Dear Sir/Madam, 1. Letters for Expression of interest are invited from qualified and experienced consulting firms who wish to undertake Consultancy services as Application Development Agency for the Design, Development, Deployment, Maintenance and Support for a Comprehensive Management Information System for the National Rural Livelihoods Mission to National Rural Livelihood Mission (NRLM), Ministry of Rural Development (MoRD), Government of India under the National Rural Livelihoods Project (NRLP). 2. Background: NRLM aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial and selected public services. Towards this purpose, the Government of India has availed a Credit from International Development Association and the International Bank for Reconstruction and Development for the National Rural Livelihoods Project (NRLP) which aims to support the National Rural Livelihoods Mission (NRLM). The Government of India intends to apply a portion of the proceeds of this loan to finance the above Consultancy Services. 3. The objectives of the Consultancy Services which will be carried out are: To develop a comprehensive GIS interlinked web enabled National MIS platform to (i) track implementation of various program components at central, state and district levels, (ii) track funds flow from the central to the states and district units of NRLM, (iii) monitor all interface transactions between the central and the state units, (iv) monitor expenditure inherent to the this centre-state interface, and (v) facilitate informed decision making and usability at all levels. i.e.,village, Panchayat, Block, District, State and the Centre. (vi) integrate with existing applications already developed in Andhra Pradesh, Kerala, TamilNadu and Bihar. (vii) Integrate with the MIS for Swarnajayanthi Gram SwarozgarYojana (SGSY) at the Ministry of Rural Development 1. 1 A collaborative application life cycle management framework encompassing requirements management, architecture management, change and software configuration Management, quality management and build and deployment management would be established by the TSA for the existing application silos like SGSY, rural livelihoods initiatives in Andhra Pradesh, Kerala, Bihar and Tamil Nadu.The application development process for the MIS should integrate with this framework.

2 4. The expected outputs /key activities of the consultancy services are: I. Stock Taking and Requirements Gathering a. Stock taking of existing MIS: The consultant will lead consultations with the six States (Andhra Pradesh, Bihar, Kerala and Tamil Nadu where MIS for Rural Livelihoods Project is already implemented and two other states where MIS for Schemes of Ministry of Rural Development is implemented). These consultations would specifically determine what ICT systems are already in place and collect all details of the hardware, software, application, process workflows, service levels, technical details, interface points etc. Also engage with all relevant internal and external ICT vendors to understand the existing and mandatory policies, procedures and standards that will affect the design and development. Further the data sharing frameworks for these applications and specific re-engineering requirements for ensuring their interoperability and integration with enrlms. b. Consultations: The consultant will gather requirements from all internal and external stake holders including other line ministries identified by the MoRD, UIDAI, Planning Commission, Controller General of Accounts (CGA), RBI, Commercial Banks, etc. The consultations with UIDAI in particular will focus on understanding as to how the MIS system will interface with the platform of the UIDAI/National Population Registry for all authentication and other activities. c. Requirements gathering: The consultant will conduct a study to understand the information needs at all levels. This would broadly include: i. Program Design: Understanding the various components, organizational structure and management levels of NRLM ii. Information Needs: Identifying the information needs of NMMU, SMMU, CBOs, and other key stakeholders for effective decision making iii. Information flows: Understanding the origins of information, and determine the information flow and target/destination of information iv. Key Performance Indicators: Identification of indicators for performance measurement of the program v. Reports: The requirements should include standard and customizable reports covering all analytical reports, graphic analysis, GIS maps and online queries for addressing the decision making, monitoring and reporting needs across all user levels vi. Data quality framework: Establishing a data quality framework covering modeling of existing data, defining the quality attributes, evaluating existing data quality levels, determine data quality priorities and identify remedies. vii. Infrastructure availability: Study infrastructure availability (Broadband, mobile connectivity etc) to come up with infrastructure plan and mode of data transmission and communication viii. Work load: Estimate concurrent users for various modules, locations to workout load on system ix. Integration: Also engage with other ICT Vendors designing the web portal, intranet, the GIS maps etc. in order to define the pertinent interface points.

3 x. Migration Strategy: Study existing systems and databases to plan migration strategy for rollout xi. Capability Assessment: Assess capability of existing manpower at state, district, cluster and village level to understand reality and plan UI interfaces and training plan. xii. Documentation: All user requirements will be documented in a collaborative environment as process flow diagrams, user interface sketches and story boards, use cases and presented for review and approval. A common vocabulary and an integrated glossary would be also established. d. Liaison with the World Bank: The consultant will liaise with sub teams within the World Bank Task Team supporting various aspects of the program and seek technical inputs II. Design of MIS Application a. Options: The consultant will propose suitable solutions for a scalable and modular MIS system along with alternative options of overall architecture, based on the feedback and learning from the State-MIS already implemented. The options along with pros and cons will particularly relate to (i) build vs. buy options for application packages, (ii) central vs. decentralized application design and (iii) available technologies and platforms and their comparison b. Database Design: Present database design options detailing staging, integration and access layers i. Interfaces: Highlighting interfacing requirements other centre/state level application databases and method in particular to UIDAI, CPSMS,NIC, etc. and third party solutions Web-site/Portal etc. ii. Data management: Methods and frequency of synchronizing including back-up and data purging policies etc. iii. Data integrity: Check totals and validation checks for every data entry, data transformation, alerts/escalations for enforcing data discipline and maintaining transaction audit trail iv. Data warehousing reporting Tools: Define data warehouse tool requirements on database types and query/reporting requirements including their frequency and distribution list, availability on reports portal, etc. c. UID interface, front-end support devices and application packages: Describe UI interfaces in detail for use by different users/parties that also enable support for regional languages for State level MIS. Similarly define protocols for supporting input devices like net-books, mobiles, kiosks and including UID/NPR enabled transaction platforms. This would also include application packages like system software, etc. d. Data centre and hardware aspects: Recommend hardware sizing and configuration, networking specifications taking into account the number. of concurrent users, desired response time, database sizes etc. This includes definition of back end servers, data storage/volumes, network equipment, connectivity and peripherals. Also define physical security requirements. e. Hosting requirements: Define the hosting needs along with connectivity options for high availability of the system and networking and bandwidth requirements. f. Business and legal aspects: Define business and licensing issues for external application vendors to utilize the ICT platform when built to offer services

Change Management Plan: Identify the organizational change requirements relating to infrastructure upgrade, process reengineering, skills upgrade, compliance etc.and define a change management plan. Suggest change management procedures associated with enhancement or modification of system components that have already been deployed. Reengineering requirements, if any must also be highlighted based on best practices. h. Implementation Framework: Develop a comprehensive governance framework that define, inter-alia the following aspects: i. Work processes: All relevant processes required by stake holders to utilize this platform including operational work flows and associated procedures integrated with the centralised requirement management framework. ii. Data staging, integration and access: All processes associated with data capture, data migration and data conversion. In case of decentralized/distributed databases define processes associated with data synchronization integrated with the data quality management framework. iii. Data security: Define security metrics and develop policies and procedures for information security including the processes associated with external party interfaces or third party support along with the relevant service levels iv. Risk management: Data management plan, security options for the system and access control, business continuity (BC) and disaster recovery (DR) processes v. Compliance and checks: Develop protocol for period checks, including third party audits for compliance and risk control i. SRS Documentation: Define and document in detail process required for building and using the MIS system document and present the design solution for review and approval III. Development of MIS Application a. Software development: Present a description of the architectural design and overall development plan for the proposed comprehensive MIS application. Periodically present prototypes and application samples along with sample reports and progress reports and for review by NMMU and feedback during development. An agile software application development approach shall be followed to promote collaboration, and process adaptability throughout the entire life cycle. b. Software testing: Design test cases for all levels of testing and furnish them along with test results and test data for review by NMMU team. Complete traceability of the test cases up to the requirements should be established through a Requirement Trace Matrix. The test protocols will involve: i. Functional testing ii. System testing iii. Performance testing iv. Usability testing v. Feedback mechanism (to capture impact details from key stake holders. vi. Apart from this a complete third party testing of the application covering a,b and c should be also done c. Training and Capacity Building Plan: Prepare detailed training and capacity building plan for the users, implementation agencies, etc.: i. Training plan: Develop training plan based on assessment of skill-gap analysis of NMMU/SMMU staff (during requirement gather stage). Requirement for training

5 ii. iii. will be assessed with the focus on end-user services and responsiveness Training modules: Develop curriculum and courseware for variety of training modes like web based video libraries, self-learning, instructor led training etc. consultant should also list out the mode and associated infrastructure needs for successfully delivering the trainings for trainers, ICT staff, data entry agency, help desk and users, Manuals: Develop operations manuals including implementation and rollout plan, user manuals, training manuals and aids, etc. This will also include comprehensive process guidelines for rollout by third party implementers IV. Implementation The consultant would be responsible for implementation of comprehensive MIS at the Centre and in at least 2 states (to be decided by NRLM). In doing so, the consultant will undertake the following tasks: a. Roll out plan: The consultant will list out different work packages required along with their inter-dependencies and prepare a comprehensive rollout plan in consultation with NMMU/SMMU for pilot implementation and phased implementation. The roll out of the system will be planned to various units, departments and geographical locations. b. Validity checks and data migration: The consultant will validate setup of Hardware, software, network, connectivity, and tools as outlined by them. Likewise consultant will integrate the existing applications at Central and State levels and carry out the data migration (for states with existing MISs) along with data cleansing/validation and system testing on migrated data. c. Onsite performance testing: The consultant will carry out system setup and on-site performance testing. On successful testing the consultant will develop stabilization criteria and prepare a handover plan. d. Field implementation support: The consultant will provide implementation support at the centre and the select states for a minimum period of two years till the system is stabilized. During this period, technical personnel will be placed on site and a central helpline will be provided for the two year period. A complete process document of the pilot implementation shall be prepared which should be used to create an installation manual. e. Transition and handover: The consultant will train the operations team at central and state levels. The consultant will provide complete details of the technical specifications, detailed design documents, list of third party tools used and licenses, source codes of all work packages/applications deployed, version control procedures, etc. f. Integration with the SIA: The consultant will work closely with the SIAs whose role is defined in 1.7(c). In the two select states where the consultant is responsible for MIS implementation the MIS implementation support shall be provided by the consultant. V. Maintenance & Support a. Warranty: The consultant will provide warranty support for agreed duration which will include bug fixing and enhancements, if any. The consultant will also define post implementation maintenance process for the MIS application and provide onsite/offsite support as per the defined service level agreement. b. Help line: The consultant will define guidelines and procedures for setting up helpdesk support and also provide online help within the application.

6 5. The consultants who are interested in being considered for this assignment should fulfill the following criteria: a. The consultant firm should have successful track record of designing, developing and supporting implementation of web-enabled MIS systems with effective Decision Support Systems (DSS) based on data warehousing and data mining technologies for at least 2 similar assignments with large World Bank/externally aided/goi/e-governance projects in India or abroad in past five years. b. The consultant firm should have a minimum annual turnover of Rs. 30 crores or more during last three years. c. The consultants firm should be SEI CMM level 3 certified with experience in designing and implementing integrated IT solutions like enterprise solutions, e-governance, e- Commerce and mobile applications, operating on multiple platforms for diverse clients in Government, industry, financial services and social sectors will be preferred. 6. The TOTAL duration of the Consultancy Services will be Two and a Half years, and it should begin in March/ April, Consultants may associate other Service Providers to complement their respective areas of qualifications/expertise, such that the agency can deliver management support to NRLM. 8. Consultants or associations of consultants, who are interested in being considered for the assignment, should submit information in the format indicated in the attachment to this letter for expression of interest. 7. Criteria for Evaluation of EOI The EOIs would be evaluated on the basis of the following criteria. I) Past Experience of the firm in the following areas: (i) Designing, developing and supporting implementation of web-enabled MIS systems with effective Decision Support Systems (DSS) based on data warehousing and data mining technologies for at least 2 similar assignments with large World Bank/externally aided/goi/e- Governance projects in India or abroad in past five years; (ii) Experience in designing and implementing integrated IT solutions like enterprise solutions, e-governance, e-commerce and mobile applications, operating on multiple platforms (with SEI CMM level 3 certification)

7 II) Financial Strength of the Consultant: Turnover figure of Last three years (at least 30 crore for each of the last three years) 8.
