1 A RESOLUTION IMPLEMENTING A SECOND ASSERTIVE COMMUNITY TREATMENT TEAM BY CREATING FOUR (4.0 FTE) POSITIONS WASHTENAW COUNTY BOARD OF COMMISSIONERS December 8, 1999 WHEREAS, Washtenaw County Community Mental Health has determined that there is a need for a second Assertive Community Treatment Team to serve consumers with severe and persistent mental illness; and WHEREAS, that review has identified that the funds currently being used to fund an Intensive Case Management Program at Michigan Ability Partners are not being used to the fullest extent possible; and WHEREAS, it is more cost effective for Community Mental Health to administer and run this program than to have the current provider redesign services; and WHEREAS, six positions will be involved in creating the second Assertive Community Treatment Team; and WHEREAS, the County Administrator has authorized the removal of two positions, a Mental Health Professional ( ) and Client Services Manager ( ), from hold vacant status; and WHEREAS, Community Mental Health can fund the changes in positions and salaries with saving from contractual services; and WHEREAS, this matter has been reviewed by the Washtenaw County Community Mental Health Board, County Administration, the Finance Department, Human Resources, Corporation Counsel and the Washtenaw County Ways and Means Committee NOW THEREFORE BE IT RESOLVED that the Washtenaw County Board of Commissioners hereby authorizes the creation of the following positions effective January 1, 2000: file:///g /ewash/_content/bc_12-8bd32.htm (1 of 6) [3/18/2002 3:06:49 PM]

Washtenaw County JOB DESCRIPTION Job Code: 3431 Authorization: Employee Group: 32 December, 1999 CLASS TITLE: DEPARTMENT: FLSA STATUS: STAFF PSYCHIATRIST Community Mental Health Exempt JOB SUMMARY: The staff psychiatrist has authority over and responsibility for psychiatric services of the center assigned to him or her by the Medical Director or the Executive Director. 3 - Provides direct psychiatric services to patients assigned to him or her, including comprehensive evaluation, diagnosis, treatment planning, and treatment. - Completes psychiatric assessment, consultation and/or participates in service planning for individual clients. - Monitors on an on-going basis client progress and mental status as indicated in the treatment plan; monitors prescribed medications as determined by clinical need; assesses abnormal involuntary movements; consults with treatment team to inform and educate in salient aspects of client health, relationship between psychological and physical health issues, and appropriate use of psychotropic medications, their side effects, toxicity, etc.; community caregiver consultations. - Participates in the multidisciplinary team via team meetings, formal or informal consultation, and conjoint meetings with the client, etc., to ensure that clients receive coordinated, comprehensive care. - Participates in administrative duties as assigned, which could include being a member of or chairing committees. - Plans, organizes, assigns, directs, reviews and evaluates the work of professional and support staff. Selects personnel and provides for their training and professional development. PSYCHIATRIST Page Two - Oversees the intake, assessment and delivery of direct and indirect services to clients. Ensures quality control and program monitoring and evaluation activities. Ensures that such activities are accomplished effectively and in compliance with legislative and regulatory guidelines and professional standards. - Directs the conduct of and conducts studies, analyzes information, evaluates alternatives and makes recommendations. Prepares narrative and statistical reports of findings. Monitors legislation and professional developments for possible programmatic changes. 4 EMPLOYMENT QUALIFICATIONS Employment Qualifications: Ability to conduct a comprehensive psychiatric evaluation, including the mental status examination. Considerable diagnostic ability. Knowledge of DSM IV criteria. Current knowledge of psychopharmacology. Ability to evaluate, engage and mobilize client, family and support system strengths and resources. Ease in working with high-risk consumers or situations. Ability to maintain effective relations with clients, community, peers, and supervisors. Ability to work in a cooperative and collaborative manner as a team member and team leader. Communication skills, including the ability to communicate effectively orally and in writing with all levels of the organization and with community providers. Ability to prioritize work effectively. Familiarity with the Michigan Health Code, including Recipient Rights and Confidentiality provisions. Knowledge of community health care resources. Adherence to recognized ethical standards and applicable regulations. Knowledge of: Principles and practices of community service program development and service delivery to varied populations. Administrative principles and practices, including goal setting, program and budget development and administration. Funding sources and community resources for support of programs and activities. Functions and practices of policy-making boards and commissions. Applicable laws, regulations, policies and procedures. Research, data analysis and report preparation techniques. Computer applications related to the work. Basic public information and presentation techniques. Representing the County effectively in meetings with governmental agencies, local community and the public. Establishing and maintaining effective working relationships with those contacted in the course of the work. EDUCATION Possession of a medical degree and Board Certified or Board eligible in General Psychiatry. EXPERIENCE Experience in treatment of persons with severe and persistent mental illness. LICENSES AND CERTIFICATIONS Must possess and maintain a full medical license and controlled substance license in the State of Michigan, as well as a federal DEA Controlled Substance Certificate. OTHER REQUIREMENTS: Must be credentialed by the Professional Staff Organization of Washtenaw County Community Mental Health.
