2 Participated in the awarding of the first national outcomes measurement program for hospital reporting initiated in the State of Maryland. Worked closely with the Maryland Healthcare Commission and the National Quality Forum in its early implementation. Co- led the Maryland Patient Safety Coalition in Maryland a group of high level representatives from medicine, nursing, hospitals and state agencies to introduce patient safety and patient safety expertise to the State of Maryland healthcare leaders and workers during the early Patient Safety movement resulting in patient safety health policy development for the state of Maryland. Chosen by the National Quality Forum to participate in the identification and recommendation of measurement for Diabetes treatment. This committee was comprised of high level representatives from healthcare resulting in national healthcare policy development. 4 Non-Academic work Experience/Leadership Adventist Healthcare/Adventist Behavioral Health Rockville, MD November 2002 April 2012: Adventist Healthcare is the second largest healthcare provider in the mid-atlantic region with over eight thousand hospital employees in acute care hospitals, rehabilitation hospitals, psychiatric acute care hospitals and long term care facilities. 4 Vice President and Chief Operating Officer for two behavioral healthcare facilities in Maryland. During tenure participated as a standing member of the Corporate Acute Care Quality Improvement/ Patient Safety and Risk Management committees. Responsible for the overall operations of two facilities including patient safety, quality, risk, patient and employee satisfaction outcomes for areas of responsibility. Led Joint Commission surveys to successful completion, most recent Achieved financial targets eight of nine years. Co-led Adventist Behavioral Healthcare in the development of a national discovery group on behavioral healthcare measures as a partner with the National Quality Forum (NQF) resulting in NQF published recommendations on Behavioral Health Screening in Primary Care. This group jump started the national policy initiatives now being utilized by the Joint Commission and Centers for Medicare and Medicaid Services (CMS) in behavioral healthcare outcome measurement as of Administrative Head for a Maryland non- public special education school for adolescents. Delmarva Foundation Easton, MD July 2000 November 2002: Vice President for Federal Programs, responsible for the oversight, financial targets and project management of five large federal (CMS) contracts to promote healthcare quality both statewide and nationally for a mid-sized healthcare quality consulting company with diverse operations and contracts in nine states. Managed a large staff of nurses and researchers. Responsible for all contract budgets totaling over twenty-five million dollars in three locations in Maryland and the District of Columbia. Program leader for Disparities in Healthcare CMS initiative in Maryland. Provided direction and leadership for the Maryland Patient Safety Coalition during start up years. Worked with Patient Safety leaders in the Veterans Administration and other well-known national patient safety experts which led to the development of patient safety health policy for the State of Maryland. Led teams responsible for the Initial start -up of national measurement public reporting. Worked closely with the National Quality Forum during the tenure of Kenneth Kaiser MD and various federal agencies involved in healthcare research measurement in the development of national healthcare policy and reimbursement.
