2 Substance misuse and how to deal with its consequences is an ever-present challenge in many parts of society. Most of us will at some point encounter someone who may need help, advice or treatment around this issue. This directory for professionals was compiled to help you identify the agency most suited to the needs of anyone who might benefit from help around substance misuse. There are a number of agencies in the City of Westminster that provide assessment, treatment, advice and information for drug and alcohol use. The drug and alcohol agencies in this guide provide a wide range of services for those using drugs and/or alcohol or those concerned about someone else s substance use. Open access agencies accept self referrals and may offer a drop-in service. The aim of these services is to engage people into drug and alcohol treatment services and reduce drug related harm. Structured treatment agencies provide specialist substance misuse treatment programmes and in most cases, can only be accessed via a formal referral. Some residential, in-patient and day programme services require funding. If a client cannot pay for the service themselves, they should contact the Westminster Substance Misuse Team for an assessment of their needs. 2
3 THE NATIONAL TREATMENT AGENCY (NTA) HAS SPLIT DRUG TREATMENT SERVICE DELIVERY INTO FOUR DISTINCT TIERS OF CARE. EACH TIER DEALS WITH SPECIFIC AREAS AROUND SUBSTANCE MISUSE AND SOME WILL BE MORE SUITABLE THAN OTHERS FOR THE PERSON YOU ARE TRYING TO HELP. THESE FOUR TIERS CAN BE SUMMED UP AS FOLLOWS TIER 1 - NON SUBSTANCE MISUSE SPECIFIC SERVICES: This category covers the range of generic services that are not directly related to substance misuse but where a substance misuser might be identified (eg. GPs, housing, social services, pharmacies, A & E departments, etc). Due to the vast number of agencies contained in this category, it was deemed unrealistic to include this particular Tier in the directory. Instead we have included a Useful Contacts section which lists a range of various helpful agencies and telephone helplines. TIER 2 - OPEN ACCESS SUBSTANCE MISUSE SERVICES: In Tier 2 you will find all agencies that act as a first port of call for anyone wishing to discuss their substance misuse. Typically Tier 2 services provide low threshold intervention aimed at engaging a substance user in treatment and reducing harm. All agencies contained within this tier will conduct an assessment of the client s needs and will know how to deal with the outcome(s) of it. A Tier 2 agency may choose to refer the substance user on to a more appropriate agency to address the range of needs identified at assessment stage. 3
4 TIER 3 - STRUCTURED COMMUNITY BASED SPECIALIST SUBSTANCE SERVICES: Tier 3 services offer structured programmes provided solely for drug and/or alcohol users. Once a comprehensive assessment has been carried out, the specialist agency will recommend a course of action which will include care planning, co-ordination and review. Some Tier 2 agencies also provide Tier 3 services but this is not necessarily the case. Westminster agencies which provide both Tier 2 and Tier 3 services are clearly identified as such in this guide. TIER 4 - RESIDENTIAL SPECIALISED DRUG TREATMENT: Tier 4 is aimed at individuals presenting with high levels of need. Services in this Tier include: inpatient drug and alcohol detoxification, residential rehabilitation units and stabilisation services. These programmes are highly structured and referral is usually conducted from Tier 3 services. NB - Unless you can clearly identify yourself as part of a Tier 2 or Tier 3 service (i.e. if you are working for a drug or alcohol service) you should only ever refer a potential client into a Tier 2 service. 4
5 WESTMINSTER DRUG AND ALCOHOL SCREENING AND REFERRAL TOOL All services (Tier 1,2,3,4) should use the Westminster drug and alcohol screening and referral tool for initial assessment and professional referral to any of the treatment services listed within this guide. Screening assessment is a brief process that aims to determine if a client has a drug or alcohol problem, related or co-existent problems and whether there is any immediate risk for the client. The assessment should identify those who require referral to drug or alcohol treatment services and the urgency of the referral. The Westminster drug and alcohol screening and referral tool was developed to assist with the screening assessment and improve clients access to treatment services by formalising referral processes. It also aims to reduce inappropriate referrals and duplication of assessments. A copy of the Westminster drug and alcohol referral tool can be downloaded from the Westminster DAAT website 5
