16 Fortum s views on biomass use There is potential to increase the use of biomass from forestry and agriculture in the EU. All use of biomass should be sustainable and traceable. Our energy improves life for present and future generations Due to high political and commercial interest for bioenergy there is a risk of conflict between different end use purposes. Efficiency must be the criterion steering the use of biomass between the different energy uses Combined heat and power production (CHP) is the most efficient way of using biomass for energy production. Co-firing of biomass with other solid fuels (e.g. peat) is an important issue at local, regional and national level due to accessibility, security of supply, technical availability and pricing reasons

17 Investment in utilization of biomasses in energy production is a challenge Our energy improves life for present and future generations Because it is impossible to know future long term availability and prices, we have to: Invest in multi-fuel plants, which brings flexibility but with considerable added costs Source and purchase fuels from various origins and from various actors, which bring us added security but some times additional costs
