STATE UNIVERSITY OF NEW YORK UNIVERSITY AT BUFFALO 2015 CAMPUS STATEMENT The University at Buffalo Medical School was established in downtown Buffalo, New York in 1846. Later additional schools were added and the expanded University moved to its present South Campus site in 1926. In 1962, the private University of Buffalo (UB) joined SUNY to become the State University of New York at Buffalo. In the 1970s, the University expanded to the North Campus. Recently, UB has expanded its presence with the creation of a Downtown Campus located in conjunction with the Buffalo Niagara Medical Campus. The University at Buffalo occupies 233 buildings located throughout the area at a total of 11,092,428 gross square feet (GSF). The South Campus located on 152 acres in northeast Buffalo, occupies 44 owned buildings at 2,576,951 GSF with another 5 residential buildings at 466,024 GSF. The North Campus located on 1,192 acres three miles away in the Town of Amherst, occupies 59 owned buildings at 4,783,973 GSF with another 68 residential, leased or shared buildings at 2,169,116 GSF. The Downtown Campus occupies 6 owned buildings at 779,845 GSF with another 12 leased or shared buildings at 92,522 GSF. Additionally, at various off-campus locations there are 2 owned buildings at 2,505 GSF with another 37 residential, leased or shared buildings at 241,492 GSF. The 2011 Building Condition Assessment Survey (BCAS) update indicated that the 111 owned buildings have a total Current Replacement Value (CRV) of $4.2 billion and a deferred capital maintenance backlog of $239 million. The overall Facilities Condition Index (FCI) of 6% is good compared to an ideal FCI of 5%. However, it is noted that 69% of UB s total GSF was constructed prior to 1981 and is now greater than 30 years old. In addition, 15 of the buildings have a FCI between 6% and 9% and 20 buildings have a FCI between 12% and 32%. Many of these buildings are located on the South Campus and require a full building-wide restoration. One of these buildings (Hayes Hall) is presently undergoing such a restoration. UB is the largest and most comprehensive campus in the SUNY system with both a University Center and a Health Sciences Center. Enrollment in the fall of 2014 was 29,850 students with 19,831 undergraduates and 10,019 graduates and professionals in over 100 undergraduate degree programs, 205 master s degree programs, and 94 doctoral and professional degree programs. The University at Buffalo has become an important national research center with research money amounting to $360 million for fiscal year 2012 and an economic impact of $1.7 billion dollars per year in the region. The University Libraries are the largest and most comprehensive in the SUNY system, housing more than 3.6 million print volumes, as well as media, and special collections. The Libraries subscribe to 350 research databases and maintain over 97,000 full-text electronic journals. Planning for campus expansion through the master plan process has yielded significant infrastructure renewal needs. The Facilities Master Plan was completed and programmatic requirements have been established. Design has started for Capen/Talbert/Norton ( Heart of the Campus - HOTC) and Cooke/Hochstetter (College of Arts & Sciences). Funding has been approved for Townsend and Allen restoration and consultants procurement will proceed. These building renovations will include the renewal of aged building infrastructure and replacement of outdated teaching/learning space. Similar renovations in buildings such as Bell, Bonner and other engineering buildings will also address the aged infrastructures in these buildings. This effort has helped establish the Facilities Master Plan which will be used to construct our future critical maintenance and strategic initiative projects. Active capital improvements include significant investments in South Campus infrastructure to separate storm and sanitary sewers, start of site restoration and Hayes buildingwide restoration projects. When capital funds become available other planned projects include replacement and renovation of roofs, fire alarm systems, elevator upgrades, masonry repairs, roadway paving and the upgrade of various building MEP systems on the North and South Campuses. The start of the major site improvement projects on both campuses has been suspended and will be reactivated when State funding becomes available. The characterization study and design for decommissioning of the Cyclotron in Parker Hall has been started. Ongoing maintenance and operational issues will be addressed during the next year.
