2 Historical backround The project idea was born due to the decision to have the European soccer championship 2012 organised in the Ukraine, (Lviv), and in Poland, (Poznan, Wroclaw). This decision put a focus on the weak accessibility of many regions in the Central Europe Programme area by means of air transport. 1

3 Historical backround - June 2008 the first oficial meeting of partners in Poznań - December CENTRAL EUROPE Programme Anual Event in Poznań last arrangements, start of AF preparation - March 2009 applying for ERDF funding (CENTRAL EUROPE PROGRAMME Priority 2; Area of Intervention: 2.1 Improving Central Europe s Interconnectivity ) - November 2009 conditional approval of the project by the CENTRAL EUROPE Monitoring Committee - March 2010 final approval of the project -cofinancing by the Managing Authority - 26 April 2010 signing of the Subsidy Contract 2

9 Role of the Lead Partner According to Article 20(1) of Reg. (EC) No the LP assumes the following responsibilities: a) it is responsible for ensuring the implementation of the entire project; b) it ensures that expenditure presented by the partners participating in the project has been incurred for the purpose of implementing the project and corresponds to the activities agreed between those project partners; c) it is responsible for transferring the ERDF contribution to the project partners participating in the project; d) it immediately informs the Managing Authority via the Joint Technical Secretariat if circumstances arise which entitle the MA to reduce payment or to demand repayment of the subsidy wholly or in part; 8

10 Role of the financial manager : UNICONSULT GmbH The financial manager is to assist and advise the Lead Partner and the partnership in all matters relating to accounts, financial reporting, the internal handling of ERDF funds, and national co-financing. Each partner has to provide to the financial manager a certified expense report and a control confirmation. The financial manager is to support the Lead Partner in compiling half-yearly financial information from the project partners. 9

11 Role of the project manager : UNICONSULT GmbH The coordinator is responsible for supporting the Lead Partner and the partnership in the overall organization and coordination of project activities and components. He has to ensure compliance with the project schedule and project objectives. 10
