CONTROLLER FIRST 5 ALAMEDA COUNTY First 5 Alameda County (F5AC) supports families with young children at home, in child care and in the community. DEFINITION The Controller plans, organizes, conducts and supervises the functions and work of a finance team engaged in complex, sensitive and detailed analytical and operational work in the areas of finance, budget, payroll, investments and fiscal leveraging. This full-time, exempt position reports to the Chief Executive Officer, and is classified in the Finance/Evaluation Administrator level. DUTIES AND RESPONSIBILITIES include, but are not limited to, the following. Other duties may be assigned. Manages and oversees all financial and cash management functions for First 5 Alameda County (F5AC), including but not limited to development of the annual budget, preparation of financial reports, development and management of the financial management and payroll systems, implementation of the F5AC fiscal leveraging plan, and oversight of the F5AC investment portfolio. Plans, organizes, assigns and directs the functions and the work of staff responsible for the accounting, auditing, recording and reporting of the financial and payroll related transactions for F5AC. Directly supervises the Payroll Manager and Finance Associate. Develops and implements appropriate internal controls, including but not limited to: Researches and recommends the adoption or modification of financial policies consistent with Prop 10-related legislation. Recommends appropriate financial and payroll procedures. Reviews all policies and procedures on a regular basis for compliance with government standards and applicable laws. Prepares F5AC s annual budget and status reports, collaborating as needed with the Contracts and Grants Administrator and other agency staff for program information; provides regular budget reports to F5AC management and staff. Plans and performs complex financial forecasting, including development and oversight of F5AC s long range financial plan. Researches issues related to long Controller 9.10 1

term financial planning, recommends strategies to sustain programs financially over the long term. Oversees F5AC investment portfolio management, in collaboration with the CEO, including the refinement and implementation of investment policies and procedures, oversight of money managers and advisors, performing cash flow analysis, developing payout and distribution policies and procedures, review and analysis of investment reports, and compliance with the F5AC Investment Policy. Researches, analyzes, prepares, and presents, as requested, a variety of narrative and statistical finance-related reports, policies, procedures, information and correspondence to the F5AC CEO, Directors and Commission, upon which key administrative, funding and programmatic decisions are based. Designs, prepares, coordinates and oversees all claims processes within the fiscal leveraging component, consistent with the F5AC Fiscal Leveraging Plan. Ensures compliance with the requirements of each fiscal revenue stream. Plans and coordinates financial and claiming auditing processes conducted by external and state auditors. Provides information, evaluates results and recommends changes in policies or procedures. Coordinates and manages F5AC s annual fiscal closing process, analyzes and prepares year-end fiscal closing schedule. Coordinates revenue and expense accrual process. Monitors F5AC s cash flow and cash requirements. Manages banking functions including online banking, account analysis, bank reconciliations and custodial trust account. Coordinates with County Auditor/Controller s office and Union Bank to complete movement of funds for investment and operating purposes. Obtains all required documentation and signatures to ensure compliance and completion of transactions. Serves as liaison with other First 5 agencies across the state to share information and develop best financial management practices consistent with the GFOA Financial Management Guide and requirements related to the F5AC Expanded Audit. Supervises complex computerized financial and budget functions and related financial records, consistent with F5AC fiscal policies and procedures, including functions such as movement and translation of information between various computer applications and/or software systems, including MIP, Excel, Ceridian and Union Bank online information systems. Plans and conducts training for finance or program staff as needed to support implementation of finance policies, budget development and management, and other finance-related functions. MINIMUM QUALIFICATIONS Education Bachelor degree from an accredited college or university in accounting, finance, public or business administration, or related field. Possession of a Master s degree Controller 9.10 2

in a related field preferred and may be substituted for one year of the required experience. And Experience Five years full-time professional level work in the field of finance or accounting, at least one year of which includes supervision of finance staff. Strongly prefer experience with government or public agencies. Other Must have a valid California driver s license, personal automobile insurance, access to own transportation and ability to travel within Alameda County as necessary to carry out job duties. Some travel outside of Alameda County occasionally required KNOWLEDGE AND ABILITIES Knowledge of: Generally accepted accounting and cost accounting principles and practices Principles of public administration Laws, codes, and regulations governing public agency fiscal operations, including audit requirements Generally accepted auditing standards Management principles and practices, including work planning, supervision and resource allocation Familiarity with various accounting and payroll software and financial information systems, spreadsheets, databases, and record keeping systems Principles and practices of budgeting and financial analysis Research and report preparation Proficiency in Microsoft Office Suite and use of the internet for research Ability to: Develop, refine, and maintain complex financial and budgeting systems Explain and apply regulations and procedures in varying situations Establish and maintain effective working relationships with those contacted in the course of the work, develop and maintain cross-discipline relationships and communication, and work collaboratively as part of a team Effectively supervise and provide leadership to staff Understand and apply information about F5AC programs to financial forecasting, budgeting, and fiscal leveraging Demonstrate a strong customer service perspective when working with F5AC staff, Commission and partners Communicate effectively orally and in writing to staff, the Commission and the public Controller 9.10 3

May occasionally lift and/or move heavy (up to 25 pounds) items, such as furniture and boxes.
