3 Virginia Community College System (VCCS) 60% of undergraduate public college students in Virginia are enrolled at a community college. 262,444 students attending Virginia s Community Colleges this year in credit courses. 234,000 people participate in workforce training programs and services each year at Virginia s Community Colleges. More than 7,000,000 square feet of space in 220 buildings 23 colleges and 40 campus locations

5 VCCS Chancellor s Task Force on Environmental Sustainability Created February 2009 to specifically: Develop environmental sustainability priorities related to construction, renovation and the operation of facilities, doing so in a manner to recognize both related costs and potential savings and benefits; Identify opportunities to work with community partners to support and promote environmental sustainability; Recommend curricula enhancements and new workforce programs that respond to the growing green economy; Evaluate contracting procedures with a goal of implementing procurement practices that promote the use of technologies, products, and practices that are environmentally beneficial.

7 Academics and Workforce Development Through higher education programs and workforce initiatives, Virginia s Community Colleges have a long history of strengthening the economy and meeting the needs of the Commonwealth. Consistent with the System s mission, the VCCS must prepare its students, faculty and staff for the great shift towards developing a green economy. 8 Facilities Facilities have been the focus of environmentalists and conservationists for over 40 years. Green construction and operation practices offer a way to reduce the negative environmental impact of development while reducing annual operating costs. 9 Fiscal and Administrative Operations Colleges must look for ways to reduce costs and leverage resources more effectively. Sustainability can be a big part of the solution. Administrative Operations (Operating Green) Procurement (Supporting Green). Technology (Transforming Green)

10 Facilities Recommendations Conform to LEED silver or Green Globes two-globe standards. Develop a program for ensuring a healthy learning and work environment. Establish an effective Preventative Maintenance Program for building HVAC, electrical, and other equipment to optimize levels of energy efficiency. Establish a variety of transportation and parking options and incentives to reduce fuel consumption and carbon emissions. Numerous implementation strategies are included in the report.

11 VCCS vs. Individual Colleges Facilitating compliance with Executive Order 82, Greening of State Government, signed June 10, 2009: New buildings greater than 5,000 gross square feet in size, or renovations of such a building where the cost of renovation exceeds 50 % of the value of the building: shall meet DGS standards for energy performance and water conservation. shall conform to LEED silver or Green Globes two-globe standards Actual LEED or Green Globes certification, and specific credits pursued are at the discretion of each college.

18 NVCC Woodbridge Support Services Building 109 acre campus in Prince William County, VA 8,000-10,000 sf service building to used for vehicle storage To be designed by Perkins Eastman Minimally conditioned, one-story building Currently in the pre-design stage Design and construction schedules and delivery method are to be determined Pursuing LEED-NC v2.2 certification at the Certified level or higher

20 NVCC Woodbridge Support Services Building Vehicle washing station will require a settlement basin to control waste water run-off in addition to storm water management facilities. Great opportunities for water conservation Green roof proposed on low-slope portion of roof Volumes are intentionally narrow to allow daylight to reach all occupied interior spaces. 21 Commonalities Both buildings will be the first LEED buildings on each college s campus Following new Executive Order requirements, recommendations of the VCCS Chancellor s Task Force on Environmental Sustainability, and individual college priorities First cost a major concern -- will drive many of the decisions yet to be made Buildings will serve as demonstrations and proving grounds for each college campus

22 Next Steps for VCCS Construct and renovate additional green buildings across Virginia Implement green operations and maintenance strategies in stages Monitor progress college-wide and system-wide Revise guidelines as needed Meet new challenges of LEED v3 and other elevating standards Share successes and lessons learned
