The main objectives of the course would be to orient the functionaries of MNGOs/FNGOs to the New WHO Child Growth Standards and the joint MCP Card; and equip them with necessary skills to use new WHO growth chart, and joint MCP card in ICDS.. 2. We shall be grateful if you could kindly nominate one-two officers from your MNGO/FNGOs engaged in Reproductive and Child Health Programme for participation in the above course. The medium of instruction for the course will be English. The announcement giving the detailed information about objectives, participants, contents, fees and organizational/administrative aspects of the course along with a nomination form is enclosed herewith. 3. It may be mentioned that, while the Institute will continue to subsidise its programmes, it has been decided to charge a nominal registration fee of 500/- (Rupees five hundred only) per participant for the duration of the programme at the time of registration. 4. As you may be aware, the Planning Commission has developed website entitled NGOs Partnership System on which it is desirable for all VOs to register themselves. As a Voluntary Organisation you are requested to mention code/file number of NGOs Partnership System (in the enclosed proforma). In case, the organisation has not registered as yet, they can sign up with the above website and get code/file number. In case your Code/File number is not mentioned in the nomination form, your nomination will not be considered...2/-

4 NATIONAL INSTITUTE OF PUBLIC COOPERATION AND CHILD DEVELOPMENT Orientation Programme for Mother NGOs of Health Ministry on Growth Monitoring and Usage of Mother and Child Protection Card Venue: NIPCCD, New Delhi Date: 4-6 May, 2016 PROGRAMME DESIGN Growth Monitoring and promotion of children from birth to five years, using the weight for age indicator, is one of the critical components of the ICDS programme. This helps in assessing the nutritional status of young children, detection of early growth faltering and enables early preventive action by health care workers and families. Since its inception, ICDS has been using Harvard standards (Indian Academy of Paediatrics Classification) for this purpose. It was recognized that the use of child growth standards is not consistent across the country, as different child growth standards and different systems of classification are being used by different organizations to assess young child undernutrition, for different purposes. Therefore, it was felt necessary to harmonise and update the use of a uniform child growth standard as per the guidelines of Ministry of Health and Family Welfare (MOHFW) and Ministry of Women and Child Development. The new WHO child growth standards, globally used, have unique features as they prescribe how children should grow when her or his basic needs being met in a nurturing environment. They establish breastfed infants as the normative growth model and demonstrate for the first time ever, that children born in different regions of the world have the potential to grow and develop within the same range of height and weight for age if they are given the optimum start in life. The standards provide strong evidence for the protection, promotion and support of the right of every child to develop to her or his full potential. The use of this tool enables them to take timely corrective action at different levels. 2. The MCPC is a maternal and child care entitlement card, a counselling and family empowerment tool which would ensure tracking of mother child cohort for health

5 purposes. It is unique in linking maternal, newborn and child care, and focuses on the child holistically by integrating health, nutrition and development. It links critical contact points for strengthening the continuum of care and improving utilisation of key ICDS, NRHM services, including immunisation and Janani Suraksha Yojna. Besides, it is meant to promote key family care behaviours, highlights danger signs and links families to the referral system. The MCPC would enable gender disaggregated tracking, to ensure optimal care of the girl child. 3. One major initiative for accelerating reduction in maternal, neonatal and infant mortality and child undernutrition has been the adoption of WHO Child Growth Standards, with effect from 15 August 2008 in both ICDS and NRHM, through a joint circular dated 6 August 2008, issued by both the Secretaries of Women and Child Development and Health and Family Welfare, Government of India. This initiative has been enriched and complemented by another decision of both the ministries by introducing a common Mother and Child Protection Card for both ICDS and NRHM, to strengthen the continuum of care for pregnant mothers and children under-three years of age, incorporating the new WHO Child Growth Standards. 4. In number of States the Card has been in use for tracking nutritional status of children in ICDS, while the immunisation card has been used to track health status of pregnant women and children. The Ministries of Women and Child Development and Health and Family Welfare recognized the importance of a single universal card for tracking all pregnant women and children upto five years. In March 2010, the two Ministries took a policy decision to adopt the Mother and Child Protection Card as a Joint Card. In view of this two new sections- antenatal and postnatal care were appended to include critical health parameters in the card. The New WHO Growth Standards for boys and girls has also been included in the card alongwith simple pictorial illustrations. 5. In December 1998, the MOHFW, Government of India, launched the MNGO scheme as an effort towards forging partnership and collaboration with non-governmental

6 organistions. The MNGO scheme has been decentralized to state and district level and provides ample scope for MNGOs and Field NGOs (FNGOs) to work in the unserved and undeserved parts of all districts in the country. In order to enhance the capacities of functionaries of MNGOs/FNGOs designated under Ministry of Health and Family Welfare for implementing RCH programme, the Institute is organising a three- day Orientation Programme for Mother NGOs of Health Ministry on Growth Monitoring and Usage of Mother and Child Protection Card from 4-6 May, 2016 at its premises in New Delhi. Objectives 6. The main objectives of the programme would be to: i. orient the functionaries of MNGOs/FNGOs to the New WHO Child Growth Standards and the joint MCP Card; and ii. equip them with necessary skills to use new WHO growth chart, and joint MCP card in ICDS. Participants 7. The course would have functionaries of MNGOs/FNGOs designated under Ministry of Health and Family Welfare for implementing RCH programme. Methodology for Approach 8. The contents of the orientation course will be covered through lecture-cumdiscussion, group discussion, brainstorming, demonstration, and practical exercises with emphasis on participatory methods of learning. The course would be designed to facilitate sequential flow of learning, as also to provide opportunities to relate to real life situation, wherever possible. Course Content 9. The training content would broadly cover- discussion on WHO child growth standards; features of new WHO growth chart and procedures of filling the growth chart and its use for counseling mothers; exercises for using the new growth chart; an

7 orientation to the Mother and Child Protection Card; filling up of the Mother and Child Protection Card and its use for counseling mothers; and linking MCP Card with IGMSY, JSSY, JSY, etc. as tracking and counseling tool. Training Faculty 10. The core team members of the training would include mainly faculty members of the Institute, as well as, experts in the field of early childhood, education and care from academic and technical institutions. Venue and Duration 11. The duration of Course will be for three days from 4-6 May, It will be conducted at the premises of NIPCCD located at 5, Siri Institutional Area, Hauz Khas, New Delhi Travel, Board and Lodging and Course Fee 12. The outstation participants attending training course will be paid travel grant equivalent to AC 3 rail/actual bus fare (including reservation charges) by shortest route to and from Delhi excluding Shatabadi, Duronto and Rajdhani Express. The journey by road to the nearest railway station/bus station will be paid to non-official participants(s) on the basis of expenditure incurred subject to a limit of Rs.300 each way. Local participants will be paid expenditure incurred on local conveyance subject to a limit of Rs.100/- each way per day. The Institute will arrange board and lodging for all outstation participants at its Hostel in the NIPCCD premises located at 5, Siri Institutional Area, Hauz Khas, New Delhi. The facility will be available for one-day prior and one day after the course, i.e. 3-7 May A token course fee of Rs.500/- in cash, would be charged from all participants at the time of registration. An appropriate authority of their respective organizations should duly sponsor the nominations of participants and should certify that the nominated participant is able to comprehend well in English. The particulars of the nominees should be forwarded to the Institute in the enclosed proforma latest by 10 April, ii. iii. iv. A passport size photograph should be affixed on the nomination form. Participants who have attended any training programme of the Institute or its Regional Centres during the last two years may kindly not be nominated. Participants above the age of 60 and below the age of 21 years and those having educational qualifications below Graduation may not be nominated. v. Participants are required to get a self attested certificate stating that he/she is medically fit and do not require any support of family members/relatives/care givers during his/her stay at the hostel. vi. vii. The Institute will confirm the participation on receipt of nominations. The participants should proceed for participation in the programme only on receiving confirmation of their participation in the orientation course from the Institute. It is mandatory for all participants to get one of their identity proofs (Passport/ Election Card/ Pan Card/ Aadhar Card) and show the same while reporting in the hostel and at the time of registration for the programme.

9 viii. ix. The participants reporting late for the course or leaving it before its conclusion will not be entitled to Course Certificate and reimbursement of travel expenses. Due to limited accommodation the Institute will not be in a position to extend hospitality to participants relatives and family members. x. The accommodation will be available only for the duration of the programme and a day before and after the programme. xi. xi The Institute will not be in a position to take the responsibility of travel reservations. The participants are requested to make return reservations before leaving their respective places for participation in the programme.
