1 Terms of Reference (TOR) Skills Enhancement Training Program - IT/ITES A. Background The Government of Bangladesh has received a Specific Investment Loan (SIL) from the International Development Association (IDA) under Private Sector Development Support Project (PSDSP) and intends to apply a portion of the proceeds of this SIL to eligible payments under the agreement. The Government of Bangladesh is keen to play a key role in the knowledge economy. Government is taking a number of steps to establish a competitive edge in terms of availability of skilled manpower and high quality infrastructure, for attracting investments in Information Technology (IT), IT enabled Services (ITES) and Hi-Tech Manufacturing sector in Bangladesh. The Government considers that IT/ITES will be a major growth opportunity into the future and is keen to significantly increase the levels of income and employment in the IT/ITES sector, by promoting local IT/ITES Industry to grow to mid/large size companies besides attracting reputed international companies to invest in the country. This sector can potentially create about 0.75 million jobs directly with a four time multiplier effect in the indirect jobs by 2021 and make a significant contribution to the GDP of the country. Bangladesh Hi-Tech Park Authority (BHTPA) with a mandate to develop Hi-Tech Park and IT Parks in the country, with first such Hi-Tech Park coming up at Kaliakoir, is to be developed on a Public Private Partnership on Design, Build, Finance, Own, Operate and Transfer (DBFOOT) basis on about 232 acres of land at Kaliakoir (KHTP), Gazipur, Dhaka, Bangladesh. The KHTP is expected to be a landmark facility with state of art facilities. Government has envisioned development of IT Villages with IT Parks at places such as Janata Tower, Jessore, Sylhet, Rajshahi and at such other identified locations under the Bangladesh Hi-Tech Parks Authority. Project Development Objectives: The Project Development Objective (PDO) is to facilitate investment in growth centres in the emerging manufacturing and services sectors of the economy with the aim of generating employment. Specifically, the project has three components: Capacity building of government institutions (including BEZA, BEPZA, BHTPA, and ERD) involved in the development of Hi-Tech Parks & economic zones (EZ) through TA; Public Investment Facility (PIF) to finance off-site, last-mile infrastructure to facilitate the licensing and development of private-sector led economic zones, starting with the Kaliakor Hi-Tech Park (KHTP) and extending to other zone projects. The Project will also meet resettlement compensation where applicable; Business linkages, product and process improvement of local firms supplying to or situated in the HTP /STP to build better linkages between firms within the zones and related suppliers by providing training, improving skills in the labor pool, quality standards and certification of local firms. In pursuit of the Business Linkages objective, BHTPA intends to enhance the skills of candidates for creating a readily employable workforce to be absorbed in the Information Technology (IT)

2 or IT Enabled Services (ITES) sector in order to increase employment and self-employment opportunities for the youth of Bangladesh, upgrade skills or achieve specific vendor certification for employees working in the IT/ITES Industry and to develop increased Freelancing community to participate in microwork on crowd sourcing platforms and promote the opportunities for employment in IT/ITES companies, the Bangladesh Hi-Tech Park Authority shall be supporting human resource development through the Skills Enhancement Training Program for better Employability. A. Statement of Objectives The main objective of the program is to: 1. Create a readily employable workforce to be absorbed in the IT/ITES sector by the Industry; 2. Increase self-employment opportunities for the youth of Bangladesh in the IT/IT Enabled Services sectors; 3. Upgrade skills of employees working in the IT/ITES Industry enabling its growth with better-qualified human resources; 4. Provide globally recognised vendor specific certification and training programs covering IT/ITES industry needs; 5. Develop increased Freelancing community to participate in microwork on crowd sourcing platforms; B. Eligibility Criteria (a) Training Institute: The Skill Enhancement Training Program will be made available in instructor led training and online mode. The eligibility of IT/ITES training institutions/universities as following conditions: 1. Core business information, training capability, company history, leadership, partnerships and collaborations. 2. Has experience in training on courses in the IT/ITES with experienced faculty. 3. Knowledge of the IT/ITES industry. 4. Detailed curricula, methodology and work plan to implement the training program 5. Trainers engaged for the program should be technically qualified with minimum five years experience of training delivery with excellent fluency in English language. 6. Institutes should have at least 2 years experience of training delivery. (b) Specialised Trainers IT/ITES: Qualified specialized trainers may also be considered by BHTPA on need basis. Selection of the specialised trainers will be based on qualification, area of specialization, certification, detailed CV indicating experience for the past 5 or more years, fluency in English, existing clients, teaching assignments, references, teaching methodology, curricula, work plan and venues for training. (c) Classroom Infrastructure and training tools/equipments required: 1. At least one Training room with necessary training equipments (projectors, white board, chairs, tables) to accommodate at least 20 students

3 2. At least one Computer lab with minimum 20 computers with legally licensed software, internet connection, head phone and microphone 3. Have online training facilities C. Scope of Services The training institute/university shall: Provide qualified trainers/experts to conduct the training. Provide quality training program which will enhance better employability skills of the candidates for the IT-ITES sector; Conduct own selection of graduates/diploma for the training program (member from BHTPA shall be present in the selection process) and explore ties/linkages with IT/ITES (BPO) companies (local and international) for placement/employment; Train a minimum of 100 candidates in a year through the skills enhancement training program; Trainer trainee ratio in any classroom for this program cannot exceed 1:20; The curriculum of the training program will focus on improving skills required as listed in Topics for Training at para E, should also develop good English Language capability. Provide quality training that will ensure maximum candidates getting employed in the IT/ITES (BPO) companies or become self employed in the sector, upgrade skills of employees from the IT/ITES Industry. Training duration shall be a maximum of 12 weeks. At least 30% Female participants should be encouraged. Ensure assessment and certification of students at the end of the training program; Post training, the training firm/institute shall ensure that 75% of the trained candidates are able to clear the assessment test out of which 67% of those passing the assessment test should be placed/employed in the IT/ITES companies or take up Freelancing in Micro-work i.e 50% of the trained candidates. Proof of such placement shall be provided to BHTPA. Ensure re-training of candidates not passing the assessment test at no additional cost. Support to Development of Kaliakoir Hi-Tech Park/IT Parks Project will provide the employee Skill Enhancement Training Program cost during the period commencing September 2014 till December D. Software Testing & Quality Assurance 17. Drupal 18. Essentials and Principles for Themeing in Magento Development 19. Graphics Design (District Level) 20. Networking (District Level) All course outline is in Annexure-I. Technical and financial proposal should be submitted in separate sealed envelope. E. Expected outcome Created gainful training leading to employment, self-employment for the youth through the program in the IT/ ITES industry and sector. Increased participation from Freelancers in Microwork on Crowdsourcing platforms. Ensured skilled employees in the IT/ITES firms enhancing the competency of firms. Ensured globally recognised vendor specific certification for candidates required for the IT/ITES industry in specific areas such as networking, project management, virtualisation, cloud computing, storage areas, microsoft, oracle etc. Trained at least 3000 persons (in the identified training institutes/universities) by December Trained and employed a minimum of 1500 graduates/diploma by December 2015 in IT/ITES companies and Freelancers on Microwork. Established special linkages with the local and international IT/ITES companies for facilitating placement of trained candidates. and Encouraged IT/ITES companies to set up their operations at the Hi-Tech/IT Parks in Bangladesh. General awareness raised on the IT/ITES (BPO) sector opportunities among students, parents and teachers. F. Reporting and Time Schedule The training institute/university shall carry out the tasks agreed upon and carry out its obligations under the agreement with due diligence, efficiency and economy in accordance with generally accepted norms, techniques and practices in project period The Training institute/university shall maintain database of candidates, monitor and audit the training delivery, prepare and submit reports on the progress to the Project Director. This report shall be given at the end of every training program. The training institute/university shall maintain database of candidates being placed post training.

5 For release of payment of tuition, the training institute/university shall submit duly signed attendance of the candidates, co-signed by trainer along with invoice/bills at the end of every month. For specific vendor certified training the Authority shall provide the agreed fee only after successful certification of the candidates. BHTPA shall coordinate, monitor and audit of the training efficacy for the entire period. The assignment is expected to start by September 2014 and the expected duration will be for 1 and half year. G. Facilities, Data, Information, Support The BHTPA will provide the following support: The training curriculum for each Topic for the Skills Enhancement Training Program will be agreed upon by BHTPA before undertaking the training. Information on candidates registered with BHTPA will be made available to the training firm/institutes. H. Cost of the Training: The cost will depend on the topics. The Authority will bear up 90% of the total cost for the training. Rest cost could be borne by the participants. I.
