This office is interested in receiving quotations from agencies/firms for providing consultancy service for Replacement of existing AC Ducts, diffusers etc. at DDK, Hyderabad as per specifications given in Annexure by two bid systems. Sl.No Description of work Quantity 1 Consultancy for Replacement of existing AC Ducts at DDK, Hyderabad,as per the scope of work as detailed in Annexure II from A1 to A7 One job 2. The quotation should specifically mention Consultancy Charges for the Replacement of existing AC Ducts at DDK, Hyderabad. The prices given should be firm and as under. a) The prices quoted shall remain fixed during the entire period of consultation and shall not be subject to variation on any account. b) The quotation should specifically mention Consultancy Charges & Taxes separately. 3. a) The offer shall conform to the scope of work as detailed in Annexure II Documentary proof for experience as required in Clause B of Annexure - II shall be enclosed. b) EMD: Earnest Money amounting to Rs.5,000 /- [Rupees Five Thousand Only] in the form of Demand Draft on Nationalized Bank / Commercial Bank drawn in favour of The ADG (E) (SZ), AIR & DD, Chennai-5 should accompany the Quotation. Quotations without EMD shall be summarily rejected. EMD of the successful bidder will be retained as Security Deposit and will be returned after 1

2 4. TAXES: the completion of the Consultancy work. Government Organisations / Institutions are exempted from EMD. The EMD of the unsuccessful bidders will be returned within a week of finalising the Tender. c) The amount quoted shall be inclusive of transport charges. Service Tax leviable and intended to be claimed from the purchaser should be distinctly shown along with prices quoted. Where this is not done no claim for Service Tax will be admitted at any later stage and on any ground whatsoever. * Please note that this Office will not issue any Form such as C, D etc. 5. Any terms and conditions laid by the tendering firms will not be considered. 6. TIME PERIOD: As mentioned in A-7 in Annexure II. 7. PAYMENT:- As mentioned in C in Annexure II. 8. The Quotation consists of two bids. a) TECHNICAL BID :- The Tenderer should submit compliance of Annexure-II giving list of consultancy services provided so far for AC Plant works in a separate cover sealed and superscribed as TECHNICAL BID with Tender Number & Due date. b) PRICE BID :- The price quoted should be kept in a separate sealed envelope and superscribed as PRICE BID with Tender Number and Due date of opening. c) The separate envelopes of Technical Bid and Price Bid along with EMD shall be kept in a large sealed envelope, addressed to The Deputy Director (Engg.), (T.V. Projects), O/o The Additional Director General (E) (SZ), All India Radio & Doordarshan, Swamy Sivananda Salai, Chennai so as to reach on or before 26/06/2015, P.M. 9. The envelope shall be superscribed with the following details: Name of the work Reference to letter of enquiry. Due date of opening the quotation. 10. The Technical Bid will be opened on at 1500 hrs. Eligible Bidders will be intimated the due date of opening of Price Bid. 2

3 11. In case quotation opening date falls on a holiday, the bids will be received and opened at the same specified time on next working day. Bids received late or submitted after the scheduled specified time on scheduled date will not be entertained and will be returned back unopened. The purchaser may, at his discretion extend the deadline for the submission of the bids by amending the bid document. Bidder should quote for all the required items. Partial quotations will be rejected. 12. The quotations submitted shall remain open for acceptance for a period of 90 days (Ninety days) from the date of opening of the tender. 13. PAN (Permanent Income tax Account Number), Income tax circle TIN (Tax Identification Number) and the Tax circle shall be indicated in the Quotation. 14. RIGHT OF ACCEPTANCE: The undersigned reserves the right to reject the lowest quotation or all the quotations without assigning any reasons what so ever. All quotations in which any of the prescribed conditions are not fulfilled or are incomplete in any respect are liable to be rejected. 15. GENERAL TERMS & CONDITIONS : As in Annexure I. 16. GENERAL: All the pages of the quotation shall be duly signed, stamped and serially numbered on submission, failing which the bidder may not be considered as qualified.. 4 ANNEXURE-I GENERAL TERMS AND CONDITIONS 1. NAME OF PURCHASER : The President of India 2. PAYING AUTHORITY : The ADG(E)(SZ), AIR & DD Swamy Sivananda Salai, CHENNAI PAYMENT TERMS : As mentioned in Annexure II Sl. No.C 4. BILLS : All the supplies and works shall be in conformity with the order and all the part bills shall be prepared in quadruplicate in the same format as that of the Work Order. All those part bills shall be submitted to the consignee for necessary certificates and onward transmission to the paying authority. 5. PENALTY FOR DELAY If the Consultant is unable to complete the Consultancy Work within the stipulated time limit the purchaser may at his option allow such additional time as may be considered justified with/without penalty and without altering terms and conditions of the order. In the event of failure of the Consultant to complete the Consultancy within the stipulated time or the extended time, the purchaser has the right to impose penalty of 0.5% per week or part thereof the Consultancy Charges. The Consultant s liability for delay, however, shall not exceed 10% of the total Consultancy Charges. 6. ENFORCEMENT OF LABOUR LAWS: While engaging labour for carrying out obligations under the contract the Consultant shall satisfy the conditions laid down under contract labour (Regulation and Audition) Act 1970 and (Central) Rules 1971 as amended from time to time and observe all formalities required as per the said Act/ Rules. The Consultant shall also observe the provision under minimum wages act 1948(Central) Rules 1950 amended from time to time while engaging labour. 7. ARBITRATION OF CONTRACTUAL DISPUTES: If a dispute arises out of or in connection with the Consultancy, or in respect of any defined legal relationship associated therewith or derived there from, the parties agree to submit that dispute to arbitration under ICADR Arbitration Rules, The Authority to appoint the arbitrator(s) shall be the International Centre for Alternative dispute resolution. 4

5 The International Centre for Alternative Dispute Resolution will provide administrative services in accordance with the ICADR Arbitration Rules, The number of arbitrator(s) shall be one who has legal as well as technical background. The language of the arbitration proceedings shall be English. The place of arbitration proceedings shall be Chennai. 8. FORCE MAJEURE: If any time during the continuance of the contract the performance in while or in part by the contractor shall be prevented or delayed by reason of any war, hostility acts of the public enemy. Civil commotion, sabotage, fires, floods, explosions, epidemics, Quarantine restrictions, strikes, lock-outs or acts of God (therein after restrictions refer to as events and provided notice of happenings of any such eventuality is given by the contractor within 21 days from the date of occurrence thereof, the purchaser shall by reason of such event, neither be entitled to cancel this order not shall have any claim for damages against the contractor in respect of such non-performance or delay in performance and delivery shall be resumed as soon as practicable after such events have come to an end or ceased to exist. Provided further that if the performance in whole or part or any obligation under this order is prevented or delayed by reasons of any such event for a period exceeding 180 days, the purchaser and the contractor shall meet to find a neutral agreement to any effect resulting the reform or the purchaser may at his option cancel order provided also if the order is cancelled under this clause, the purchaser shall be at liberty to take over from the contractor at order prices all unused, un-damaged and acceptable material bought out components and stores in course of manufacture in the possession of the supplier at the time of such cancellation or such portion thereof as the purchaser may deem fit accepting such material, bought out components and stores as the supplier may with the concurrence of the purchaser elect to retain. 9. CANCELLATION: The purchaser reserves the right to cancel the order in the event of non-performance / delay in execution of the work or unsatisfactory performance by the Consultant and recover payment already made if any, along with losses/ damages incurred. 5

Sub: Consultancy for Replacement of existing AC Ducts and diffusers at DDK, Hyderabad. ***** This Office is interested in engaging the services of Consultant expert in centralised air conditioning system for replacing the existing AC Ducts / grills / Diffusers as detailed below at DDK, Hyderabad. The details of existing AC Plant: AHU and Air Cooled Condensing Unit with hermetic scroll compressors of 6X8.3T, 5X8.3T, 4X8.3T & 6X8.3T. A. Detailed Scope of the work is as follows : 1) Survey of the AC Plants and of the air conditioned area. Collection of the existing system details. Assessment of the existing Plant including Duct System, Performance of AHU etc. Existing air-conditioned Space Survey (room wise) area, temperature / humidity, CFM operating hours, occupancy, exposure, noise, system zone drawing, AHU zoning etc. 2) Preparation of heat load estimation As per ISHRAE Standard and formulating the Design for room-wise cooling & CFM condition. 3) Formulating complete Technical Specifications for the new Ducts / Diffusers / Grills and assisting in preparation of Tender Document. Duct material and duct sizing. Duct Routing layout from existing AHU to respective areas, including details of fixing arrangements. Details of Grills & Diffusers, including material, sizing and layout. The tender shall include removal of existing ducts and diffusers. Complete BOQ and drawings. Acoustic & Thermal Insulation materials and Specifications. Under Duct Insulation materials & Specifications. 4) Technical Evaluation of the Tender To attend the Pre-Bid Meeting to answer to the queries / clarifications (if any) of the firms attending the Meeting in connection with the Tender. Technical Bid Evaluation / Comparison. 6

7 5) Inspection during Installation and Commissioning in co ordination with the Installation Officer. To inspect whether materials supplied are as per specification. To check whether the System / Equipments / Ducting route, etc are as per specification. To inspect the quality of work. 6) Performance Evaluation and Report Submission Performance Evaluation of the entire air-conditioned area and room wise reporting of all technical parameters like temperature, humidity, KW / TR, CFM, Comfort Conditions, noise etc. 7) Time Period for the above mentioned scope. The complete study including Survey of Plants, heat load estimation, preparation of Specifications for including in the Tender for Replacement of existing AC ducts and diffusers in DDK Hyderabad etc. shall be completed in 30 days. After opening the Technical bid for Replacement of existing AC ducts and diffusers in DDK Hyderabad, technical evaluation shall be completed by the consultant in 10 days. On completion of the work by the successful bidder, the consultant shall carry out performance evaluation and submit Report in two weeks. B. Experience : The Consultant should have an experience of having provided consultancy services for at least five projects of similar nature, out of which atleast two should be in Government / Public sector. Documentary proof for such experience shall be enclosed. The consultancy firm should have atleast one qualified person in its roll having Degree in relevant field with two years experience. (or) Diploma in relevant field with five years experience. Relevant Documentary proof shall be enclosed C. Payment Terms : Government Organisations / Institutions and Reputed Educational / Research institutions are exempted from this clause % Payment will be paid on acceptance of the Technical specifications for the Tender for Replacement of existing AC Ducts and diffusers at DDK, Hyderabad submitted by Consultant % Payment will be paid after completion of Technical Evaluation of the Tender for Replacement of existing AC Ducts and diffusers at DDK, Hyderabad. 3. Remaining 50% Payment will be paid after satisfactory completion of the work, Performance Evaluation of the System and submission of the final Report and handing over the AC Plant System to the Kendra. 7
