3 Two new EU IEE projects initiated in April 2013 to support development of the EPC market EESI2020 aims at fostering the use of Performance Contracting (EPC) in major cities and metropolitan regions across Europe such as Antwerp, Barcelona, Berlin, Dublin, Graz, Prague, Oslo, Sofia and Zagreb. Development of long-lasting local EPC programmes in the targeted large municipalities or metropolitan regions Identification of at least 60 potential EPC projects and implementation of 20 EPC projects

4 Transparense Main goal: to help boost growth and transparency in the EPC markets across Europe provide a comprehensive overview of EPC markets across Europe through an online database enhance transparency of EPC markets through capacity building, knowledge transfer and benchmarking of the EPC supply side build trust in and elevating quality of EPCs market by creating European and national Codes of Conduct defining quality principles for EPC markets, including harmonised national EPC procedures test and provide feedback on the developed Codes of Conduct by implementing 25 pilot projects Promote transparent EPC markets through intensive communication to stakeholders

14 Market Survey Service Companies Market in Europe Status Report 2010 Certain countries (like Germany, Italy and France) have large number of ESCOs, while in most countries there are only a few ESCOs established A strong market growth has been revealed during in Denmark, Sweden and Romania The most common trend across all countries is, however, a slow market growth. The financial crisis and economic downturn are partly responsible for the slow growth counterbalanced by improved supportive and legislative frameworks

As demonstrated by the uptake of energy performance contracting in Germany and Austria, targeting public institutions and facilities for large-scale retrofit programmes can kick-start market activity.

16 Saving Partnership - Berlin Developed by the Berliner Energieagentur and Berlin's Senate Department for Urban Development The aim is to tap the potential for saving energy existing in a pool of buildings made up of different properties. The necessary investment is made by a private energy service provider, the energy service company (ESCO), and re-financed through the saved energy costs. For this, the public client combines a selection of its portfolio of buildings to form a pool.

20 RE-FIT - London RE:FIT is the Mayor of London s scheme to provide a commercial model for public bodies wishing to achieve substantial financial cost savings, improve the energy performance of their buildings and reduce their CO 2 footprint. The scheme uses an Saving Companies (ESCO) to implement energy efficiency measures The ESCo guarantees the level of energy savings, thus offering a secure financial saving over the period of the agreement Link REFIT

21 Market Survey Service Companies Market in Europe Status Report 2010 In some countries, there is still a high level of mistrust in the ESCO model both from customers and from financing institutions. The lack of standardization is perceived as the most important motive for this mistrust (contracts, best practises, unclear definitions, measurement and verification etc.)

23 Codes of Conduct Draft Czech version The Code of Conduct for EPC ( Performance Contracting) defines the basic rules and principles for the preparation and implementation of EPC projects within the meaning of good practice in this field. main principles which the ESCO companies and customers must adhere to in the preparation and implementation of EPC projects in order for them to succeed. an indicator of the quality requirements for new ESCO companies entering the EPC market. a quality indicator for customers: what they should expect and require from suppliers of energy services and at the same time which principles they themselves should adhere to so that the EPC project is implemented to the satisfaction of all parties.

The relationship between the customer and the supplier is long-term and equal 4. All steps in the process of projects managed according to the EPC method are transparent and can be certified and justified 5. Financing of projects managed according to the EPC method 6. Projects managed according to the EPC method are comprehensive 7. The customer and the supplier have a common interest in the success of the project 8. The supplier focuses on quality and care in all steps of project implementation

25 Codes of Conduct UK: The Managers Association is to draw up a code of conduct for administering energy performance contracts (to be published mid summer 2013) aims to overcome some of the barriers to the take-up of energy performance contracts in UK. Supported by Ministry of and Climate Change

26 Enhancing know-how and institutionalisation of the EPC supply side General and national training modules tailored to the particular stage of the EPC market development (advanced, intermediate and beginners) Used in 77 trainings delivered to ESCOs (3-4 per partner) Manual, helpdesk and 3 discussion meetings for partners from beginners markets to support the exchange of experience from advanced markets supported by twinning 3 workshops and 3 national position papers to promote ESCO associations

27 EPC pilot projects Implementation of at least 25 EPC pilot projects twinning of advanced and beginners countries test and provide feedback on the developed EPC codes of conduct Best practice examples from the implemented projects will also be selected and promoted in dissemination activities Twinning of partners from beginners and advanced markets
