1 POSITION: OPEN TO: TECHNOLOGY SYSTEMS MANAGER () Position is located at the San Rafael, CA All Qualified Candidates SALARY RANGE: $95, $115, annually plus excellent benefits (40-hour work week) Employee pays up to 8% of salary/wage toward CalPERS retirement plan DATE POSTED: January 15, 2015 CLOSING DATE: OPENINGS: Open Until Filled 1 and to Create an Eligibility List POSITION DESCRIPTION: Under direction of the Director of Corporate Technology, this strategic and technical position will function as the Project Manager for the Advanced Communications & Information System (ACIS). The project is in the final acceptance testing as enters its operational phase. As PM, this person will be responsible for bringing the project to a successful conclusion and the completion of all contractual obligations of the various vendors. At the same time they will be serving as the technical administrator of the system, liaising with vendors, providing hands-on support for users, and developing their resident expert of data capabilities In addition, This individual will work with District staff to support Bus Division activities for scheduling software (currently HASTUS) and related Dispatch-related functions and will also support data issues relative to the fare collection systems (currently GFI farebox and Clipper smart card technology) and the maintenance management information systems (currently MAXIMO). The position requires excellent people skills, a high degree of creativity, foresight, and mature judgment in planning, organizing, coordinating multiple interests and problem solving. EDUCATION/EXPERIENCE REQUIREMENTS: College level training and experience equivalent to Four-year degree in computer science, information technology, business management, project management, mathematics, management science or related field. (Additional position-related qualifying experience may be substituted on a year-per-year basis in lieu of degree). Four (4) years of recent full-time position-related experience in relational data base access. Experience using MS Office (Word, Excel, and Access), GIS software, Visual Basic, Crystal Reports. Experience with data extraction and reporting/presentation software highly desired. Experience with SQL, OLAP, ETL, and data warehousing. Experience with Intelligent Transportation Systems (ITS) desired.
2 PMI Certification is highly desirable. Applicants who do not possess a certification should attach a statement supporting recent qualifying experience. Transportation data experience or familiarity with transportation planning, mapping, scheduling, routing, etc. Technical Administration of complex IT systems, experience with GIS (Geographic Information Systems) REQUIRED LICENSE(S): Must possess and maintain a current, valid California driver s license and satisfactory driving record. May operate District vehicles. ESSENTIAL RESPONSIBILITIES: Project Management Manage and oversee large, complex IT project as it transitions into its operational and implementation phase, including development of production support plans. Consult with and informs user departments of system requirements, operating difficulties, and problem resolution, and communicates regarding future enhancements and modifications. Responsible for successful project delivery within scope, schedule, quality assurances, and budget. Provide project plans, work breakdown structure, business requirements documents, functional specification, technical specifications, test plans, deployment plans, and schedules. Run regular project status meetings, track and prioritize tasks for teams, track deadlines, completions, milestones and allocation of internal and external resources. Conduct project status meetings with staff and report outcomes to appropriate parties. Coordinate all major events on the project by assisting various offices to solve mutually dependent items. Communicate project information and manage relationships with cross-functional departments, external agencies, and outside vendors. Lead problem resolutions related to system design and implementation reviews, and recommend approval of functional and technical design documents, implementation of systems, program enhancements and modification to assigned application. Prepare or assist in the preparation of scope of work, project proposals, or requests for proposal to buy, revise, or design, and install application systems. Represent District at meetings and conferences with consultants, contractors and other stakeholders of assigned systems. Supervise plan, procure, and implement the activities of projects relative to project management, quality assurance and quality control, risk management and scheduling. Technical Support Provide Technical support for scheduling and operations data quality generated by automated data collection systems, as well as other systems for all users throughout the District, and the Bus Division in particular.
3 Serve as the liaison between District staff and vendors for the ACIS System, the GFI fare collection system and the Clipper System. Review reports to ascertain data quality, clarity, accuracy, and alignment with functional requirements of key stakeholders (primarily Scheduling, Dispatch, Planning, and Finance including generation of production schedules. Report, monitor, test, and document system functions and customizations. Resolve errors made by system users and support system testing. Train appropriate methods and functionality of various systems, but the radio system functionality initially. Design data queries using various software applications including dashboard for easy reference. Write reports as needed, but train others to develop own reports and data queries. Provide statistical data for reporting. Assure data sent to support real-time passenger information at bus stops and on websites. Work regularly with key stakeholders in Scheduling, Operations Dispatch, Planning, Finance, Information Services, and the Bridge Radio Shop personnel. Develop applications and uses software functions in various environments to analyze and recommend changes for stakeholders. Coordinate and provide support for data quality as it relates to technologies that support fare collection, maintenance and operations (e.g. Clipper, Maximo). Work with ACIS Maintenance Contractor and HASTUS Project Manager to resolve issues as required. Coordinate with appropriate Information Services (IS) staff to ensure seamless transmission of data to and from the various IS systems. Work with systems and programmer analysts to determine data requirements. Provide support and guidance for utilizing IS systems. Collect, prepare and analyze on-time performance, ridership, and other data in support of the National Transit Database reporting requirement, including the timely delivery of monthly, quarterly, and annual deliverables. Develop necessary user interfaces for the reporting and manipulation of District operations and scheduling data for internal use. Know and follow the safety and health rules and safe working practices applicable to his or her job. Must have regular and reliable attendance and performance. REQUIRED KNOWLEDGE, ABILITIES, SKILLS: Keen understanding of strategic priorities and ability to anticipate requirements. Analytical and logical approaches to project management and problem solving. Strong understanding of project management framework, techniques, and tools. Proven ability to lead large project teams comprised of technical and business resources. Ability to independently organize and carry out assignments with minimum direction as well as the ability to function effectively as a leader of a cross-functional team. Ability to establish and maintain effective working relationships with individuals and organizations when interface is required. Ability to communicate effectively both verbally and in writing. Ability to develop and comprehend various types and levels of technical, contractual, and legal documentation.
4 REQUIRED KNOWLEDGE, ABILITIES, SKILLS (Continued): Results-oriented with strong ability to impact and influence decisions. Experience managing large data projects. Ability to lead in the design and development of complex programming or reporting in database query language, report generators and user interface design. Expertise in reporting tools such as Oracle, Crystal Report is required. Expertise in SQL statement tuning is also required. Prefer database query language. Understanding of principles of transit scheduling, transportation planning, and capital funding helpful. Ability to be responsible for a large, complex, multi-modules critical system to support a 24/7 operation. Knowledge of computer interface design including SQL, HASTUS XML. Knowledge and experience in extracting, transforming and loading data (ETL). Experience working in a network environment.
