27 Page 27 INTRODUCTION The Commercial Tax Department, Govt. of Uttarakhand is offering several online services to his dealers like e-registration, e-payment, e-return etc. In addition to that the Commercial Tax Department is happy to announce a most awaited online service to his Registered Dealers which is self generation of CST forms at the dealer s end. In the first phase of this service the department is going to provide the facility of self generation and printing of Form-C at the dealer s end, and in next phase, it will be extended for the Form F & H under CST Act, Under this service, after furnishing the VAT return(form III or IIIB) through new version, the dealer would be able to self generate the Form C against the central purchases made on and after The annexure 17C, submitted with the return will be treated as the application of Form C. After launching of this service, the dealers filing their return through new version will not be required to visit the respective Sector/Range Offices for receiving such declaration forms. 28 Page 28 PREREQUISITES To avail this no specific system configuration is required, but the following conditions must be fulfilled- Online return using new version must be filed along with required annexures. 29 Page 29 IMPORTANT POINTS This facility can be availed by those dealers, who are filing online return using new version (with annexures). Following modes are being provided to the dealers for self generation of Form C- Standard Mode : This mode is for generating a Form C against those transactions, which are falling under selected return period after furnishing the VAT return. The Form C is prepared on the basis of Anx 17C. Specific Mode : This mode is for generating a separate declaration form, for those transactions, falling before the return period after furnishing the return. Self generation facility of Form C is being given for the purchases made on and after For earlier transactions the existing system of physical forms will be continued. Adjustment of Credit and Debit notes received against declared central purchases can be done in this module. The attractive feature of this module is to generate a Form C of desired value. Whether including Tax and Other charges or not? It is mandatory to download the Form C within Nine months from the starting of the quarter. e.g. if you are willing to download a form for Quarter 1 st , you need to do it before 31 st Dec 2013.

30 Page 30 It is mandatory to generate Form C for all transactions declared in Annexure 17C. If you wish to Add or Delete any transaction, you need to Revise your return first. Even if a single Form C is generated, out of all the transaction declared in Anx 17C, the respective return can not be Revised. Since the Annexure 17C serves the purpose of a requisition for Forms, the dealers must be extremely careful in filling up this annexure and should not commit any error. Use A4 size paper to print Form C because the form is designed accordingly. Do not forget to affix your signature with seal on the Declaration Forms and on its annexure. Send it directly to the Seller in the other State. These Forms will not be required to be authenticated, stamped or signed by any authority under Commercial Tax Department. (Back to contents)

34 Page 34 Answer 1: It is very easy.you need not to submit any application or visit any office for that. Log on to Commercial Tax Website ( and access your account using your user id and password. You will find an option e-cst form in the left menu. Click on it then follow the instructions and fill in the necessary details. Soon you will be able to generate Form C, only if you have registered under CST Act and have filed respective return. Answer 2 : Please note that, the online generation of Form C is only applicable on the central purchases made on and after You need to visit office as earlier for getting a Form C for the year and earlier. Answer 3 : Generation of Form C is only possible after filing the return. There is no provision for generating a form in advance. Answer 4 : Form C can only be generated after filing the respective return through new version. If you have made some purchases from out of state you will have to wait till you file your return for generating Form C against this purchase. Answer 5 : There is no fee applicable for generating online Form C.

35 Page 35 Answer 6 : If you are receiving such message, it means due to some demand pending on you or for any other reason, your Assessing Authority has blocked your service. You need to contact your Assessing Authority for that. For using this service seamlessly It is advisable to comply with rules made for you benefits. Deposite you dues timely and file your return regularly. Answer 7 : Kindly note that, Form C is being generated from Anx 17C, which you have submitted at the time of filing return. If the state name or any other information is appearing wrong, it simply shows that you have entered some wrong data in Anx 17C. Since there is no provision for amending Form C, so it is always advisable to be extremely careful while entering the data into Form C. Answer 8 : Of course. You have provided an option for adjusting Credit or Debit notes received against purchase return. Just put your Credit/Debit notes detail and you will be able to generate your form C for a lesser value after deducting this. Remember, you can not file Revise return after that. Answer 9 : Yes, the provision of adjusting credit or debit notes received against your central purchases has been incorporated into this module. You can generate your Form C after adjusting the same. Answer 10 : No. The Form C can only be generated for the transactions declared in annexure 17(C). If you have not declared some transactions, you need to revise your return first.

36 Page 36 Answer 11 : Yes, there is a certain time period within which you need to generate Form C for particular quarter. The NINE month time from the starting of the quarter is fixed for that. After the expiration of the above mentioned time you will not be allowed to generate a Form C for the respective quarter. Answer 12 : No. You can not revise your return after generating Form C. Answer 13 : Yes. If you have some transactions in which invoice dates are falling before the return period, you can generate a separate Form C, using Specific Mode. Answer 14 : Currently self generation facility is being provided for Form C under CST Act. But in next phase the Govt is planning to provide the facility for Form F and H. Answer 15 : There is no restriction for downloading Form C for all the dealers in one go. Only the restriction is that you have to generate Form C for all transaction related to a dealer. You can not leave any transacation. This all has to be done within nine months from the starting of the quarter.

37 Page 37 Answer 16 : No. The computer generated declaration forms will not require any seal and signature of Assessing Authority like physical forms. Only the purchaser has to affix his signature with seal before issuing it to the seller. Answer 17 : Yes. The form will not be valid until you affix your signature and seal on it. Answer 18 : The generated forms will get added to the history of form C of the dealer. The dealer can take print of any of the forms generated by him at any time. Answer 19 : Generated Form C information can be had by the dealer any time by clicking on e CST form History in his account. Answer 20 : No. The Form C can only be generated with your user Id & Password and it need to put your seal and signature on it. Generate Form C only after checking the name, tin, state name bill no. etc, in Form C preview. Once a Form C is generated no change can be done thereafter. Form C generation is related to the data of Annexure 17C. Incorrectly feeded data in Annexure 17C, will lead to an incorrect Form C. So be careful while filling in the data of Annexure 17C otherwise you need to revise your return to correct the data. Keep your User Name and Password securely.
