Optimization of water management for irrigation in Region of Murcia Mariano Soto (CRCC) District Level Oussama Mounzer (CEBAS-CSIC) Plot Level 2 nd MEDITERRANEAN WATER FORUM 3 rd Dutch Spanish Water Event: Water Efficiency in Agriculture 2014-Nov-25 (Conference Center-Murcia/SPAIN)
STUDY AREA: REGION OF MURCIA 3 rd Dutch Spanish Water Event: Water Efficiency in Agriculture Semi-arid Mediterranean Climate. Average precipitation 320 mm. Average temperature 17ºC Irrigated area 158.453 ha. Main cultivated crops: Lemon (15%), Peach (9%), lettuce (9%), Vineyards (9%), Broccoli (7%), Orange (6%), Olive (6%), Apricot (5%), Artichoke (4%) and Almond (4%) Average value of agricultural production: 1.590 M (10.008 /ha) Agriculture accounts for 81% of all water withdrawal. Thus irrigation water is the main limiting factor in terms of quantity, quality and availability Structural deficit: water demand>>> water sources (surface water, groundwater, external water transfer, recycled water and desalinated water) Implementing highly productive water-distribution and water-management methods is not an option. It is a must
WATER USER ASSOCIATIONS (WUAs) o The WUAs play an important role in managing water for irrigation. They are in charge of distributing water to plots within the irrigated area o The WUAs are corporations of public rights, affiliated to the basin authority o They are formed by the association of land-owners within the irrigated area. Water amounts are allocated according to the land area not to the owner o They are regulated by the Real Decreto Legislativo 1/2001 o A total of 239 CCRRs are registered in Region of Murcia 3 rd Dutch Spanish Water Event: Water Efficiency in Agriculture
3 rd Dutch Spanish Water Event: Water Efficiency in Agriculture MODERNISATION OF IRRIGATED DISTRICTS Since 1985, there has been a regional initiative to rehabilitate and modernize the irrigated districts, complementing national water policy (National Plan for Irrigated Districts) Main aspects: Efficient and Sustainable management Water reclaim and reuse New water resources Improve water distribution systems Efficient energy Promotion of research lines Training and agricultural advisory Introduction of new technologies
3 rd Dutch Spanish Water Event: Water Efficiency in Agriculture APPLICATION OF ITCs FOR IRRIGATION MANAGEMENT Decision support system (DSS) Geographic information system (GIS) Supervisory control and data acquisition (SCADA) Application WEB Applications for smartphones
MAIN FEATURES OF APPLYING ICTs 3 rd Dutch Spanish Water Event: Water Efficiency in Agriculture o Know the traceability of the water o Improve water distribution efficiency o Distribution of water is equitable and transparent o Reduce consumptions and energy costs o Rapid response to fix unexpected troubleshoots o Reduce the number of field offices and water guards o Provide direct information on demand: water-allocation rules, amount of water per area, prices, actual consumption, etc. o Confidence building among partners and WUAs o Reduce conflicts between the farmers o Provides services on demand (24/7) o Improving farmers wealth and economic well-being
