3 Prject Gvernance Structure and Rles and Respnsibilities 1.0 Purpse f Dcument The purpse f this dcument is t define the rles and respnsibilities f the Crprate and Prject Management rganisatins. The cntent f the rles and respnsibilities nly relates t this specific majr capital prject. In a majr capital prject within the Cuncil several different persnnel are invlved in the prject management prcesses during the prject develpment and delivery. These persnnel are either frm the Service Department, Highway Design Grup, the Strategic Design Cnsultant Partnership, ECI Cntractr, r ther internal and external bdies which have influence in managing a prject. The rles f the parties are defined and a pr frma f acceptance by the parties included fr signature. 2.0 Recnciliatin f PRINCE2 Rles and Respnsibilities Rles and respnsibilities defined within this dcument have been develped frm thse cntained within the PRINCE2 Manual. Hwever, fr clarity f use within the Cuncil s prject envirnment, sme rles have been renamed. 5 4.0 CPR Crprate Bard Team Rles The fllwing rles explain the nrmal rles and respnsibilities f each member f the Crprate Bard. 4.1 Crprate Bard The Crprate Bard brings tgether the key rles, prcesses and management structures t deliver a prject s desired utcmes. Crprate Management is the c-rdinated management f a prject, r prgramme f prjects, that change an rganisatin t achieve benefits that are f strategic imprtance Specific Respnsibilities Crprate Management Crprate Management prvides an rganisatin structure and prcess definitins that: Enable linkage between the tp level strategic directin f the rganisatin and the management activities required t achieve strategic bjectives Ensures the gals f a prject r prgramme f prjects remain valid in respnse t changes utside the prject Supprts senir managers wh have t plan and cntrl activities, set pririties and allcate resurces fr implementatin f grups and related prjects Ensures the impact f changes n the rganisatins and stakehlders invlved is managed and that the intended change is achieved in the ptimum way Enables the effective delegatin and management f wrk thrugh the executin f discrete prjects Ensures all issues are recgnised and managed t maximise success Ensures risks t the prject r prgramme s successful cmpletin are identified, mnitred, managed and cntrlled in a way acceptable t management Ensures all stakehlders are infrmed and invlved and that their interests are apprpriately cnsidered Helps t fcus management attentin clearly n the realisatin f benefits that are defined and understd at the utset and achieved thrughut the lifetime f the prject and beynd. 4.2 Crprate Directr: Tim Wd Overall respnsibility, leadership and authrity fr the prject is assigned t the Crprate Directr. The individual wh fulfils this rle is typically drawn frm the Spnsring Grup, the grup f senir managers respnsible fr the areas f the business(es) targeted by the prject. The appinted Crprate Directr may nly be invlved part-time n the prject but must be visibly and cnsistently the driving frce thrughut the varius prcesses. The Crprate Directr is ultimately accuntable fr the success f the prject and the individual appinted must be empwered t direct the prject effectively Specific Respnsibilities The Crprate Directr has persnal accuntability fr realising the benefits and is respnsible fr: Owning the visin fr the prject Securing the investment required t run the prject and realise the benefits Page 4

6 Managing the interfaces and cmmunicatin with the prject s stakehlders Ensuring the linkages are maintained between the prject and the rganisatin s strategic directin Ensuring that the aims f the prject cntinues t be aligned with evlving Cuncil needs Cmpiling Annual Prgress Reprts that frmally assess the achievements f the prject and the benefits realised frm the investment Overall cntrl f the prject implementatin, with persnal respnsibility fr the prject s achievement In additin, the Crprate Directr must have: The strength t make decisins that are ften strategic in nature Access t and understanding f the business infrmatin necessary t make the right decisins Access t and stature with key stakehlders The ability t cmmunicate the aims and bjectives f the prject, and visibly t lead its executin. 4.3 Prgramme Manager and SRO: Nicla Yeates The rle f Prgramme Manager is respnsible fr delivering the new capability thrugh the management f the specific prgramme s prtfli f prjects, n behalf f the Crprate Directr Specific Respnsibilities The appinted individual is respnsible fr: Planning the prgramme and mnitring its verall prgress, reslving issues and initiating crrective actin as apprpriate Act as Prject Executive and Senir User fr each prject within the prtfli Ensuring the delivery f new prducts r services frm the prjects is t the apprpriate levels f quality, n time and within budget, in accrdance with the Prgramme Plan Ensuring maximum efficiency in the allcatin f cmmn resurces and skills within the Prject Prtfli Quality assurance and verall integrity f the prgramme fcusing inwardly n the internal cnsistency f the prgramme; and utwardly n its cherence with infrastructure planning, interfaces with ther prgrammes and technical and specialist standards Managing third party cntributins t the prgramme as apprpriate The cmmunicatins with all prgramme stakehlders and the Crprate Directr Managing bth the dependencies and the interfaces between prjects Management f risks t the prgramme s successful utcme Initiating extra activities wherever gaps in the prgramme are identified 4.4 Crprate Financial Manager: Rachael Dwer The rle f the Crprate Financial Manager is respnsible fr managing the verall prgramme s budget n behalf f the Crprate Directr, mnitring the expenditures and csts against delivered and realised benefits as the prgramme prgresses. 7 4.5 Senir Supplier (Design Manager Highways): Richard Taylr The Senir Supplier represents the interests f thse designing, develping, facilitating, prcuring and implementing the prject. The Senir Supplier is accuntable fr the quality f Deliverables prduced by the Design Cnsultant. The Senir Supplier rle must have the authrity t cmmit r acquire resurces required and advise the Crprate Bard n all aspects relating t the design and delivery f the prject Specific Respnsibilities Advise n the prpsed bjectives fr Design Cnsultant activities Select and appint the Prject Team Ensure prgress twards the utcme remains cnsistent with the prgrammes and bjectives and advise n any cnstraints t these Advise n the resurces required fr the prject and apprpriateness f prgrammes and budgets prpsed Cntribute Design Cnsultant pinins n Crprate Bard decisins n whether t implement recmmendatins made Advise n cmpliance with relevant legislatin and Standing Orders. Advise n pririty cnflicts in terms f design resurces The Senir Supplier is respnsible fr the technical integrity f the prject. The Senir Supplier assurance rle respnsibilities are defined as fllws: Advise n the selectin f prcurement strategy Mnitr the cmpleteness and quality f Prject Management deliverables, t ensure that the prject is being run effectively. Mnitr prject risks and ensure that due planning takes place fr their mitigatin Advise n the selectin f design and cnstructin methdlgy slutins. Assure the technical cmpetence f prpsed slutins thrugh an apprpriate level f design review. Mnitr ptential changes and their impact n the crrectness, cmpleteness and integrity f deliverables. Assure that adequate c-rdinatin between design disciplines is taking place and t arbitrate n any cnflict f pinin that may arise between disciplines. 4.6 CPR Partnership and Liaisn Manager: Matt Sidney The rle f the CPR Partnership and Liaisn Manager is t ensure the cntinuing liaisn with the wider partners within the verall CPR regeneratin prject and managing the plitical interface f the prject. He will: Ensure the Crprate Bard and the Prject Bard are kept infrmed f wider issues, cnstraints, and requirements. Cnfirm the detailed requirements fr the deliverables. Develp agreements with the funding partners n the specific prject elements t be delivered via the highways cmmissin. Be respnsible fr brkering agreements n funding fr the highway prjects, liaisn with GOSW. Submit majr scheme prgress reprts t GOSW as required. 4.7 Acceptance f Crprate Bard Rles Page 6

9 5.0 Prject Management Team Rles The fllwing rles explain the nrmal respnsibilities and tasks f each member f the prject management team. 5.1 Prject Bard The Prject Bard is respnsible t the Crprate Bard fr the verall directin and management f the prject and has respnsibility and authrity fr the prject within the remit (the Prject Mandate) set by the Crprate Bard. The Prject Bard is the prject s vice t the utside wrld and is respnsible fr any publicity r ther disseminatin f infrmatin abut the prject Specific Respnsibilities The Prject Bard apprves all majr plans and requests authrisatin fr any majr deviatin frm agreed Stage Plans frm the Crprate Bard. It is the authrity that signs ff the cmpletin f each stage as well as prviding authrity t start the next stage. It ensures that required resurces are cmmitted and arbitrates n any cnflicts within the prject r negtiates a slutin t any prblems between the prject and external bdies. In additin, it apprves the appintment and respnsibilities f the Prject Manager. The Prject Bard has the fllwing respnsibilities. At the beginning f the prject: apprving the start f the prject via acceptance f the Prject Brief agreement with the Prject Manager n that persn s respnsibilities and bjectives (based n the respnsibilities defined in 5.5) cnfirmatin with Crprate management f prject tlerances specificatin f external cnstraints n the prject, such as quality assurance apprval f an accurate and satisfactry Prject Brief, including that it cmplies with relevant custmer standards and plicies cmmitment f prject resurces required by the next Stage Plan As the prject prgresses: prvisin f verall guidance and directin t the prject, ensuring it remains within any specified cnstraints review f each cmpleted stage review f Stage Plans and any Exceptin Plans requesting apprval f Exceptin Plans causing majr deviatin frm the Stage Plan Page 8

The Prject Bard is ultimately respnsible fr assurance that the prject remains n curse t deliver the desired utcme f the required quality t meet the Business Case defined in the Prject Brief. 5.2 Executive (Majr Prjects Team Leader): Nicla Yeates The Executive, represents the Client Service Department, and is ultimately respnsible fr the prject, supprted by the Senir User and Senir Supplier. The Executive s rle is t ensure that the prject is fcused thrughut its life cycle n achieving its bjectives and delivering a prduct that will achieve the prjected benefits. The Executive has t ensure that the prject gives value fr mney, ensuring a cst-cnscius apprach t the prject, balancing the demands f business, user and supplier. Thrughut the prject, the Executive wns the Business Need Specific Respnsibilities Oversee the develpment f the Prject Brief and Business Need Ensure that there is a cherent prject rganisatin structure and lgical set f plans fr the delivery f the prject Select and appint the Planning Supervisr/CDM Crdinatr Authrise stage expenditure and set stage tlerances Mnitr and cntrl the prgress f the prject at a strategic level, in particular reviewing the Business Need cntinually (e.g. at each end stage review) Ensure that any prpsed changes f scpe, cst r timescale are checked against their pssible effects n the Business Need Ensure that risks are being tracked and mitigated as effectively as pssible Chair Prject Bard meetings Page 9

11 Recmmend future actin n the prject t the Crprate Bard if the prject tlerance is exceeded Apprve the End Prject Reprt and Pst Prject Review Reprt and ensure that any utstanding issues are dcumented and passed n t the apprpriate bdy fr actin Apprve the sending f the prject clsure ntificatin t the Crprate Bard Ensure that the benefits have been realised by hlding a Pst Prject Review and frward the results f the review t the apprpriate stakehlders. The Executive is respnsible fr verall business assurance f the prject that is, that it remains n target t deliver utcmes that will achieve the expected business benefits, and that the prject will be cmpleted within its agreed tlerances fr budget and schedule. Business assurance cvers: Validatin and mnitring f the Business Need against external events and against prject prgress Keeping the prject in line with Cuncil strategies Mnitring prject finance n behalf f the client Mnitring the business risks t ensure that these are kept under cntrl Mnitring internal fee expenditure Mnitring changes t the Prject Plan t see whether there is any impact n the needs f the business r the prject Business Case Assessing the impact f ptential changes n the Business Case and Prject Plan Infrming the prject f any changes caused by a prgramme f which the prject is part Mnitring stage and prject prgress against the agreed tlerances If the prject warrants it, the Executive may delegate sme respnsibility fr the business assurance functins. The Prject Bard is nt a demcracy cntrlled by vtes. The Executive, as the Transprtatin & Waste Management Grup s Representative is the key decisin maker, seeking directin frm the Crprate Directr as apprpriate with advice and cmmitments frm thers. 5.3 Senir User(s) (Majr Prjects Team Leader and CPR Partnership and Liaisn Manager): Nicla Yeates and Matt Sidney A Senir User is respnsible fr the specificatin f the needs f all thse wh will use the final prduct(s), fr user liaisn with the prject team and fr mnitring that the slutin will meet thse needs within the cnstraints f the Business Case in terms f quality, functinality and ease f use. The rle represents the interests f all thse wh will use the final prduct(s) f the prject, thse fr whm the prduct will achieve an bjective r thse wh will use the prduct t deliver the benefits. The Senir User rle cmmits user resurces and mnitrs prducts against requirements. This rle may require mre than ne persn t cver all the user interests. Assurance is abut checking that the prject remains viable in terms f csts and benefits (business assurance), checking the user requirements are being met (user assurance) and that the prject is delivering a suitable slutin (supplier assurance) Given that each f the three views f assurance reflects the interest f the three principal Prject Bard Members, Prject Assurance will be undertaken the relevant Prject Bard member with specific respnsibilities identified with each rle Prject Supprt The prvisin f any Prject Supprt n a frmal basis is ptinal at the discretin f the Prject Manager. Tasks need t be dne by the Prject Manager r delegated t a separate prject supprt entity, and this will be driven by the needs f the prject and the Prject Manager.
