ITEM 2: LATE ITEMS There were no late items raised at the meeting. ITEM 3: INTERESTS Page 1 of 6
2 3.1 Register of Interests An updated table of interests was noted. 3.2 Conflicts Relating to Items on the Agenda No conflicts of interest relating to items on the agenda were foreshadowed. ITEM 4: MINUTES OF PREVIOUS MEETING AND MATTERS ARISING 1. The minutes of a meeting of the Waikato DHB Community & Public Health Advisory Committee held on 11 February 2015 be confirmed as a true and correct record. 2. The minutes of a meeting of the Lakes DHB Community & Public Health Advisory Committee held on 16 th February 2015 be noted. a. It was noted under the schedule of tasks that the presentation on Healthy Families may be given in 2016 not 2015 as stated. b. Question was asked around when the report on the Maori Health Review Working with Racism would be available. Members asked that this topic be kept live and included in a future agenda for the Waikato DHB Community & Public Health Advisory Committee meeting. 3. The minutes of a meeting of the Bay of Plenty DHB combined Community & Public Health Advisory Committee & Disability Advisory Committee held on 4 th March 2015 be noted. a. Members noted the lack of detail in the Bay of Plenty Community & Public Health Advisory Committee minutes which made understanding of the meetings difficult. It was noted that the papers for each meeting are on the Bay of Plenty DHB s website. Mr R Scott to raise this with Bay of Plenty DHB. ITEM 5: ITEMS RELEVANT TO PUBLIC HEALTH/PRESENTATIONS 5.1 Well Child/Tamariki Ora Services Ms J Wilson introduced Ms Karina Elkington who is the Portfolio Manager for the Well Child/Tamariki Ora Services contracts. An update on the Well Child/Tamariki Ora Service review was given by Ms J Wilson, Acting General Manager Planning & Funding noting a proposal to extend the agreements through to 30 September Page 2 of 6
3 1) The committee noted the review being undertaken and progress made; 2) The Committee approved an extension to the existing core Well Child/Tamariki Ora agreements with revised reporting requirements through to 30 September Suicide Prevention and Postvention Plan Mr P Keesing and Ms E MacKenzie-Norton attended for this item. A draft version of the Suicide Prevention and Postvention Plan was attached for information and for the opportunity for Committee members to provide feedback on the draft plan by close of business Wednesday 15 th April The first draft of the plan, including feedback from the Committee will be submitted to the Ministry on 20 th April. Feedback from the Committee was as follows: There was no real person perspective included in the plan. No community involvement from people who have personally experienced suicide attempts or family members who have personal experience of suicide. The various references to bridges in the plan need to ensure that we have real evidence that putting physical barriers on bridges actually helps to prevent or avoid people using them as a means to suicide. This shouldn t be used as an exercise to clean up the place. Planning & Funding are working with the Clinical Advisory Services Aotearoa and meeting with them next week to discuss this topic. Question was asked in regards to the organisations that were contacted to provide input into the plan, of those who did not respond was any follow up done with them? If not, this needs to be done. The plan needs to be evidence driven. It is important to get the statistics correct. There are 50 suicides a year in the Waikato alone so 5-10 years of data needs to be collected to see patterns. We need to focus on the key groups that suicide affects i.e. Youth, males, Maori, certain occupations such as farmers. It was suggested that we work with Federated Farmers and the women s division of Federated Farmers. There is very little in the plan about General Practice. The majority of people who commit suicide never get as far as mental health services but are often seen in the preceeding weeks by GPs this information needs to be captured. Question was raised around whether we have consulted with other DHB s whose plans are further advanced than ours. A national workshop was held in September which allowed sharing of information between DHBs. The Ministry of Health Toolkit is also a resource where DHBs share what they are doing. Agreement from most that the plan is long and complicated and not easy to read. Question was asked if we are working with any religious organisations who are active in suicide prevention. These groups should be added to the plan. Page 3 of 6
4 It is important to realise there are four key areas of prevention and intervention and to target these groups: o Early intervention o Primary Intervention o Secondary Intervention o Tertiary Intervention The plan comes across as a document written for the Ministry. We may need another plan sitting alongside this. The draft plan mentions Hamilton hotspots. We need to be clear that the plan is not just Hamilton orientated it needs to be Waikato wide. Planning & Funding are working with Clinical Advisory Services Aotearoa to ensure that Waikato is included and not just Hamilton and the plan will be changed to reflect this. The Iwi Maori Council would be interested in adding value to this work and Committee Member Ms J Eketone suggested she would like to share the plan for feedback with the Council. This suggestion was supported. The goal should be early identification from other symptoms such as stress, psoriasis, pre-suicidal tendencies, depression, anxiety etc. Question was raised as to whether we are drawing from any lessons learned from where there have been clusters of suicides in certain areas. Comment was made that the plan as it sits isn t going to make any difference. There are things in the plan that could be completed within 6 months and we can then put more emphasis on the four key areas of early intervention, primary intervention, secondary intervention and tertiary intervention. Comment was made that the plan should not just be about compliance with the Ministry. This has to be a well written plan that makes a difference to our Waikato population and has a specific focus on outcomes and achieving those outcomes. Community & Public Health Advisory Committee Members requested that they be kept informed of progress on the plan. Question was raised in relation to where development of the plan should sit. 1) The first draft of the plan will be submitted to the Ministry of Health by 20 th April 2015 incorporating feedback. 2) An update will be included in the agenda for the next Community & Public Health Advisory Committee meeting on 10 th June ITEM 6: WORKPLAN The proposed Community & Public Health Advisory Committee workplan for 2015 was discussed. It was agreed the following items be added to the workplan: Suicide Prevention and Postvention Plan An update including feedback to be added to the workplan for the next meeting on 10 June Page 4 of 6
5 Childrens Health The Committee requested a broader discussion on this to include the Childrens Action Plan for the next meeting on 10 June Quarterly Reporting on PHO s The Committee requested that the dates for the quarterly reporting on PHO s be added to the workplan. It was noted that this information is contained in the Acting General Manager s Planning & Funding Dashboard report. Palliative Care Ms P Mahood reminded the Committee that she asked to be involved in this review taking place. It was advised that the plan was still being developed but that an update will be added to the agenda for the next meeting on 10 June Child Health - Mental Health & Addictions Question was raised around how or if we connect with early childhood centres/kindergartens to gather information on early behavioural difficulties in children. To be added to the workplan for the next meeting on 10 June Overall Trends/Demographics/Changes Overall trends and demographics from a Community/Public Health perspective is to be added to the agenda for the December meeting. Having this topic in December will help inform our workplan for Maori Health Review Working with Racism To be added to the workplan for a future meeting of the Waikato DHB Community & Public Health Advisory Committee. The workplan be amended to reflect the above changes/additions.
