3 Accounting year The accounting year will be as follows: (1 July N 1) to (30 June N) The first accounting year is: 1 January June 2015 However the first payment claim not before notification of designation submitted to the EC 3

5 CA and preparation of accounts (1) CA responsible for: Preparation of accounts for 1 July N-1 to 30 June N Preparation of payment claim Accounts are prepared for each OP at the level of each priority axis, including: Total eligible expenditure by beneficiaries till 30 June Corresponding public expenditure incurred Corresponding payments made to beneficiaries Amounts withdrawn / recovered / to be recovered and irrecoverable amounts Pre-financing paid to FEI and under state aid schemes Explanations of any difference between amounts in the final payment claim for the accounting year and accounts 5

6 CA and preparation of accounts (2) Differences between accounts and final payment claim for the accounting year may results from: Further management checks / corrections by MA Further checks by CA and precautionary withdrawals to cross check the eligibility of expenditure (Art 137(2) CPR) Corrections linked to audits by the AA (system audit, audits of operations, audits on the draft accounts) Corrections linked to EU audits. 6

7 CA and preparation of accounts (3) Final payment claim reconciled with the accounts. Any correction applied since the final payment claim till the submission of the accounts (31 July 15 February N+1) to be reconciled in the accounts. If CA excludes expenditure that is subject of the assessment on regularity or legality it may include it in the future payment applications if found to be regular.

8 Accounts: tasks of other institutions MA responsible for: The management declaration The report (including annual summary of final audits and control) accompanying the accounts AA responsible for: The audit opinion An annual control report supporting the audit opinion accompanying the CA and MA set of documents Designated body (MA) responsible for: Submission of documents annually by 15 February following the accounting year 8

9 Examination and acceptance of the accounts (1) Submission to the EC by 15 February N+1 By 31 May N+1 EC informs MS (MA) whether or not it is able to accept the accounts In case of acceptance (accounts are complete, accurate and true): Calculation of the amounts chargeable to the fund for the accounting year Balance to be paid in 30 days or deducted through recovery order Without prejudice to possible subsequent financial correction decision 9

10 Examination and acceptance of the accounts (2) In case of non-acceptance of the accounts: Commission determines the amount chargeable to the fund and informs MS / MA If MS / MA within 2 months agrees, the accounts are accepted and balance is paid / recovered If absence of agreement, EC adopts a decision setting out the amount chargeable (balance to be paid / recovered) This is not a financial correction reducing contribution from the fund. 10

11 Summary of novelties - challenges New timeline: May be different many accounting / financial years in MS New 7 up-dated documents: management declaration MA report (annual summary of final audits and reports) MA Tight schedule for AA: additional task assurance of accounts two samples for audit of operation suggested by EC AA has 7 months to organise sampling, audits, preparation of reports ( it was 1 year). 11
