5 I 1999, All Our Ki first opeed its doors i a housig project with two staff members, six mothers, six childre, ad oe core belief: all childre deserve access to high-quality early learig opportuities. Our work grew out of the covictio that parets should ot be forced to choose betwee their families ecoomic survival ad their childre s safe, healthy developmet. Today, i these difficult ecoomic times, it is more importat tha ever that families have access to affordable, high-quality child care. That is why we are so excited about the Uiversity of Coecticut Ceter for Ecoomic Aalysis evaluatio of our Family Child Care Tool Kit Licesig Program. Not oly does it demostrate that our program helps low-icome families get the child care they eed to eter the workforce, but that it actually gives our ecoomy a boost whe it so desperately eeds oe. Our program ivests i those who are most ivested i youg childre, helpig family child care providers become licesed ad empowerig them with the resources ad traiig they eed to ru a successful busiess ad high-quality child care. The study shows that 60 percet of providers eared $5,000 more the first year after licesure ad 45 percet of providers eared at least $10,000 more the secod year. Moreover, by icreasig the availability of flexible, affordable, high-quality child care, the program also eables more low-icome parets to work; the study estimates that for every child care provider licesed through the program, four to five parets etered the workforce. Betwee 2006 ad 2009, All Our Ki s program geerated $18.4 millio i additioal tax reveue ad $15.2 millio i gross regioal product (GRP) for New Have aloe. We pla to replicate the program throughout the state, ad hope that the results of the study ecourage others to ivest i family child care providers. I doig so, Coecticut ca build upo a prove commuity developmet model that improves the state ecoomy, esures child care professioals succeed as busiess owers, ad gives low-icome parets the support they eed to work. It also provides our childre, the workforce of tomorrow, with the educatioal foudatio they eed to succeed i school ad beyod. Childre i high-quality early childhood educatio programs are less likely to be held back, drop out of school, go o welfare, or commit crime. Accordig to studies, every dollar ivested i early childhood educatio today saves the public eight dollars later. Whe that figure is combied with the immediate ecoomic impact, it is easy to see that ivestig i our childre, ad those who teach ad care for them, really is the best of ivestmets: the social beefits are eormous ad the ecoomic retur rate is high both today ad for years to come. 7 The Aie E. Casey Foudatio uses a two-geeratio approach i pursuig its missio to promote better outcomes for the atio s most vulerable childre ad families. We believe kids do well whe their families do well, ad families do better whe they live i supportive eighborhoods ad commuities. This two-geeratio approach is guided by a set of core priciples that seeks to chage the future for large umbers of at-risk kids by fidig ways to help their parets succeed i the preset while also helpig them attai ecoomic stability for their families. Our hypothesis is that whe parets ca secure a steady icome ad build ecoomic assets they are better able to successfully address the physical, emotioal, ad educatioal eeds of their childre. All Our Ki s work is at the exus of this twogeeratio approach. Much is kow about All Our Ki s work creatig affordable child care optios for low-icome commuities. Yet despite that success, much less is kow about the ecoomic impact of All Our Ki s work from both the perspective of access to affordable, quality child care as a critical work support, ad the ecoomic impact of the micro-eterprise busiesses it is helpig to create. This publicatio offers a opportuity to visit both those questios. Access to quality ad affordable child care is a essetial igrediet to buildig family ecoomic security because it helps parets retai steady employmet ad reduce workplace abseteeism. There is sigificat evidece that whe low-icome families receive help meetig the high costs of child care, they are more likely to eter ad remai i the workforce. Here i Coecticut, durig the time period, the overall umber of child care slots i the state dropped by almost 32% except for New Have, where the reverse happeed. New Have actually experieced a 27% icrease i slots; this is geerally credited to the work of All Our Ki, who durig this time period traied ad assisted i the licesig of over 200 ew providers. This study, ad a soo-to-be-released white paper, also begis to shed light o All Our Ki s importat role i rebuildig social etworks that stregthe low-icome families abilities to maage the daily stresses of poverty. The Tool Kits iclude applicatio materials, health ad safety supplies, vouchers for first aid traiig, ad curriculum materials such as educatioal toys ad high-quality childre s books. All Our Ki also provides caregivers with metorship, couselig, ad support as they complete the licesig process. Through the program, the availability ad quality of care for Coecticut s ifats ad toddlers are expaded ad improved. The program, a true example of collaboratio i actio, was coceived by the New Have Early Childhood Coucil ad is implemeted i partership with the Coecticut Childre s Museum. I the past seve years, over 200 family child care providers have become licesed through All Our Ki s Tool Kit Licesig Program. I 2010, with the support of the Aie E. A Small Program with a Big Ecoomic Impact: How the Family Child Care Tool Kit Licesig Program Affects the New Have Ecoomy 1 Parets Eter the Workforce The Coecticut Ceter for Ecoomic Aalysis study foud that All Our Ki s Tool Kit Licesig Program is a importat workforce support for low-icome families. By facilitatig access to high-quality child care, the program icreases opportuities for parets to eter the workforce. The study demostrates that: Each licesed provider eables betwee four ad five parets to eter the workforce. The study projects that over the period , the Tool Kit Licesig Program will have eabled approximately more full-time equivalet employed idividuals to joi the workforce. 2 Providers Earigs ad Stadards of Livig Icrease The Coecticut Ceter for Ecoomic Aalysis foud that All Our Ki s Tool Kit Licesig Program has log-term sustaiable results. Eighty-seve percet of program graduates surveyed who graduated durig the study period are still ruig family child care programs. Graduates reported that after completig the program, they beefited ecoomically ad were able to ejoy a higher quality of life: 7 Sixty-six percet of graduates reported that their icome icreased after completig the Tool Kit Licesig Program. Nearly 60 percet of participats reported earig at least $5,000 more the first year after licesure. I the secod year, over 45 percet reported earig at least $10,000 more. Graduates of the program reported earig betwee $20,000 ad $25,000 per year, with a average icome of approximately $23,000 per year. This is 10.4 percet more, o average, tha the typical wage for early care ad educatio idustry couterparts i New Have. After completig the program, 55 percet of graduates were able to pay dow debt, 42 percet had opeed a savigs accout, ad 31 percet had moved to a larger apartmet or house. Over 50 percet of Tool Kit program graduates wet o to achieve either a Associate s Degree i Early Childhood Educatio or a Child Developmet Associate credetial. 3 The Regioal New Have Ecoomy Beefits The study fids that the combiatio of the Tool Kit Licesig Program s workforce developmet ad workforce support has a substatial ecoomic impact i New Have: Betwee 2006 ad 2009, All Our Ki s Tool Kit Licesig Program created about $18.4 millio i additioal tax reveue. Durig the same period, the Tool Kit Licesig Program geerated $15.2 millio i macroecoomic beefits to the New Have regio. Betwee 2010 ad 2016, the Coecticut Ceter for Ecoomic Aalysis predicts that the All Our Ki program will result i approximately $9.4 millio aually i macroecoomic beefits, ad create about $17 millio per year i additioal tax reveue. For every $1 spet by All Our Ki o the Tool Kit Licesig Program, the study fids that approximately $15 20 are retured to society i terms of icreased gross regioal product (GRP).

10 What is the All Our Ki Family Child Care Tool Kit Licesig Project? Today, there is a critical eed for accessible, high-quality child care. I Coecticut, families eed approximately 160,000 child care slots, but licesed ceters ad family child care providers ca oly accommodate 90,000 childre. 1 Far too may childre sped their days i uder-resourced child care programs where the providers lack the kowledge ad traiig to urture childre s developmet. This poor quality early care meas may childre frequetly start school with sigificat deficits i laguage, cogitive, social, ad emotioal developmet. Sice 1999, the Coecticut-based oprofit All Our Ki has worked to expad access to high-quality early care ad educatio. Their iovative programs trai ad support family child care providers i order to esure child care providers, childre, ad families have the foudatios ecessary for future success. Through these programs, child care professioals succeed as busiess owers; workig parets fid stable, high-quality care for their childre; ad childre, the workforce of tomorrow, gai a educatioal foudatio that lays the groudwork for achievemet i school ad beyod.... by 2016, the Tool Kit Licesig Program will have eabled approximately more full-time equivalet employed idividuals to joi the workforce. 8

Without the high-quality, affordable child care that All Our Ki graduates provide, may parets would ever be able to afford child care or fid child care that coicides with their work schedule. The Coecticut Ceter for Ecoomic Aalysis estimates that by facilitatig access to high-quality child care, each licesed provider eables betwee four ad five parets to eter the workforce. This meas that by 2016, the Tool Kit Licesig Program will have eabled approximately more full-time equivalet employed idividuals to joi the workforce. Nearly 60 percet of participats reported earig at least $5,000 more the first year after licesure, 45 percet reported earig at least $10,000 more i the secod year, ad 86 percet of providers saw a icrease of $5,000 or more i their third year. The study reveals that most of the families who use the child care services provided by All Our Ki graduates are lowicome families. Approximately 34 percet of the families All Our Ki graduates serve receive public assistace through Temporary Aid for Needy Families, ad early 70 percet of the childre receivig care from All Our Ki graduates receive the Care 4 Kids subsidy, a program sposored by the Coecticut Departmet of Social Services that helps low-icome families (below 50 percet of Coecticut s state media icome) pay for child care costs. 13 The additioal workforce provided by All Our Ki graduates, the parets who utilized their child care services, ad the icreased persoal icome of All Our Ki graduates has thus far resulted i $18.4 millio i macroecoomic beefits. Sevety-six percet of child care providers also idicated that they are willig to exted their operatig hours if the parets schedules require it, ad several providers already ope early i the morig or close late i the eveig to accommodate workig families. I additio to makig it easier for low-icome families to fid affordable high-quality child care, All Our Ki graduates provide cultural ad liguistic cotiuity for the childre ad families with whom they work. Culture iflueces all aspects of a child s developmet, ad all childre deserve early care ad educatio that is supportive of their racial, ethic, ad cultural backgrouds. Haah Matthews, a Seior Policy Aalyst at the Ceter for Law ad Social Policy (CLASP), writes: Youg childre s social ad emotioal developmet is supported whe there is cultural ad liguistic cotiuity betwee their experieces at home ad i child care. Havig providers ad caregivers who reflect the home cultures ad speak the laguages of babies ad toddlers provides a secure eviromet for babies ad toddlers ad cotributes to effective commuicatio with parets. It also reiforces the importace ad value of their cultural backgroud. 2 As Matthews quote highlights, oe of the primary virtues of cultural ad liguistic cotiuity is the caregiver s ability to commuicate with the childre ad families they work with, share their backgroud ad customs, ad offer a culturally ad liguistically resposive program. Cultural ad liguistic cotiuity helps childre develop their cultural idetity, supports the developmet of their home or primary laguage, ad shapes youg childre s social ad emotioal 11

Parets ad caregivers may feel more comfortable discussig certai issues i their primary laguage, ad parets may prefer to leave their childre i the care of someoe who uderstads ad values their customs ad traditios. The Coecticut Ceter for Ecoomic Aalysis study reveals that early 50 percet of the childre All Our Ki graduates care for do ot primarily speak Eglish at home, ad that 80 percet of All Our Ki graduates speak Spaish. By assistig idividuals who ofte face liguistic barriers, therefore, the All Our Ki program addresses the eed for cultural ad liguistic cotiuity betwee families ad providers. All Our Ki graduates develop relatioships with the families they serve, ad frequetly act as a importat source of iformatio ad ecouragemet for parets. Sixty-three percet of program graduates idicated that they have helped families make referrals to the Birth to Three program, a program that assists ad stregthes the capacity of families to meet the developmetal ad health-related eeds of ifats ad toddlers who have delays or disabilities. 3 Over 50 percet of providers idicated that they have give iformatio regardig other types of commuity service resources. Graduates of the program ot oly improve the quality of their child care, but fid their ow lives trasformed. The Coecticut Ceter for Ecoomic Aalysis study foud that 66 percet of All Our Ki graduates have a higher icome ow tha they did before gettig licesed ad completig the program. Nearly 60 percet of participats reported earig at least $5,000 more the first year after licesure, 45 percet reported earig at least $10,000 more i the secod year, ad 86 percet of providers saw a icrease of $5,000 or more i their third year. O average, graduates of the program reported earig betwee $20,000 ad $25,000 per year, with a average icome of approximately $23,000. Thirty-two percet of graduates have moved ito a larger apartmet or house, 23.7 percet have bought or leased a car, 42.1 percet have opeed a savigs accout, ad 55.3 percet have paid off debt. May graduates have also used their icreased icomes to improve their level of educatio: 47.4 percet have obtaied the Child Developmet Associate credetial, 10.5 percet have obtaied a Associate s Degree, ad 2.6 percet have obtaied their Bachelor s Degree. The All Our Ki program, therefore, gives child care providers the tools to maage ad grow their family child care ito a successful busiess. Perhaps most importatly, however, the Coecticut Ceter for Ecoomic Aalysis study shows that All Our Ki graduates use their higher icomes to make ivestmets i their futures ivestmets that will beefit them, their families, ad their commuities beyod ay quatifiable value. Moreover, the ecoomic impact of etrepreeurial iitiatives like the All Our Ki program ted to result i sustaiable, log-term beefits for the commuity beefits that will likely exted far beyod the study period. Durig the study period, therefore, the Coecticut Ceter for Ecoomic Aalysis coservatively estimates that the All Our Ki Tool Kit Licesig Program will have geerated a average of $7.4 millio per year i macroecoomic beefits to the greater New Have regio, ad created about $12.6 millio i aual tax reveue. 18 Methodology This study evaluates the ecoomic impact of the All Our Ki Tool Kit Licesig Program o program graduates ad the greater New Have area. I order to gather data directly from All Our Ki graduates, the Coecticut Ceter for Ecoomic Aalysis determied that the most cost-efficiet ad miimally disruptive (to those beig surveyed) method was via telephoe survey. 5 Prior to coductig the telephoe surveys, All Our Ki staff set a letter to program graduates. The letter described the ature of the survey ad cofirmed that the surveyors were actig o behalf of All Our Ki. The Coecticut Ceter for Ecoomic Aalysis utilized biligual graduate studets to coduct the surveys, ad approximately 80 percet of the survey participats chose to speak i Spaish. 6 Survey results were iitially reported o paper forms ad the etered ito a password-protected database to facilitate aalysis. To estimate the macroecoomic impact of the All Our Ki program at the regioal level, the Coecticut Ceter for Ecoomic Aalysis used the data from the telephoe surveys ad the Coecticut Ecoomic Model from Regioal Ecoomic Models, Ic. REMI is a multi-sector, dyamic, ecoomic impact model of Coecticut ad its eight couties. REMI measures total ecoomic chage over time by comparig a baselie forecast (commesurate with the status quo) to a alterative forecast via chagig certai variables such as idustry employmet or sales. This report cotais a executive summary, iformatio about the Tool Kit Licesig Program, ad a overview of fidigs o the ecoomic impact of the All Our Ki program o the New Have regio, idividual family child care providers, ad low-icome families.
