TCIL is a world-reputed organization for providing turnkey solution from concept to commissioning in the field of IT, telecommunications, solar and other relevant technical areas and sectors. TCIL has successfully completed a number of IT, Telecom, Civil, Solar and consultancy and infrastructure projects throughout the world in last 37 years period. TCIL intends to participate in the said tender published by Gujarat Government to set-up and manage Information Communication Technology System (ICTS) infrastructure at State Emergency Operations Centre, Gandhinagar for Gujarat State Disaster Management Authority. In this regards TCIL is looking for a partner/s who has prior experience of similar work & willing to work with TCIL on exclusive basis and back to back terms & conditions ( technical & commercial) may submit their offer latest by 27 th July, 2015 upto 1500 hrs. All payment terms will be on back to back basis. The bidders may submit the expression of interest for either or all of the following 4 categories namely:- 1. CATEGORY-1: Infrastructure for SEOC and Call Center setup. 2. CATEGORY -2: Incident Management System. 3. CATEGORY-3: Design, supply, installation, testing & commissioning, operation, maintenance of Early Warning Dissemination System (EWDS). 4. CATEGORY-4: Design, supply, installation, testing & commissioning, operation, maintenance o f Emergency Communication System (Unified Communications).
Scope of work sought from the pre-bid tie-up partners is 1. CATEGORY-1: SYSTEM INTEGRATOR- Infrastructure for SEOC and Call centre. I. State Emergency Operations Centre at Gandhinagar a. Smart Screen i. Large Display Screen for projection of 1. Data / Maps 2. Incident Management System 3. Digital Maps of disaster areas with GIS based data etc. 4. TV news channels 5. Video Footage from Disaster Sites ii. Work Stations iii. Integration with communication channels b. Work Stations i. Approx. 40 with dual display ii. Integration with IMS iii. One telephone with visual buzzer iv. Data Communication Connections (CCTV, Internet, Satellite Network etc.) v. Connectivity with PA system vi. Printer (Shared heavy duty network printer with colour printing) II. Maintenance of existing Infrastructure It shall be the responsibility of the selected bidder to maintain the performance of existing infrastructure pertaining to this project and its operations III. Call Centre The scope includes the following responsibilities of the bidder:- One 24X7 desk to take call for disaster helpline through Emergency Number. Help desk application for managing calls &providing information to help desk agents guided by IMS. Public user on mobile/landline etc. To report abnormal Incident SEOC ICT agents attend calls, note down location, Contact details and abnormal Incident Description. Call to Govt. Agencies available on PSTN, Radio, Satellite Phones and Report about the Incident.
TEAM MEMBERS TO BE PROPOSED (Category-1) 1) PROJECT MANAGER The person should have minimum technical qualification of BE / B. Tech / MCA 2) Technical Team Leader - IT Experts including security -Communication experts The person should have an overall experience of 10 years and above working in software implementation for Government projects. - Should possess a minimum educational qualification of BE / B. Tech (in Computer Science/ IT) or MCA - The person should have an overall experience of 10 years out of which minimum 5 years and above experience in relevant technology. 3) Domain Expert - Network admin - System admin - VSAT network in-charge - Audio Video systems manager - Facility engineer - Graduation in any stream or equivalent (preferable in relevant stream). - The person should have an overall experience of 5-10 years and above working in similar projects. - Should have excellent understanding of the core functions. 2.
