The objective of this assignment is to recruit reputed local institute/it company to provide the project based course outline and course contents of the selected courses for the Fast Track Future Leader (FTFL) Program. The specific objectives of the assignment are following: Provide LICT existing elearning Platform compatible project based course outline & course contents of the selected courses (Enterprise Application Development Using J2EE, Application Development using Android, Network Administration, ERP System Integrator, Software Quality Assurance and Testing (SQAT), Industry Readiness Skills (C#, Java, Typing Tutor, Eclipse, Netbeans, Android SDK, Graphics Tools, Open ERP, HTML5, CSS3, JavaScript) and IT Industry Core Concepts (SMAC, Global Value Chain, Agile) Upload the course outline and course contents (text/images/audio/video) in to the LICT s elearning Platform. The duration of the consultancy service is estimated to be about one (1) Month and is expected to commence from October 2014. The Bangladesh Computer Council now invites eligible consulting firms ( Consultants ) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are as follows: a) Certificate of Incorporation/ Registration of consultants (firm) b) At least 2 years of software development experience for IT/ITES Industry; Experience in e-learning system development, delivery & maintenance. c) Availability of appropriate skills among staffs. d) Demonstrated capability in delivering projects with diversified technologies. e) Demonstrated capacity to handle such assignment in terms of resources. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications, but should mention whether the association is in the form of a Joint-Venture or of Sub-Consultancy. In the case of a joint venture, all members of such association should have real and well-defined inputs to the assignment and it is preferable to limit total number of firms including the associates to a maximum of three. Draft Terms of Reference (ToR) for Delivery of Project Based Course Outline & Course Contents for FTFL Training (National) 1. Background Bangladesh Computer Council (BCC) under the Ministry of Posts, Telecommunications & Information Technology (MoPTIT) has undertaken a project under an IDA credit titled "Leveraging Information and Communications Technologies (ICT) for Growth, Employment and Governance Project" to build globally competent human resources for the local IT/ITES industry. LICT project has provisions to build world class human resources to meet the demand of the IT/ITES Industry through its two flagship initiatives, as: (1) Top-Up IT Training program for 10,000 IT/Science graduates; and (2) Foundation Skills Training program for 20,000 fresh intakes for ITES Industry. Besides these two large activities by globally renowned training firms, LICT project has also a provision to develop around 4,000 fresh graduates following the spirit of the existing ICT internship program of the ICT division of the MoPTIT. LICT project had several interactions with the IT/ITES industry associations, industry opinion leaders and came up with the solution by redesigning the existing ICT Internship program. Both the IT/ITES Industry and the LICT project acknowledged the need of future leaders to accelerate the sustainable growth of IT/ITES Industry. Thus the Fast Track Future Leader (FTFL) program was born. FTFL is an innovative program to quickly build the professional capacity of the fresh graduates to take the future leadership of IT/ITES industry. LICT project has contacted several government training institutes, like: BPATC, Savar; BARD, Comilla; BIM, Dhaka; RDA, Bogra to impart the initial one-moth residential soft-skills and IT & IT Business Management core concepts training; and a part of the next two-months track specific specialized training.
Under this FTFL program, LICT will prepare industry ready fresh graduates in three different tracks: 1) IT Services (ITS) 2) IT Enabled Services (ITES), and 3) IT Support Services (ITSS). All the selected candidates of the FTFL program will get one month residential training in Soft Skills, IT & IT Business Management core concepts. After completion of one month residential training, the trainees will get two months track specific specialized training. ITS track trainees will get training in Software Development, Database Management and Network Administration. ITES track trainees will get training in Web User Experience with Graphic Design, Software Quality Assurance and Testing. ITSS track trainees will get training in Help Desk and IT System Support. Under the FTFL Program, LICT already developed course outline and course contents on the following courses: (1) SEO and Internet marketing, (2) Web User Experience Design, (3) ASP.NET MVC Web App Development, (4) Cloud Computing using Amazon Web Services, (5) PHP Laravel Framework Web App Development, (6) Unity 3D Game Development, (7) IT Support and Management, and (8) IT Business Management. But more courses are needed for the diversified skills requirements of the global IT/ITES Industry. So this assignment needs to develop additional ten course outlines and contents (as of now) for this ongoing FTFL program. 2. Develop project based course outline & course contents for 384 hours (48 days x 8 hours = 384 hours of course delivery including including theory and real world project assignment) on the selected courses listed below by following LICT provided approach and methodology: 1) Enterprise Application Development Using Java EE, 2) Application Development using Android, 3) TCP/IP Network Administration, 4) ERP System Integrator (using the OpenERP), 5) Software Quality and Testing, 6) Industry Readiness Skill of Programming Languages (C#, Java, PHP) 7) Industry Readiness Skill of Development Tools (Typing Tutor, Eclipse, Netbeans, Android SDK, Git, Trello), 8) Industry Readiness Skill of Web Application (HTML5, CSS3, JavaScript), 9) Industry Readiness Skill of Graphics Design (Photoshop, Illustrator) 10) IT Industry Core Concepts (SMAC - Social, Mobility, Analytics, & Cloud; Global Value Chain; Agile; Metrics & Budgeting) b. Upload developed outline and contents to LICT s e-learning system. c. Design each course contents comprised fundamental concepts and real world application development instructions. d. Deliver each course outline with required training conduct methodoloy, course title, course overview, learning outcome, list of topics, pre-requisites, learning activities, assessment scheme and required learning resources. 4. Required for 1 person-month effort. Course Content developer(s): Minimum 6 years of experience in a leadership role with a minimum BS in CS or relevant field; excellent understanding and knowledge of IT/ITES industry on course content development. Required for 10 person-months effort. Industry Curriculum Designer(s): Minimum 4 years of experience in a leadership role with a minimum BS in CS or relevant field; Excellent understanding and knowledge of IT/ITES industry in course designing for IT/ITES industry. Required for 5 person-month effort.
