3 Consultancy Services for preparing feasibility study for the setting up of a Tier 4 Compliant Data Centre for the Government of Mauritius 1.0 Introduction As the Government Data Centre hosts critical ICT Infrastructure that facilitate government operations and delivery of services to citizens and businesses, a modern, reliable, energy efficient, secure and fit-for-purpose Data Centre is necessary to provide high availability of government services and to have access to reliable capacity that meets the expected medium to long term Government Data Centre demand and also the ability to respond to changes in market conditions and organizational priorities 2.0 Objectives The objectives of developing the new Government Data Centre is to:- Save costs by eliminating the need for high infrastructure expenses and also provide an easy to use, cost efficient, flexible, dynamic and secure environment for Government data and information. Cater for the increasing storage and processing needs within the Government; Promote efficiency in the management of the servers and data centers across Government; Ensure the security of the Government information is harmonized and managed centrally For optimal use of the human capacity 3.0 Shortlisting of Consultant/Consulting firm The short-listing criteria are as follows: The consultant/consulting firm must o provide documentary evidence of legal entity and financial stability o demonstrate that it has experience and capacity to conduct feasibility study for the development of a Data Centre o show evidence of experience in undertaking similar work for a variety of clients such as Governments, and private sector players in large scale investments o show evidence of designing Data Centres in compliance with TIER 4 compliant data centre standard defined by Uptime Institute o show evidence of its human resource experience, capability and skills pertinent to the assignment 4.0 Duration of the Assignment The duration of the consultancy service is estimated to be about 4 (four) months from the signature of the contract. 5.0 Technical Feasibility a. The consultant/consulting firm shall assess the potential viability of the available sites for building a Data Centre b. The consultant/consulting firm shall assess the natural disaster risks, manmade disaster risks and adequacy of infrastructure facilities of the location (Communication, Power, Utilities, Network Connectivity, telecommunication facility, etc.) and shall suggest mitigation plan for the identified risks

4 c. Identify the constraints and strategic advantages of the site, adequacy of space for the project s present and future needs d. Identify the critical issues to be addressed and proposed a detailed plan to develop the site to make it suitable for the project e. The consultant/consulting firm shall determine capacity requirement and submit a detailed design for a Tier-4 compliant certified data centre, specifying the critical components of the system and ensure that the data centre has flexibility and scalability f. Generate detailed specifications of machineries and equipment, cost estimation and method of budget allocation, etc. g. The consultant/consulting firm shall develop a comprehensive design of the building structure, size, floor layout, electrical system design, mechanical design, power supply alternatives, etc. h. The consultant/consulting firm shall submit estimated cost of the project component wise and also recommend the schedule of the time frame and detailed implementation plan including the procurement plan for the project 6.0 Financial Feasibility The consultant/consulting firm shall submit a report on detailed financial feasibility analysis determining the amount of money required element wise as fixed cost and working capital (gross and net) to complete and render the project 7.0 In-depth feasibility The consultant/consulting firm shall be required to undertake a comprehensive and in-depth analysis study to assess the feasibility of the proposed organization structure to operate the Data Centre. Based on the above study, the consultant shall suggest: a. Mission, vision, objectives, guiding principles, functions, management structure, financial, economic and social cost/benefit viability as mentioned above b. Develop ICT based operational modalities including procedures, workflow for the operation of the proposed DC c. Prepare working manuals for the operation of the proposed DC d. Suggest manpower requirement based on the proposed organization structure e. Prepare drafts of required manuals and systems workflow charts of the proposed DC f. Suggest guideline for Risk Management, Internal control and compliance structure and auditing system, including ICT system audit and operational audit of the proposed DC. g. Suggest any other actions necessary for smooth operation and management of the proposed DC and its future expansion / diversification 8.0 Special Note The consultant/consulting firm should give maximum importance to energy efficiency propositions all the way of giving recommendations in the study. The consultant/consulting firm may, at the time of the EOI, suggest any improvement of the above TOR for more efficient and effective feasibility study. Different approaches / methodologies, if found more appropriate, may be considered to set up the proposed DC. 9.0 Clarifications/Further information Any clarifications/further information should be addressed in writing to the Chairperson, Departmental Tender Committee National Computer Board

Telephone: +(230) Fax : +(230) procurement@ncb.mu 10.0 Submission of applications for Expression of Interest The Expression of Interest including all documents shall be submitted in one original and 2 copies and shall be sealed in a single envelope with the following identification marks: EOI/GOC/06/2014 Consultancy Services for preparing feasibility study for the setting up of a Tier 4 Compliant Data Centre for the Government of Mauritius. The Expression of Interest should be addressed to: Executive Director of National Computer Board Attention: Chairperson, Departmental Tender Committee National Computer Board 7 th Floor, Stratton Court La Poudriere Street Port Louis Republic of Mauritius and deposited in the Tender Box at the abovementioned address not later than hrs(local time) on Monday 8 September Submission by fax or will not be considered Reservation National Computer Board reserves the right to accept or reject any application for Expression of Interest or to annul the whole exercise without thereby incurring any liability whatsoever to any firm submitting the Expression of Interest or to inform them of the grounds thereof.
