3 ODLHAM DRUG & ALCOHOL TREATMENT & RECOVERY SYSTEM INTRODUCTION The aim of this publication is to give an overview of the main drug and alcohol treatment and recovery services including programmes currently operating in Oldham. The information was compiled by the Drug & Alcohol Action Team (DAAT) based within the Integrated Commissioning Hub of Oldham Council. The key priority of DAAT is to co-ordinate and commission activities, programmes and services aimed at supporting people to recover from addiction and prevent the on-set of problematic drug and alcohol use in our neighbourhoods. Within the framework of the National Drugs Strategy, the commissioners take decisions on expenditure and service delivery, in order to deliver effective and successful outcomes for people experiencing problems with drugs and alcohol. There are four key areas: Building resilience in communities and contributing to tackling drug-related crime. Preventing harm to young people and families and preventing re-presentations into treatment. Delivering new approaches to drug treatment focused on recovery and successful outcomes. 4 TREATMENT & RECOVERY SERVICES Oldham Young Peoples Alcohol & Substance Intervention Service (OASIS) A young people s drug and alcohol service offering targeted treatment and care planned interventions to under 19 year olds. Counselling and one-to-one support about drugs and alcohol for young people from an identified key worker. Confidential advice and information for those young people who are already using substances and for young people who are affected by other people s substance misuse. Paediatric liaison work (A&E). Prevention work (how to resist pressures to misuse) with parents, carers, community members and professionals. Training / drug and alcohol awareness information sessions for professionals. Tailored drug education programmes delivered to targeted groups of young people. Provide one-to-one / group parenting support and advice for parents and carers from a qualified parenting worker. Drop-in service, accredited group work and a young persons recovery group. Outreach and neighbourhood events work. Joint work with REAL Peer Educators, youth service and with Challenge and Support Team. 5 TREATMENT & RECOVERY SERVICES ACCESS Service for young people aged years olds misusing alcohol, cocaine, cannabis, ecstasy, steroids, legal highs and other stimulants. An allocated, dedicated key worker for one to one work, advice and support. A dedicated Employment, Training and Education worker to help with CVs, job search, job applications, interview techniques, access to training and volunteering opportunities. Offers a time-tabled range of diversionary activities: Various Gym and leisure activities including boxing, football, walking rock climbing, badminton, cycling and etc. Acupuncture Drama workshop A variety of structured groups And other activities on request Drop-in sessions. 6 TREATMENT & RECOVERY SERVICES Oldham Drug and Alcohol Service (ODAS) Recovery service for people aged 18 years and older using heroin, opiates crack cocaine and problematic alcohol misuse. Provides advice and information. An allocated, dedicated worker for counselling and support. Needle Exchange: safer injecting advice and wound care advice. Hep B, Heb C and HIV testing and Hep B vaccinations. Referral to in-patient detox and residential rehabilitation. Substitute prescribing programmes. Detoxification programmes. On-ward referral. Operating within the GPs in Shared Care scheme, for more information see page 13. Women s only drop-in/group held on Mondays from 1pm to 4pm Female staff; Drug-liaison Midwife; Health advice and information; Joint delivery of the Drug Intervention Programme as part of Integrated Offender Management process. Close working with Turning Point to deliver a family support service. Alcohol R.A.I.D Various activities including gardening group, abstinence group and recovery groups. 7 TREATMENT & RECOVERY SERVICES Addiction Dependency Solutions (ADS) Service for people aged over 18 years old who are misusing alcohol, benzodiazepines, prescription or OTC medicines. Single Point of Contact for Community Alcohol Service. Provide brief intervention and advice. Provide Home (Community) Detox. Referral to inpatient detox and residential rehabilitation for alcohol. Alcohol Treatment Requirements/Alcohol Arrest Referrals - for those people involved with the Criminal Justice System where alcohol has been deemed a contributing factor. Drug Intervention Programme - working with offenders using Class A drugs as part of Integrated Offender Management. Benzodiazepine Withdrawal Support Service. Concerned Others Group. Moving Forward - Recovery and Aftercare service. Bridging the Gap programme, mainly focused on improving employability of clients. Oldham Addiction Recovery Training Programme. Acupuncture therapy. 8 TREATMENT & RECOVERY SERVICES Turning Point Oldham Family Service The service works with those whose substance misuse is affecting their ability to parent their children and support their families. Teaches the skills of looking after children including parenting, and aims to reduce instances such as school truancy and children being taken into care. Family workers work closely with the midwife to support pregnant women and those with young children. The service is available to any parent who has a substance misuse issue and a child / children aged under 14 either living with them, or planning to return to their care. The opening hours of this service are Monday to Friday between 9am and 4.30pm. Substance users wishing to access this service can self-refer themselves or be referred by any treatment provider / other professional. 9 TREATMENT & RECOVERY SERVICES Service User Advocacy Offers service user support and advocacy for all adult service users, aged 18 years and above, residing in Oldham. Advises people about treatment services to show different options / routes to recovery and how to engage with these services. Works in the neighbourhoods to support people in recovery and signposts into treatment. Facilitates mutual service user support networks and links into other self help training and networks. Assists with improving social functioning and community rehabilitation of service users. Focuses on helping service users to develop personal independence, responsibility and improve their confidence. Support is available Monday to Friday between 9am to 5pm. 10 TREATMENT & RECOVERY SERVICES Intuitive Recovery Provides Re-education for Addictions via a short and focused Open College Network accredited course. Equips students with an easily implemented toolkit to end addiction. Teaches the skills of self-recovery and allows people to end addiction without the need for treatment and continuing support. Focussed entirely on a plan to stop, the course is for anyone wishing to give a substance up. The course consists of four 2 and 1/2 hour sessions. The course is held at ADS, 5 Greaves Street, Oldham OL1 1QN or The Gateway, Horsedge Street, Oldham, OL1 1QN and there are choices of days and times to suit most people. Exodus programme is available to clients who are using opiates and wish to end their addiction. 11 TREATMENT & RECOVERY SERVICES ACORN - Programmes RAMP - Reduction and Motivation Programme A 12 week structured psychosocial intervention that looks at all issues connected to addiction. Designed to be delivered to service users whilst they are still using substances. Aims to empower service users to improve their quality of life through reducing their use. Experienced facilitators allow the group to explore the thoughts and feelings that contribute to their substance use. The alcohol RAMP groups are held on Mondays and Thursdays from 2:00pm to 4:00pm. The drug RAMP groups are held on Tuesdays and Fridays from 2:00pm to 4:00pm. A third group runs on Mondays and Thursdays from 11am to 1pm to accommodate clients especially with child care issues. DEAP - Dependency Emotional Attachment Programme Abstinent based service made up of 4 phases. Treatment combines group work, 1:1 counselling, family conferencing and structured activities. Therapy includes elements of Psychodynamic Therapy, Gestalt, Cognitive Behavioural Therapy and RET. Run on a 5 day week basis for 20 weeks combining supported accommodation. 12 TREATMENT & RECOVERY SERVICES Criminal Justice Support is given to any individual who is arrested for an Acquisitive Crime Offence and subject to a Mandatory Drugs Test while in Police Custody. An assessment is completed and a referral into treatment for the arrestee is conducted by the Criminal Justice Integrated Team (CJIT). This support is extended within the Court system via a Court Liaison Officer who supports individuals made subject to Restriction on Bail (ROB) provision. Support is offered to Oldham residents who are due to be released back into the community after serving a prison sentence. A prison link drugs worker will liaise with prisoners and attend pre-release planning appointments to complete a treatment care plan designed to support the individual upon release from custody. This process also includes a Gate Pick up service to ensure access into treatment for the individual upon release. The CJIT Team work with agencies to ensure that access into treatment and support for recovery is provided for all adult drug users on their caseload. This includes working within the Integrated Offender Management (IOM) process. The ATR (Alcohol Treatment Requirement) process is delivered jointly by Probation and Treatment Teams. Support is offered to individuals were alcohol is seen to be a contributing factor to their offending and alcohol dependency has been established. A Service Advocacy Worker works in the community and offers support when and where it is needed by proactively working with clients wanting to move into abstinence and/ or recovery. 13 PRIMARY CARE / TREATMENT & RECOVERY SERVICES GPs in Shared Care Scheme The GP Shared Care Scheme is coordinated by the Oldham Drug and Alcohol Service (ODAS). The scheme is not specifically a 'stand alone' service, but is an integral part of ODAS' recovery oriented treatment pathway. Currently service 28 clinics at various GP surgeries across the Oldham footprint so that drug users who have progressed through the treatment system, and have achieved a good level of stability, can be seen at their GP surgery and receive their ongoing treatment programme at a locality base. ODAS will, where appropriate, transfer clients' care to the GP, following a demonstrable period of engagement and stability in their treatment programme. Referrals to the ODAS GP Shared Care Scheme will be generated from the ODAS Access and Engagement or Recovery and Communities Teams. 14 INPATIENT DETOXIFICATION & COMMUNITY / RESIDENTIAL REHABILITATION ACORN - Community Treatment & Accommodation Acorn is a direct access, community centred, abstinence based rehabilitation centre that provides services for the people of Oldham. Residential treatment consists of two programmes including primary and second phase treatment. Its main focus is to help people to become abstinent from drugs / alcohol, and re-integrate back to society. Treatment consists of qualified counsellors delivering treatment on a group and one-to-one basis (available on both a residential and structured day care basis). Supports housing projects for people in need of accommodation. Second stage housing for people who have accessed Acorn treatment and supported housing. Family support group. 15 INPATIENT DETOXIFICATION & COMMUNITY / RESIDENTIAL REHABILITATION Smithfield Inpatient Detoxification Turning Point Smithfield is a drug and alcohol detoxification service in Manchester that has been delivering detoxification support since The service is a modern and forward thinking substance misuse service for detoxification and stabilisation which focuses on long term abstinence and recovery. The residential substance misuse service is located in Manchester city centre and offers 24 hour nurse-led care to support those requiring a medically managed detoxification. Smithfield Service offers a group programme along with other activities, such as, art group, acupuncture, smoking cessation, internet, quiz nights and offers home cooked food. Service Users have key working sessions and can have visitors twice a day. The service offers 22 single bedrooms, TV lounges, garden space outside, access to laundry facilities. 16 INPATIENT DETOXIFICATION & COMMUNITY / RESIDENTIAL REHABILITATION Chapman Barker Unit (CBU) Chapman Barker Unit is a 36 bedded inpatient detox unit delivering treatment to service users with complex needs. The unit is open 24 hours, 365 days a year. CBU provides multi-disciplinary team comprised of doctors, nurses, clinical psychologists, occupational therapists, drug and alcohol workers and administration staff. Access to the Chapman Barker Unit by referral only via service user s treatment worker. 16
17 INPATIENT DETOXIFICATION & COMMUNITY / RESIDENTIAL REHABILITATION Abbey Gisburn The Abbey Gisburn is an inpatient detox service situated in the Trough of Bowland. Acorn works with Abbey Gisburne Park Hospital for Oldham clients requiring inpatient detoxification, based on the 12 steps model. The Centre has been helping people rebuild and transform their lives for over 17 years and has successfully treated more than 1000 patients. All patients have full benefit of the care of the resident doctor and nursing team. Access to the Abbey Gisburn by referral only via Acorn Treatment and Housing Projects. 17
