Mr. Chairma ad members of the committee, thak you for the opportuity to update you o Towso Uiversity, Marylad s Metropolita Uiversity. Today I would like to share with you the achievemets we have made over the past year, as well as provide my thoughts o what the future holds. I 2009 we made marked progress toward completig our strategic pla, Towso Uiversity 2010: Mappig the Future. The buzz surroudig our uiversity cotiues to grow with each passig year. Yet alog with these accomplishmets have come sigificat challeges. Towso Uiversity is ot immue from the ecoomic turmoil beig felt throughout the State, the atio ad the world; however, i the face of cosiderable budget cuts Towso Uiversity remais committed to makig a affordable, accessible ad quality educatio a top priority for Marylad s citizes. May thaks to the Goveror ad the Geeral Assembly for their cotiued commitmet to higher educatio i Marylad. They have recogized that the Uiversity System of Marylad (USM) has a leadig role i helpig to move the State s ecoomy forward. Your ackowledgemet that the State s future success relies o a well-educated workforce is appreciated. Log before the curret ecoomic climate, Towso Uiversity has cosistetly delivered a workforce for a sigificat retur o the State s ivestmet. For the State s ivestmet of $5,069 per Full Time Equivalet (FTE) studet at Towso Uiversity i FY 2010, Marylad will receive more tha 4,500 graduates this sprig. These graduates become our State s urses, teachers, artists, scietists ad busiess professioals. They permeate the workforce of Marylad. Page 1

With ie guidig priciples, the comprehesive pla set a clear path for the uiversity ad raised awareess about Towso s sigificat value to the regio ad the State. The framework of the Towso Uiversity 2010 visio ot oly ecapsulates the major teets of metropolita uiversities, it also guides our decisios regardig academic programs, staff ad fiacial resources, capital projects, ad other major campus iitiatives. Over the past six years, the progress ad completio of 23 goals, 86 actio items ad coutless milestoes uder five major themes have bee closely evaluated with aual report cards ad a rigorous trackig system. As the pla culmiates this year we are proud of the sigificat accomplishmets Towso Uiversity has made to make our 2010 visio a reality. I 2004, Towso s erollmet was steady at 17,000 ad today as a State-desigated growth istitutio we are meetig icreased demads for educatio with a erollmet of 21,177. I 2004, the average GPA of a icomig freshma was 3.4 ad today it is 3.6. Sice 2004 we have added eight master s degrees, 13 professioal certificates, ad oe doctoral program (with the merger of the Baltimore Hebrew Istitute ito Towso Uiversity) to our curriculum. Today studets choose from 63 udergraduate majors, 44 master s programs, five doctoral programs ad 28 professioal certificate programs. This past fall we opeed the uiversity s first ew academic buildig i more tha thirty years, Phase I of the College of Liberal Arts Buildig. As we look forward to the ext pla ad the ext 10 years, we hope to build upo our success ad further advace the uiversity to a aspiratioal level of excellece i teacher educatio, applied research, workforce preparatio (especially i ursig ad the health professios), public service ad social well-beig that adheres to our urba-metropolita missio. Copig with the Fiacial Crisis While our commitmet to providig a quality, affordable ad accessible educatio to Marylad s citizes holds strog, Towso Uiversity is feelig the effects of scarce resources. Thus far i FY 2010 Towso Uiversity sustaied a $4.9 millio reductio i geeral fuds ad a $7.2 millio reductio i fud balace reserves. We uderstad the eed for Towso Uiversity to take a share of the burde withi the USM ad the State; however, we are cocered that if cuts of this magitude cotiue ito the future, much of what we have worked to accomplish will be reversed. Paired with the cuts already icurred i FY 2009, this year s reductios have jeopardized the quality of our academic programs, further compouded the challeges posed by beig a growth istitutio, ad reduced budgets targeted toward faculty recruitmet ad retetio ad studet erollmet. For example, i FY 2010 Towso Uiversity ot oly cotiued with a partial hirig freeze ad furlough program as we did last year, but also elimiated 23 vacat positios. This icluded six teure-track faculty positios, as well as staff positios i studet-focused areas such as Academic Advisig, the Career Ceter ad Cook Library. The uiversity was also required to elimiate approximately 40 part-time sectios, directly impactig accessibility ad time-to-degree. While the budget cuts are makig it challegig to accommodate a larger-thaever-before studet populatio of 21,177 studets, we are workig hard to apply soud maagemet ad fiacial practices that will help us to work creatively with our limited resources. For example, we cotiue to proactively seek areas of efficiecy, which is importat at all times, ot just durig difficult oes. The uiversity has placed severe restrictios o travel ad equipmet purchases, savig the campus more tha $1 millio. We have also moved to third party credit card processig, electroic tuitio billig ad electroic payroll statemets, all of which are savig Towso Uiversity cosiderable resources. Towso Uiversity is doig the best with what we have, but we must sustai our curret resources to maitai the preset level of service we provide to the State. To do more, icludig growth beyod our curret erollmet, will require additioal support. FY 2010 Budget Reductio Impacts Thus far i FY 2010 Towso Uiversity has sustaied $4.9 millio i cuts to operatig fuds, affectig the followig: 2,000 highly qualified freshme ad trasfers deied admissio $360,000 cut from fiacial aid available to studets 23 vacat positios elimiated, icludig 12 faculty positios ad 11 staff positios 11 positios froze 55 faculty positios behid i meetig our hirig eeds 40 part-time sectios elimiated 8,767 employee work days lost to furloughs $1.8 millio cut from operatig budgets Page 3

Erollmet Maagemet, Growth ad Mix TU Maitais Level Erollmet for First Time sice 2003 This fall marked the first semester i the past six years that Towso s erollmet growth target was zero, despite icreased demad by prospective studets. We were forced to maitai level erollmet at 21,177 studets, remaiig withi 0.03% of the previous year s erollmet of 21,111. I fall 2009, the uiversity tured away approximately 10,000 Towso Uiversity Erollmet Growth studets of which 2,000 were highly qualified 2003-2009 freshme ad trasfer applicats. Without the erollmet growth fudig iitiative provided i years past, Towso Uiversity caot absorb additioal studets because we caot hire the faculty ecessary to support a greater studet body. Therefore, we will ot grow i FY 2011, a secod year without growth; erollmet will remai at the 21,000 mark i the fall 2010 semester. Over the past several years, we complied with the State s ad the Board of Regets wishes ad grew by more tha 4,000 studets. I kow the o-growth model required this year ad ext are a temporary pause i Towso Uiversity s missio as a growth istitutio. Whe the ecoomy turs upward ad the erollmet growth fudig iitiative is restored, which I am cofidet will happe, we will stad ready to accommodate more studets. Towso Uiversity still plas to grow to 25,000 studets, just at a slower pace tha previously plaed. Curret projectios idicate that by 2018 Towso Uiversity s total erollmet, icludig satellite ceters ad olie offerigs, will be 25,000 studets. TU/Harford Commuity College Joit Veture Uderway For the past 12 years Towso Uiversity, Harford Commuity College (HCC) ad the Higher Educatio ad Coferece Ceter at HEAT have bee workig together to address the higher educatio eeds of Harford Couty residets. As BRAC professioals ad families relocate to the regio ad the populatio grows, the TU/HCC Educatioal Partership aims to provide the upper-level udergraduate educatio to the curret ad future residets of Harford Couty ad ortheast Marylad. I additio to cotiued operatios of Towso s programs at the HEAT Ceter, a ew Towso-operated educatioal facility o the HCC campus is beig plaed which will allow additioal udergraduate educatioal offerigs from iterested istitutios. Towso Uiversity curretly has 23 2+2 articulatio agreemets i place with HCC ad is movig forward to offer those programs to make the trasitio from HCC to Towso seamless for the studet. Page 4

Trimester Program Creatively Absorbs Growth The pilot trimester program was itroduced i respose to ad i support of the Board of Regets (BOR) Efficiecy ad Effectiveess iitiatives to support cotiued erollmet growth, maximize use of existig facilities ad resources, ad icrease program offerigs with a goal of decreasig time to degree. The Summer Trimester icreases istructioal capacity i areas of high workforce eeds, icludig health professios, STEM disciplies ad iformatio techology. It has bee highly successful i its secod year as erollmet grew by 8% with full-time studet erollmet growig 7.8%. I Jauary 2010 the BOR Efficiecy ad Effectiveess Committee agreed to exted the pilot two years through summer 2012. As we eter our third year this summer, our challege will be to seek permaet State fudig for this vital program beyod the pilot phase. Miority Performace Rates Cotiue to Outperform Rates for All Studets Towso Uiversity is ot oly committed to esurig that our campus reflects the diversity of the world aroud us, but also that every studet succeeds. Through targeted outreach programs, Towso is diversifyig our erollmet mix ad, most importatly, fosterig a urturig learig eviromet with a strog academic support system to esure success ad ease the trasitio from high school or twoyear colleges. The Freshma Trasitio program, lauched i partership with the Commuity College of Baltimore Couty (CCBC) i 2008, offers studets who Six-Year Graduatio Rate Towso Uiversity applied to Towso but just fell short of acceptace the opportuity to begi their educatioal program by takig CCBC courses, taught by CCBC faculty, o Towso Uiversity s campus. Participatig studets receive the same support services as Towso studets ad are ivited, but ot required, to live i residece halls. After takig 12 credits, studets with a cumulative GPA of 3.0 or above are eligible to trasfer to TU as a first-time freshma. Each year erollmet ad iterest grows, ad this year 152 studets are participatig i the Freshma Trasitio program. The Top Te Percet Scholars Program provides scholarships ad ogoig support to studets from Baltimore City ad Baltimore Couty public high schools who have completed a college preparatory curriculum ad graduated i the top te percet of their class. Nearly 800 Top Te Scholars have participated i this program. These studets are almost evely divided betwee Baltimore City high schools ad Baltimore Couty high schools. There is o achievemet gap at Towso Uiversity as it relates to graduatio ad retetio rates of Africa America studets. Towso Uiversity s Africa America six-year graduate rate of 69.9% exceeds the uiversity graduatio rate of 66.2%. The two-year retetio rate Avg. Erollmet Maagemet, Growth ad Mix, cotiued amog miority studets is 87.5 percet, which outscores the 83.7 percet two-year retetio rate for all Towso studets. Towso Uiversity s uique approach to elimiatig the achievemet gap is highly regarded ad produces results that exceed the performace of Towso s peer istitutios by more tha 20%. Fiacial Aid Icreases Ulikely i FY11 Despite Growig Studet Need Keepig Towso Uiversity fiacially accessible is a major priority, especially i the curret climate whe studets ad their families are fidig it icreasigly difficult to meet their academic expeses. Ivestig Istitutioal Fiacial Aid Except Athletics i higher educatio ofte goes beyod the use of a family s curret icome ad may ivolve home equity, savigs, ad private borrowig. I a ecoomic dowtur, these resources are ofte dimiished or o-existet. To maitai affordability ad reduce the eed for studet debt, Towso Uiversity icreased istitutioal eed-based aid by more tha $7.5 millio from FY 2004 to FY 2009, a icrease of 329%. Due to budget cuts i FY 2010 we were required to decrease this amout by $360,000, despite growig studet demad. The umber of full-time udergraduate degree cadidates who demostrated eed has icreased by 25% i the last two years. Curretly, 68% of full-time udergraduate studets receive fiacial aid. As a result, to keep pace with previous demad, estimates idicate we eed to icrease the amout of eed-based istitutioal aid available by 6.7% ($800,000) i the upcomig 2010-2011 academic year. However, due to budget reductios, a icrease is ot likely. I fact, Towso Uiversity may eed to reduce fiacial aid i FY 2011 by almost $1 millio, compromisig our accessibility to those i eed. Based o studet demad, estimates idicate fiacial aid eeds to be icreased i FY 2011; however, due to budget reductios, this may ot be possible. Page 6

Parterships Philosophy STEM Iitiatives Ecourage Miority ad Wome Participatio As Marylad s Metropolita Uiversity, parterships play a importat role i servig as a workforce egie for the State, promotig ecoomic developmet ad addressig social issues. Oe way we are doig so is by buildig the pipelie of K-12 studets who wat to pursue STEM careers. The recet itegratio of the Uiversity of Marylad Biotechology Istitute s Educatio ad Outreach program has also ehaced our efforts to parter with area schools to urture ad promote excitemet i mathematics ad sciece. The merger brought five positios to Towso, ad these idividuals will be dedicated to STEM outreach as part of the ewly created TU Ceter for STEM Excellece. By utilizig resources from the Natioal Sciece Foudatio, NASA, ad our ow Hackerma Academy of Sciece ad Mathematics, Towso is offerig i-demad programs i more tha 18 uiversity STEM iitiatives to ecourage more studets, particularly miorities ad wome, ito STEM majors. Towso Uiversity s Departmet of Chemistry still offers the oly Bachelor of Sciece program i Foresic Chemistry i the State of Marylad. Towso also developed the master s i Applied Iformatio Techology to address BRAC eeds i Harford Couty. Towso Uiversity is also preparig educators who ca teach STEM disciplies. Our faculty is implemetig a pla to triple the productio of STEM teachers ad computer iformatio sciece majors to meet workforce demads. Additioally, the 50,000-square-foot expasio ad 200,000-square-foot reovatio of Smith Hall, home to the Fisher College of Sciece ad Mathematics, will provide logawaited academic space that will icrease the college s academic capabilities. Nursig Erollmets Cotiue to Rise Erollmets i Towso Uiversity s Departmet of Nursig, a major producer of urses i the State, have see a steady icrease over the last four years amog ursig majors ad pre-majors. Udergraduate ursig erollmet has rise from 565 i fall 2004 to 828 i fall 2009. Towso Uiversity cotiues to address the shortage of urses i the regio by expadig our programs to commuity colleges i Baltimore City, Hagerstow ad Ae Arudel, Harford, Motgomery, ad Price George s couties. By lauchig The 24th Black Egieer of the Year STEM Coferece amed Towso Uiversity to its 2010 Most Admired Compaies i Research Sciece. The list represets a full array of employers that are workig i critical areas of U.S. health care, agriculture, educatio, govermet ad idustry. Page 7

Our College of Educatio s outreach ad leadership i Baltimore City s Cherry Hill Learig Zoe iitiative cotiue to pay off with may successful programs i partership with parets, civic leaders, small busiesses, ad the clergy. For example, Towso Uiversity s Huma Resources Departmet cotiues to host workshops ad semiars to develop iterview skills ad professioal resumes for juiors ad seiors at Southside Academy. The award-wiig Professioal Developmet School (PDS) Network made up of more tha 110 schools cotiues to receive atioal attetio for its hadso approach to deliverig traiig i the classroom ad guidace from experieced metor teachers. Resources for Success More Faculty Hires Needed to Hadle Erollmet Demads As I metioed before, resources are essetial to our success. Istitutioal ad studet growth is oly possible with parallel growth i resources. Perhaps the most importat resource to our studets success is a solid body of faculty members, guidig studets o their educatioal jourey to a degree. Towso Uiversity prides itself o a hallmark phrase that we ofte hear: big campus with a small feel. Much of this setimet ca be attributed to our ability to offer classes of reasoable size i which studets ad faculty get to kow each other eve after years of uprecedeted erollmet growth. Sice 2005, we have hired 298 full-time ad 123 part-time faculty members. However, due to curret budget restraits we are ow 55 positios behid i meetig our hirig eeds. O top of this, our fulltime faculty members are stretched thi with their expaded teachig, advisig, metorig ad research resposibilities. For this reaso our reliace o part-time ad adjuct faculty to take o course loads is expadig. As a result, our studet to faculty ratio is i jeopardy as class sectios are combied to meet demad. Page 9

Towso Uiversity recetly completed a five-year update to our campus master pla that lays out the uiversity s framework ad log-term visio for addressig erollmet growth. Uaimously approved i October 2009 by the Board of Regets, the master pla s strategies ad priciples will guide the uiversity through umerous chages, icludig the completio of the College of Liberal Arts project, which will be the largest academic buildig ever o campus; ew residece halls, a studet ceter ad a garage i the residetial West Village sector of campus; ad a reovated athletics area to ame a few. Towso Uiversity is goig smoke free August 1, 2010 TU to be First Smoke-Free Four- Year Istitutio i Marylad The overall studet experiece is critical to studet success, ad Towso Uiversity has made large strides i studet ivolvemet beyod the classroom. O August 1, 2010 Towso Uiversity will become the first four-year istitutio i the State of Marylad to eforce a campus-wide smoke-free policy. The policy aims to reduce the health risks associated with exposure to secodhad smoke, reduce health costs associated with smokig, ad esure that all members of the campus commuity have access to clea air. The policy was developed i sprig 2008 with iput from the Studet Govermet Associatio, Uiversity Residece Govermet, Towso Uiversity Staff Coucil, ad Uiversity Seate ad desigates all property owed ad operated by Towso Uiversity as smoke-free. I preparatio for the smoke-free switch, the Towso Uiversity Dowell Health Ceter will provide free idividual smokig cessatio assessmets ad smokig cessatio classes i partership with the Baltimore Couty Departmet of Health. All smokig cessatio services are available for studets, faculty ad staff. Free icotie replacemet therapies are also available through the Dowell Health Ceter. Page 10

The site, a compoet of the TU i the Commuity sectio of the uiversity web site, features the latest iformatio o commuity outreach efforts, upcomig evets ad meetigs, publicatios, reports ad resources of iterest to the commuity. This fall, Towso Uiversity debuted two ew iitiatives the Commuity Ambassador Program ad the Local Address Policy aimed to improve relatios betwee uiversity studets ad commuity residets. The Commuity Ambassador Program cosists of a Towso Uiversity studet already residig i the commuity who works with other Towso Uiversity studets livig off-campus to help them uderstad expectatios for livig i the commuity. Not ulike Residets Assistats foud i campus housig, the commuity ambassador plas fu evets for studets ad eighbors, talks with studet residets about eighbors expectatios ad commuity cocers like oise, trash, ad party behavior. I its first year, the Commuity Ambassador Program is beig piloted i Towso Maor Village. Towso Uiversity cotiues collaboratios with the Towso Chamber of Commerce ad the Greater Towso Coucil of Commuity Associatios, with the bi-aual Towso Tow ad Gow Cleaup Day. While we have made sigificat strides, we ackowledge there is still much work before us. With the legislature s support we ca cotiue to achieve our pla for the future of Towso Uiversity. Growig Requires Support from the Erollmet Fudig Iitiative I the past, the erollmet fudig iitiative put i place by the Goveror ad the USM ad supported by the Geeral Assembly eabled Towso Uiversity to successfully fulfill the eeds of the State as the lead growth campus of traditioal age studets. As I metioed earlier i the testimoy, while our commitmet to this missio is strog, Towso Uiversity caot cotiue to expad without erollmet fudig to parallel our growth. The uprecedeted growth we have experieced over the past six years has bee challegig, ad with the budget reductios experieced i FY 2009 ad FY 2010 these challeges have bee compouded. We o loger have the resources ecessary to support additioal studets. I FY 2011 we caot grow without the erollmet fudig iitiative. We are dedicated to providig a quality, affordable ad accessible educatio for more ad more Maryladers, but we caot do so without appropriate fiacial support. Icreasig FTE Fudig is Essetial to Success Despite fulfillig the State s growth eeds over the past several years whe other istitutios could ot, Towso Uiversity cotiues to receive the lowest studet support i the State. At $5,069 per FTE i State geeral fuds for FY 2010, a decrease from last year, Towso studets FY09 Reveue Sources bear the greater cost of their tuitio ad fees at $7,418. We are thakful the Goveror, the Geeral Assembly ad the Board of Regets were able to hold tuitio steady for the past four years a sigificat accomplishmet i difficult ecoomic times. With the State providig fudig eeded to hold tuitio flat for i-state, full-time studets, Towso Uiversity was able to maitai affordability for Marylad families. However, because we receive the lowest per FTE fudig i the State, Towso Uiversity is forced to deped o tuitio to operate. Tuitio ad fees represet 61% of Towso s reveue, while State appropriatios comprise 38%. This comig year it will be ecessary to margially raise tuitio to try to close the gap caused by the Page 13
