financial management. This in turn has resulted in increased pressure on local governments to find more efficient and cost effective solutions to address the increased demand for better information and improved outcomes. The level of sophistication and complexity of information needs and understanding has also increased incrementally. This in turn has resulted in increased demands placed on small to medium sized local governments who have limited resources. To help these councils a number of leading service providers have been brought together to provide expert insight on some of the more complex asset and financial management issues. The showcase will highlight a range of pragmatic and cost effective solutions to these challenges and provide the opportunity to network with others trying to deal with the same issues. These valuations are required to be valued under the Australian Accounting Standards and APV's expertise and performance stands out from all other suppliers. APV has led in the provision of advice regarding AASB13 and also authored CPA Australia's guide to the valuation and depreciation of public sector assets. This session will provide a debrief on the first time adoption of AASB13, revisit some key concepts of AASB116 (with a bit of a focus on landfills) as well as look at emerging technologies that are about to significantly reduce the cost of undertaking valuations and potentially will also lead to significant reductions in annual depreciation. David Edgerton FCPA (Director of APV Valuers and Asset Management). David is nationally recognised as the leading expert in valuation and depreciation of public sector assets. He Chairs the Australian Asset Management Collaborative Group (AAMCoG) and authored the 2013 CPA Australia guide to valuation and depreciation of public sector assets. Genesis Accounting is a firm of Chartered Accountants that has specialised in providing GST and FBT consulting services to local government. The practice has been heavily involved in preparing ATO Division 81 fees and charges rulings for over 230 councils in NSW, Queensland, WA and Victoria. The other major project has been seeking refunds of overpaid GST on property transactions. The backbone of the firm s work is preparing advice to councils on one off transactions and preparing ruling applications dealing with GST, FBT and fuel tax credit issues. GST training days are also conducted and deal with everything from new staff unfamiliar with GST to advanced topics dealing with property, grants, joint ventures and a variety of specialty topics. This session will focus on three main areas - The new rules on council real property asset sales, attitude of the ATO to refund claims of overpaid GST. Should council sell its vehicle fleet? Pros and cons. What is the alternative - pay allowances or package novated leases. Impact on employee superannuation. The new Div 142 law applicable from 1 June 2014 to prevent GST refunds to councils, even for mistakes. Pat McCarthy is a Chartered Accountant with a background in income tax consulting. Since 1999 he has specialised in GST and FBT consulting to the local government industry. Pat has conducted over 100 training days and prepared around 50 GST and FBT ATO private rulings dealing with a wide range of subjects.

Especially relevant to regional Councils, the techniques that work on the coast may not produce the same results if applied to inland areas. In a case of walk before you can run the presenter will explain the necessary decision making steps leading to successful and cost effective projects. Ross Lawrence has been active in the solid waste and contaminated land fields for over 10 years now. Ross commenced his new career with employment as a technical officer on a regional solid waste management strategy and then furthered his interest in contaminated land, working for a private consultancy based in Brisbane but working across the east coast of Australia and in South East Asia Paul Smith is an Environmental Scientist and Hydrogeologist with over 30 years of experience in generating resultsoriented technical advice. Paul has managed and contributed to environmental investigations and monitoring programs on more than 400 sites across Australia and Southeast Asia. He has conducted projects on a wide range of sites including power stations, coal mines, gold mines, general industrial sites, commercial premises, rural properties, landfills, feedlots, abattoirs, hazardous waste facilities, contaminated sites and sewerage treatment plants. NCS Chameleon is a software and services supplier, specialising in the development and support of the MagiQ (pronounced Magic) ERP suite of applications.
