1 Luton Drug & Alcohol Partnership Luton Alcohol Strategy The Luton alcohol strategy for reflects the increasing emphasis on working in partnership to reduce alcohol related harm to young people, adults and communities whilst creating a vibrant and safe town for residents and visitors. Aims The strategy has three interrelated aims To support adults to reduce the harms caused by excessive alcohol use To prevent young people from being harmed by alcohol use To ensure Luton is a vibrant and safe town for residents and visitors It is important to recognise the positive role alcohol plays in British culture and the economic benefits of a safe and lively entertainments industry. Excessive consumption can have serious consequences for young people, adults and communities as well as increasing pressure on public services. The negative impact of alcohol can be reduced effectively if local organisations, both statutory and voluntary, work in partnership interlinking themes such as promoting safe drinking, making life style choices, reducing health harms, domestic abuse, anti-social behaviour, risky sexual behaviour and alcohol related offending. Local communities and families make a key contribution by challenging the social acceptability of excessive alcohol consumption and promoting responsible drinking. It is estimated that 16,126 adults in Luton drink to excess and services will continue to target those who need support to reduce their alcohol consumption.

2 Strategic Priority One Health and Well Being of Adults To support adults to reduce the harms caused by excessive alcohol use Alcohol services in Luton are commissioned in an integrated manner, providing choice for clients in line with evidence-based practice and aim to achieve the most effective outcomes for clients. These include: Social marketing information campaigns Structured day programmes and counselling Sensible drinking programmes and relapse prevention Alcohol Brief Advice in A&E and wards at the Luton and Dunstable Hospital, in six GP surgeries, in Probation premises and at the homeless day centre Alcohol interventions for those subject to a Court Order Community prescribing on behalf of GP s for those becoming abstinent Community detoxification with community psychiatric nurse support In-patient detoxification and after-care support Residential rehabilitation placements Progress to Date From April 2011 March 2012 over 700 people engaged in alcohol treatment and 600 received Brief Advice. Supporting adults to reduce the harms caused by excessive alcohol is quickly improving their health and wellbeing. Aspirations The priority areas for development identified by the needs assessment are to further enhance the Brief Advice offered for patients using GP services, sexual health services, pharmacies, Job Centre Plus, petrators of alcohol related domestic abuse and offenders known to the Probation Service, with the aim of making every contact count. Improvements are planned for the hospital-based alcohol Brief Advice services and the interim care provision for alcohol users who have managed a detoxification in hospital and need support to maintain the improvements in their health.

3 Strategic Priority Two Prevention of Harm to Young People Existing evidenced based services In 2011/2012 information was provided to some 7500 young people in schools and colleges and some 1600 young people in community venues. Targeted information was provided to a further 2000 young people in schools, community venues, hospital and GP surgeries and 250 young people received Brief Advice in schools and A&E. During the year 26 young people under the age of 18 received support and intervention for a problem with alcohol and 113 between years. Progress to Date The majority of young people in Luton travel through adolescence in a relatively safe and harm-free manner. Although some young people eximent with tobacco and alcohol, the majority do not become adult users. A significant number of children and young people live in families where religious or cultural principles discourage the use of alcohol and drugs. For many young people this provides support and family protection through childhood and adolescence. Many of those who eximent with alcohol learn to drink safely and have fun. A minority begin to eximent with cannabis and dance drugs with some becoming intermittent and recreational users. Less than 1% of any year group, often those in vulnerable circumstances and/or at risk of sexual exploitation, have problems with alcohol or drugs, which affect other aspects of their lives. Aspirations In order to continue to prevent young people from being harmed by alcohol use the quality of information workshops to schools, colleges and communities will be further enhanced. A single multi-disciplinary service will be commissioned to offer the full range of alcohol and drug information, advice and interventions for young people across the town, including outreach provision for the diverse groups of young people who are vulnerable and have special needs.

The vast majority of premises are compliant and responsible and support the enforcement agencies in maintaining standards. A health and vitality assessment has been completed and the night time economy strategy is being revised. Aspirations To implement the Best Bar None scheme across town. To explore the feasibility of creating a Business Improvement District. To develop town-wide activities that give opportunities for families to enjoy themselves together, recognising the very diverse population of Luton and in line with the Luton Social Justice Framework for
